,short title ,this ,act may be cited as 
the ,albuquerque1 ,new ,mexico1 ,federal
 ,land ,conveyance ,act of #bjac4  #b4  
,definitions ,in this ,act3 7#a7        
,administrator ,the term ,administrator 
means the ,administrator of ,general    
,services4  7#b7 ,federal land ,the term
 ,federal land means the real property  
located in ,albuquerque1 ,new ,mexico1  
that1 as determined by the              
,administrator1 subject to survey1      
generally consists of lots #ab through  
#ai1 and for the westerly boundary1 the 
portion of either lot #ai or #bj which  
is the outside west wall of the basement
 level of the ,old ,post ,office        
building1 and which has a municipal     
address of #abc ,fourth ,street1 ,,sw1  
in ,block #ah1 ,new ,mexico ,town       

,company's ,original ,townsite1         
,albuquerque1 ,new ,mexico4  7#c7       
,foundation ,the term ,foundation means 
the ,amy ,biehl ,high ,school           
,foundation4  #c4 ,conveyance of real   
property in ,albuquerque1 ,new ,mexico1 
to the ,amy ,biehl ,high ,school        
,foundation  7a7 ,conveyance            
,notwithstanding any other provision of 
law1 not later than #ij days after the  
date of enactment of this ,act1 the     
,administrator shall offer to convey to 
the ,foundation1 by quitclaim deed1 all 
right1 title1 and interest of the       
,united ,states in and to the ,federal  
land4  7b7 ,consideration ,as           
consideration for conveyance of the     
,federal land under subsection 7a71 the 
,administrator shall require the        
,foundation to pay to the ,administrator
 consideration in an amount equal to the
 fair market value of the ,federal land1
 as determined based on an appraisal    
that is acceptable to the               
,administrator4  7c7 ,costs of          

conveyance ,the ,foundation shall be    
responsible for paying-- 7#a7 the costs 
of an appraisal conducted under         
subsection 7b72 and  7#b7 any other     
costs relating to the conveyance of the 
,federal land under this ,act4  7d7     
,proceeds  7#a7 ,deposit ,net proceeds  
received under subsection 7b7 shall be  
paid into the ,federal ,buildings ,fund 
established under section #eib of title 
#dj1 ,united ,states ,code4  7#b7       
,expenditure ,amounts paid into the     
,federal ,buildings ,fund under         
paragraph 7#a7 shall be available to the
 ,administrator1 in amounts specified in
 appropriations ,acts1 for expenditure  
for any lawful purpose consistent with  
existing authorities granted to the     
,administrator1 except that the         
,administrator shall provide to the     
,committee on ,transportation and       
,infrastructure of the ,house of        
,representatives and the ,committee on  
,environment and ,public ,works of the  
,senate #cj days advance written notice 

of any expenditure of the proceeds4  7e7
 ,additional terms and conditions ,the  
,administrator may require that any     
conveyance under subsection 7a7 be      
subject to such additional terms and    
conditions as the ,administrator        
considers appropriate to protect the    
interests of the ,united ,states4  7f7  
,deadline ,the conveyance of the        
,federal land under this ,act shall     
occur not later than #c years after the 
date of enactment of this ,act4  ,passed
 the ,senate ,september #i1
