which was read twice and referred to the
 ,committee on ,agriculture1 ,nutrition1
 and ,forestry  ,a ,,bill  ,to support  
,state and tribal government efforts to 
promote research and education related  
to maple syrup production1 natural      
resource sustainability in the maple    
syrup industry1 market promotion of     
maple products1 and greater access to   
lands containing maple trees for        
maple-sugaring activities1 and for other
 purposes4  #a4 ,short title ,this ,act 
may be cited as the ,maple ,tapping     
,access ,program ,act4  #b4 ,support for
 ,state and tribal government efforts to
 promote domestic maple syrup industry  
7a7 ,definition of maple sugaring ,in   
this section1 the term maple-sugaring   
means the collection of sap from any    
species of tree in the genus ,acer for  
the purpose of boiling to produce food4 

7b7 ,grants authorized2 authorized      
activities ,the ,secretary of           
,agriculture may make grants to ,states 
and tribal governments to support their 
efforts to promote the domestic maple   
syrup industry through the following    
activities3  7#a7 ,promotion of research
 and education related to maple syrup   
production4  7#b7 ,promotion of natural 
resource sustainability in the maple    
syrup industry4  7#c7 ,market promotion 
for maple syrup and maple-sap products4 
7#d7 ,encouragement of owners and       
operators of privately held land        
containing species of tree in the genus 
,acer--  7,a7 to initiate or expand     
maple-sugaring activities on the land2  
or  7,b7 to voluntarily make the land   
available1 including by lease or other  
means1 for access by the public for     
maple-sugaring activities4  7c7         
,applications ,in submitting an         
application for a grant under this      
section1 a ,state or tribal government  
shall include--  7#a7 a description of  

the activities to be supported using the
 grant funds2  7#b7 a description of the
 benefits that the ,state or tribal     
government intends to achieve as a      
result of engaging in such activities2  
and  7#c7 an estimate of the increase in
 maple-sugaring activities or maple     
syrup production that the ,state or     
tribal government anticipates will occur
 as a result of engaging in such        
activities4  7d7 ,relationship to other 
laws ,nothing in this section preempts a
 ,state or tribal government law1       
including any ,state or tribal          
government liability law4  7e7          
,regulations ,the ,secretary of         
,agriculture shall promulgate such      
regulations as are necessary to carry   
out this section4  7f7 ,authorization of
 appropriations ,there is authorized to 
be appropriated to carry out this       
section #bj1jjj1jjj for each of fiscal
