cited as the ,reducing ,flight ,delays  
,act of #bjac4  #b4 ,authorization to   
transfer certain funds to prevent       
reduced operations and staffing of the  
,federal ,aviation ,administration  7a7 
,in general ,notwithstanding division ,g
 of the ,consolidated and ,further      
,continuing ,appropriations ,act1 #bjac 
7,public ,law #aac-f71 any other        
provision of law1 or a sequestration    
order issued or to be issued by the     
,president pursuant to section          
#bea;,a7#g77;,a7 of the ,balanced       
,budget and ,emergency ,deficit ,control
 ,act of #aihe 7#b ,u4,s4,c4            
#ija;a7#g77;,a771 the ,secretary of     
,transportation may transfer during     

fiscal year #bjac an amount equal to the
 amount specified in subsection 7c7 to  
the appropriations account providing for
 the operations of the ,federal         
,aviation ,administration1 for any      
activity or activities funded by that   
account1 from--  7#a7 the amount made   
available for obligation in that fiscal 
year as discretionary grants-in-aid for 
airports pursuant to section #dgaag7;f7 
of title #di1 ,united ,states ,code2 or 
7#b7 any other program or account of the
 ,federal ,aviation ,administration4    
7b7 ,availability and obligation of     
transferred amounts ,an amount          
transferred under subsection 7a77#a7    
shall--  7#a7 be available immediately  
for obligation and expenditure as       
directly appropriated budget authority2 
and  7#b7 be deemed as obligated for    
grants-in-aid for airports under part ,b
 of subtitle ,,vii of title #di1 ,united
 ,states ,code1 for purposes of         
complying with the limitation on        
incurring obligations during that fiscal

 year under the heading ,grants-in-,aid 
for ,airports under title ,i of the     
,transportation1 ,housing and ,urban    
,development1 and ,related ,agencies    
,appropriations ,act1 #bjab 7division ,c
 of ,public ,law #aab-ee2 #abe ,stat4   
#fdg71 and made applicable to fiscal    
year #bjac by division ,f of the        
,consolidated and ,further ,continuing  
,appropriations ,act1 #bjac 7,public    
,law #aac-f74  7c7 ,amount specified    
,the amount specified in this subsection
 is the amount1 not to exceed           
#bec1jjj1jjj1 that the ,secretary of    
,transportation determines to be        
necessary to prevent reduced operations 
and staffing of the ,federal ,aviation  
,administration during fiscal year #bjac
 to ensure a safe and efficient air     
transportation system2 and provided that
 none of the funds transferred under    
this subsection may be obligated unless 
the ,secretary notifies the ,committees 
on ,appropriations of the ,house of     
,representatives and the ,senate at     

least #e days in advance of such        
transfer4  ,passed the ,senate ,april
