on the calendar  ,a ,,bill  ,to provide 
for continuing operations of ,government
 in a fiscally responsible manner4  #a4 
,short title ,this ,act may be cited as 
the ,government ,shutdown ,prevention   
,act of #bjac4  #b4 ,government shutdown
 prevention  7a7 ,in general ,if any    
regular appropriation bill for a fiscal 
year does not become law before the     
beginning of such fiscal year or a joint
 resolution making continuing           
appropriations is not in effect the     
following provisions shall take effect  
as provided3  7#a7 ,the ,secretary of   
the ,treasury shall fully pay principal 
and interest on the debt of the ,united 
,states held by the public4  7#b7       

,social ,security1 ,medicare1 and       
,medicaid benefits shall be fully paid  
and new enrollees shall be accepted4    
7#c7 7,a7 ,if the defense appropriations
 bill has not been enacted1 the         
,department of ,defense--  7i7 shall    
operate at #ij percent of the level of  
funding for the preceding fiscal year1  
except for funding for overseas         
contingencies in ,iraq and ,afghanistan 
which shall be funded at #ajj percent of
 the preceding fiscal year levels2 and  
7ii7 is authorized pay all military     
personnel at the full level of pay4     
7,b7 ,civilian employees of the         
,department of ,defense based in the    
,united ,states will be paid at the same
 rate as other ,federal employees       
provided in paragraph 7#d77;,b74  7#d7  
,the employees of any agency of the     
,federal ,government not funded shall-- 
7,a7 report for business as normal2 and 
7,b7 when funding is provided1 be paid  
at #ge percent of their salaries for the
 time worked while under the provisions 

of this section4  7#e7 ,if any agency is
 not funded1 ,congress and the          
,executive ,office of the ,president may
 only operate at #ej percent of the     
level of funding for the preceding      
fiscal year4  7#f7 ,subject to          
subsection 7c7 and if any agency is not 
funded1 ,members of ,congress and the   
,president shall not receive salary     
during the period the agency is not     
funded and are not eligible for back pay
 for such period4  7#g7 ,for all other  
non-personnel accounts not funded by a  
regular appropriations bill or a joint  
resolution making continuing            
appropriations--  7,a7 such functions   
shall operate at #b_/c of the level of  
the preceding fiscal year2  7,b7 savings
 from the application of subparagraph   
7,a7 shall be used to reduce the        
,federal budget deficit2  7,c7 no funds 
shall be expended to carry out the      
provisions of the ,patient ,protection  
and ,affordable ,care ,act 7,public ,law
 #aaa-adh72 and  7,d7 no funds shall be 

expended for any abortion or provided to
 any nongovernmental organization that  
promotes or performs abortion4  7b7     
,effective period ,except as otherwise  
provided in this section1 this section  
shall apply until the date on which the 
applicable regular appropriation bill   
for such fiscal year becomes law or a   
continuing resolution making            
appropriations becomes law4  7c7        
,effective date ,subsection 7a77#f7     
shall not take effect until the first   
day of the next ,congress beginning     
after the date of enactment of this
