available for the ,federal ,government

would have been made available for the  
,federal ,government for fiscal year    
#bjac but for sections #bea and #bea;,a 
of the ,balanced ,budget and ,emergency 
,deficit ,control ,act of #aihe 7#b

#cjja and #cjjd of the ,consolidated and
 ,further ,continuing ,appropriations   
,act1 #bjac1 and any sequestration order
 issued by the ,president4  #b4         
,amendment to ,,oco adjustments ,section
 #bea of the ,balanced ,budget and      
,emergency ,deficit ,control ,act of    
#aihe 7#b ,u4,s4,c4 #ija7 is amended--  
7#a7 in subsection 7a71 by striking     
paragraph 7#b7 and inserting the        
following3  7#b7 ,eliminating a breach  
7,a7 ,in general ,each nonexempt account
 within a category shall be reduced by a
 dollar amount calculated by multiplying
 the enacted level of sequesterable     
budgetary resources in that account at  
that time by the uniform percentage     
necessary to eliminate a breach within  
that category4  7,b7 ,overseas          
contingencies ,any amount of budget     
authority for overseas contingency      
operations and related activities for   
fiscal years #bjad through #bjaf in     
excess of the levels set in subsection  

#bea7;b77#b77;,e7 shall be counted in   
determining whether a breach has        
occurred in the security category4  2   
and  7#b7 in subsection 7b77#b7--  7,a7 
in subparagraph 7,a77ii71 by inserting

inserting at the end the following3

appropriations for discretionary        
accounts are enacted that ,congress     
designates for ,overseas ,contingency   
,operations_/,global ,war on ,terrorism 
in statute on an account by account     
basis1 the adjustment for the fiscal    
year shall be the total of such         
appropriations for the fiscal year in   
discretionary accounts designated as    
being for ,overseas ,contingency
