may be cited as the ,transnational ,drug
 ,trafficking ,act of #bjac4  #b4       
,possession1 manufacture or distribution
 for purposes of unlawful importations  
,section #ajji of the ,controlled       
,substances ,import and ,export ,act    
7#ba ,u4,s4,c4 #iei7 is amended-- 7#a7  
by redesignating subsections 7b7 and 7c7
 as subsections 7c7 and 7d71            
respectively2 and  7#b7 in subsection   
7a71 by striking ,it shall and all that 
follows and inserting the following3    
8,it shall be unlawful for any person to
 manufacture or distribute a controlled 
substance in schedule ,i or ,,ii or     
flunitrazepam or a listed chemical      
intending1 knowing1 or having reasonable
 cause to believe that such substance or
 chemical will be unlawfully imported   

into the ,united ,states or into waters 
within a distance of #ab miles of the   
coast of the ,united ,states4  7b7 ,it  
shall be unlawful for any person to     
manufacture or distribute a listed      
chemical-- 7#a7 intending or knowing    
that the listed chemical will be used to
 manufacture a controlled substance2 and
  7#b7 intending1 knowing1 or having    
reasonable cause to believe that the    
controlled substance will be unlawfully 
imported into the ,united ,states4  4   
#c4 ,trafficking in counterfeit goods or
 services ,chapter #aac of title #ah1   
,united ,states ,code1 is amended-- 7#a7
 in section #bcah7;b77#b71 by striking  
section #bcbj7;e7 and inserting section 
#bcbj7;f72 and  7#b7 in section #bcbj-- 
7,a7 in subsection 7a71 by striking     
paragraph 7#d7 and inserting the        
following3  7#d7 traffics in a drug and 
knowingly uses a counterfeit mark on or 
in connection with such drug1  2  7,b7  
in subsection 7b77#c71 in the matter    
preceding subparagraph 7,a71 by striking

 counterfeit drug and inserting drug    
that uses a counterfeit mark on or in   
connection with the drug2 and  7,c7 in  
subsection 7f71 by striking paragraph   
7#f7 and inserting the following3  7#f7 
the term drug means a drug1 as defined  
in section #bja of the ,federal ,food1  
,drug1 and ,cosmetic ,act 7#ba ,u4,s4,c4
