following bill2 which was read twice and
 referred to the ,committee on          
,appropriations  ,a ,,bill  ,to rescind 
certain ,federal funds identified by    
,states as unwanted and use the funds to
 reduce the ,federal debt4  #a4 ,short  
title ,this ,act may be cited as the    
,returned ,exclusively ,for ,unpaid     
,national ,debt ,act or the ,,refund    
,act4  #b4 ,use of unwanted ,federal    
funds to reduce ,federal debt  7a7      
,rescission of unwanted ,federal funds  
,there is rescinded1 from any ,federal  
funds required to be allocated by       

formula among all ,states that agree to 
use such funds for a specified purpose1 
an amount equal to the amount of such   
funds that would have otherwise been    
allocated to a ,state that identifies   
such funds under subsection 7b7 as      
unwanted4  7b7 ,identification of funds 
,subsection 7a7 shall only apply if1 not
 later than the last date on which an   
application or ,state plan must be      
submitted in order for a ,state to be   
allocated1 in an annual or biennial     
budget cycle1 funds described in such   
subsection--  7#a7 the ,state           
legislature with jurisdiction over such 
budget cycle adopts a concurrent        
resolution identifying the funds as     
unwanted2 and  7#b7 the ,state submits  
notice of the resolution described in   
paragraph 7#a7 to the agency head       
responsible for allocation of the funds1
 in such form and manner and containing 
such information as the agency head     
determines appropriate to make the      
determination in subsection 7c74  7c7   

,determination of amount ,to be         
rescinded ,an agency head that receives 
notice described in subsection 7b77#b7  
shall determine and report to the       
,office of ,management and ,budget the  
amount to be rescinded under subsection 
7a74  7d7 ,use for reduction of ,federal
 debt ,amounts rescinded under          
subsection 7a7 shall be deposited by the
 ,secretary of the ,treasury in the     
special fund account 8,gifts to ,reduce 
,debt ,held by the ,public1 ,bureau of  
the ,public ,debt1 ,treasury0 and used  
to reduce the ,federal debt as provided 
in section #caac7;d7 of title #ca1      
,united ,states ,code4  7e7 ,annual     
report ,the ,secretary of the ,treasury 
shall submit to the ,congress each year 
a report identifying the amount         
deposited in the ,treasury under        
subsection 7d7 with respect to each     
,state in such year4  7f7 ,definitions  
,in this section3  7#a7 ,the term agency
 head means the head of a department or 
agency of the ,federal ,government4     

7#b7 ,the term ,state means--  7,a7 each
 of the several ,states2  7,b7 the      
,district of ,columbia2 or  7,c7 any    
commonwealth1 territory1 or possession  
of the ,united ,states4
