general ,notwithstanding any other      
provision of law1 for the purposes of   
the ,immigration and ,nationality ,act  
7#h ,u4,s4,c4 #aaja et seq471 ,anton    
,dodaj1 ,gjyljana ,dodaj1 ,franc ,dodaj1
 ,kristjan ,dodaj1 and ,kanto ,macotaj  
shall be deemed to have been lawfully   
admitted to1 and remained in1 the       
,united ,states1 and shall be eligible  
for adjustment of status to that of an  
alien lawfully admitted for permanent   
residence under section #bde of the     
,immigration and ,nationality ,act 7#h  
,u4,s4,c4 #abee7 upon filing an         

application for such adjustment of      
status4  7b7 ,application and payment of
 fees ,subsection 7a7 shall apply only  
if the application for adjustment of    
status is filed with appropriate fees   
not later than #b years after the date  
of the enactment of this ,act4  7c7     
,reduction of immigrant visa numbers    
,upon the granting of permanent resident
 status to ,anton ,dodaj1 ,gjyljana     
,dodaj1 ,franc ,dodaj1 ,kristjan ,dodaj1
 or ,kanto ,macotaj1 the ,secretary of  
,state shall instruct the proper officer
 to reduce by #a1 during the current or 
next following fiscal year1 the total   
number of immigrant visas that are made 
available to natives of the country of  
the birth of ,anton ,dodaj1 ,gjyljana   
,dodaj1 ,franc ,dodaj1 ,kristjan ,dodaj1
 or ,kanto ,macotaj under section
