establish the position of ,chief        
,innovation and ,intellectual ,property 
,negotiator in the ,office of the       
,united ,states ,trade ,representative  
to ensure the protection of ,united     
,states innovation and intellectual     
property interests1 and for other       
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,innovation ,through
 ,trade ,act of #bjac4  #b4             
,establishment of ,chief ,innovation and
 ,intellectual ,property ,negotiator    
7a7 ,in general ,section #ada of the    
,trade ,act of #aigd 7#ai ,u4,s4,c4     
#baga7 is amended--  7#a7 in subsection 
7b71 by striking paragraph 7#b7 and     
inserting the following3  7#b7 ,there   
shall be in the ,office three ,deputy   

,united ,states ,trade ,representatives1
 one ,chief ,agricultural ,negotiator1  
and one ,chief ,innovation and          
,intellectual ,property ,negotiator1 who
 shall be appointed by the ,president1  
by and with the advice and consent of   
the ,senate4 ,as an exercise of the     
rulemaking power of the ,senate1 any    
nomination of a ,deputy ,united ,states 
,trade ,representative1 the ,chief      
,agricultural ,negotiator1 or the ,chief
 ,innovation and ,intellectual ,property
 ,negotiator submitted to the ,senate   
for its advice and consent1 and referred
 to a committee1 shall be referred to   
the ,committee on ,finance4 ,each       
,deputy ,united ,states ,trade          
,representative1 the ,chief             
,agricultural ,negotiator1 and the      
,chief ,innovation and ,intellectual    
,property ,negotiator shall hold office 
at the pleasure of the ,president and   
shall have the rank of ,ambassador4  2  
and  7#b7 in subsection 7c7--  7,a7 by  
moving paragraph 7#e7 two ems to the    

left2 and  7,b7 by adding at the end the
 following3  7#f7 ,the principal        
functions of the ,chief ,innovation and 
,intellectual ,property ,negotiator     
shall be to conduct trade negotiations  
and to enforce trade agreements relating
 to ,united ,states intellectual        
property and to take appropriate actions
 to address acts1 policies1 and         
practices of foreign governments that   
have a significant adverse impact on the
 value of ,united ,states innovation4   
,the ,chief ,innovation and             
,intellectual ,property ,negotiator     
shall be a vigorous advocate on behalf  
of ,united ,states innovation and       
intellectual property interests4 ,the   
,chief ,innovation and ,intellectual    
,property ,negotiator shall perform such
 other functions as the ,united ,states 
,trade ,representative may direct4  4   
7b7 ,compensation ,section #ecad of     
title #e1 ,united ,states ,code1 is     
amended by striking ,chief ,agricultural
 ,negotiator4 and inserting the         

following3  ,chief ,agricultural        
,negotiator1 ,office of the ,united     
,states ,trade ,representative4 ,chief  
,innovation and ,intellectual ,property 
,negotiator1 ,office of the ,united     
,states ,trade ,representative4  4  7c7 
,report required ,not later than #ahj   
days after the appointment of the first 
,chief ,innovation and ,intellectual    
,property ,negotiator pursuant to       
paragraph 7#b7 of section #ada7;b7 of   
the ,trade ,act of #aigd1 as amended by 
subsection 7a71 and every #ahj days     
thereafter1 the ,united ,states ,trade  
,representative shall submit to the     
,committee on ,finance of the ,senate   
and the ,committee on ,ways and ,means  
of the ,house of ,representatives a     
report describing in detail--  7#a7     
enforcement actions taken by the ,trade 
,representative during the #ahj days    
preceding the submission of the report  
to ensure the protection of ,united     
,states innovation and intellectual     
property interests2 and  7#b7 other     

actions taken by the ,trade             
,representative to advance ,united      
,states innovation and intellectual     
property interests4
