  ,to promote the domestic development  
and deployment of natural gas and clean 
energy technologies4  #a4 ,short title  
,this ,act may be cited as the ,natural 
,gas ,energy and ,alternatives ,rewards 
,act or the ,,ngear ,act4  #b4 ,purpose 
,the purpose of this ,act is to         
establish clean energy policies that--  
7#a7 provide market certainty to drive  
private and commercial capital          
investment in clean energy options2     
7#b7 promote clean energy technologies  
that will--  7,a7 lead to increased     
production1 diversity1 and dissemination
 of energy generation2 and  7,b7 enable 
the ,united ,states to bridge the gap   
from foreign energy imports to secure1  
domestically produced energy2 and  7#c7 
contain clean energy incentives that    

will--  7,a7 provide for ongoing        
increases in energy demands2  7,b7      
support the growth of jobs and          
businesses in ,america2 and  7,c7 reduce
 vehicular petroleum use and emissions4 
#c4 ,extension of alternative fuels     
excise tax credits  7a7 ,in general     
,sections #fdbf7;d77#e7 and             
#fdbf7;e77#c7 of the ,internal ,revenue 
,code of #aihf are each amended by      
striking ,december #ca1 #bjac           
7,september #cj1 #bjad1 in the case of  
any sale or use involving liquefied     
hydrogen7 and inserting ,december #ca1  
#bjaf4  7b7 ,conforming amendments for  
direct payments ,paragraph 7#f7 of      
section #fdbg7;e7 of the ,internal      
,revenue ,code of #aihf is amended--    
7#a7 by adding and at the end of        
subparagraph 7,b71 and  7#b7 by striking
 subparagraphs 7,c7 and 7,d7 and        
inserting the following new             
subparagraph3  7,c7 any alternative fuel
 or alternative fuel mixture 7as defined
 in subsection 7d77#b7 or 7e77#c7 of    

section #fdbf7 sold or used after       
,december #ca1 #bjaf4  4  7c7 ,effective
 date ,the amendments made by this      
section shall apply to fuel sold or used
 after ,december #ca1 #bjac4  #d4       
,extension and modification of          
alternative fuel vehicle refueling      
property credit  7a7 ,in general        
,paragraph 7#a7 of section #cj;,c7g7 of 
the ,internal ,revenue ,code of #aihf is
 amended to read as follows3  7#a7 in   
the case of property of a character     
subject to an allowance for             
depreciation1 after ,december #ca1      
#bjaf1 and  4  7b7 ,effective date ,the 
amendment made by this section shall    
apply to property placed in service     
after ,december #ca1 #bjac4  #e4        
,natural ,gas ,energy and ,alternatives 
,rebates ,program ,section #djj;,,cc of 
the ,energy ,policy and ,conservation   
,act 7#db ,u4,s4,c4 #fcgd;b7 is amended 
to read as follows3  #djj;,,cc4         
,alternative fuels bus program  7a7     
,definitions ,in this section3  7#a7    

,alternative fuel ,the term alternative 
fuel means natural gas1 liquid petroleum
 gas1 hydrogen1 or fuel cell4  7#b7     
,alternatively fueled bus ,the term     
alternatively fueled bus means--  7,a7 a
 school bus 7as defined in section      
#cij4e of title #di1 ,code of ,federal  
,regulations7 that operates on          
alternative fuel2  7,b7 a multifunction 
school activity bus 7as defined in      
section #ega4c of title #di1 ,code of   
,federal ,regulations7 that operates on 
alternative fuel2 or  7,c7 a motor      
vehicle that--  7i7 provides public     
transportation 7as defined in section   
#ecjb7;a77#aj7 of title #di1 ,united    
,states ,code72 and  7ii7 operates on   
alternative fuel4  7#c7 ,eligible entity
 ,the term eligible entity means--  7,a7
 a public or private entity providing   
transportation exclusively for school   
students1 personnel1 and equipment2 or  
7,b7 a public entity providing mass     
transit services to the public4  7b7    
,rebate program  7#a7 ,in general ,the  

,secretary of ,transportation shall     
establish the ,natural ,gas ,energy and 
,alternatives ,rebates ,program         
7referred to in this section as the     
,,ngear ,program7 to subsidize the      
purchase of alternatively fueled buses  
by eligible entities4  7#b7 ,amounts ,an
 eligible entity that purchases an      
alternatively fueled bus during the     
period beginning on the date of the     
enactment of the ,,ngear ,act and ending
 on ,december #ca1 #bjaf1 is eligible to
 receive a rebate from the ,department  
of ,transportation in an amount equal to
 the lesser of--  7,a7 #cj percent of   
the purchase price of the alternatively 
fueled bus2 or  7,b7 #ae1jjj4  7#c7     
,application ,eligible entities desiring
 a rebate under this subsection shall   
submit an application to the ,secretary 
of ,transportation that contains copies 
of relevant sales invoices and any      
additional information that the         
,secretary of ,transportation may       
require4  4
