certain ,federal land in ,san ,juan     
,county1 ,new ,mexico1 and for other    
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,san ,juan ,county  
,federal ,land ,conveyance ,act4  #b4   
,definitions ,in this ,act3 7#a7        
,federal land ,the term ,federal land   
means the approximately #ai acres of    
,federal surface estate generally       
depicted as ,lands ,authorized for      
,conveyance on the map4  7#b7 ,landowner
 ,the term landowner means the          
plaintiffs in the case styled ,blancett 
v4 ,united ,states ,department of the   
,interior1 et al41 ,no4                 
#aj-;cv-#jjbed-;,,jap-,,kbm1 ,united    
,states ,district ,court for the        
,district of ,new ,mexico4  7#c7 ,map   
,the term map means the map entitled    
,san ,juan ,county ,land ,conveyance and
 dated ,june #bj1 #bjab4  7#d7          
,secretary ,the term ,secretary means   

the ,secretary of the ,interior4  7#e7  
,state ,the term ,state means the ,state
 of ,new ,mexico4  #c4 ,conveyance of   
certain ,federal land in ,san ,juan     
,county1 ,new ,mexico  7a7 ,in general  
,on request of the landowner1 the       
,secretary shall1 under such terms and  
conditions as the ,secretary may        
prescribe and subject to valid existing 
rights1 convey to the landowner all     
right1 title1 and interest of the       
,united ,states in and to any portion of
 the ,federal land 7including any       
improvements or appurtenances to the    
,federal land7 by sale4  7b7 ,survey2   
administrative costs  7#a7 ,survey ,the 
exact acreage and legal description of  
the ,federal land to be conveyed under  
subsection 7a7 shall be determined by a 
survey approved by the ,secretary4  7#b7
 ,costs ,the administrative costs       
associated with the conveyance shall be 
paid by the landowner4  7c7             
,consideration  7#a7 ,in general ,as    
consideration for the conveyance of the 

,federal land under subsection 7a71 the 
landowner shall pay to the ,secretary an
 amount equal to the fair market value  
of the ,federal land conveyed1 as       
determined under paragraph 7#b74  7#b7  
,appraisal ,the fair market value of any
 ,federal land that is conveyed under   
subsection 7a7 shall be determined by an
 appraisal acceptable to the ,secretary 
that is performed in accordance with--  
7,a7 the ,uniform ,appraisal ,standards 
for ,federal ,land ,acquisitions2  7,b7 
the ,uniform ,standards of ,professional
 ,appraisal ,practice2 and  7,c7 any    
other applicable law 7including         
regulations74  7d7 ,disposition and use 
of proceeds  7#a7 ,disposition of       
proceeds ,the ,secretary shall deposit  
the proceeds of any conveyance of       
,federal land under subsection 7a7 in a 
special account in the ,treasury for use
 in accordance with paragraph 7#b74     
7#b7 ,use of proceeds ,amounts deposited
 under paragraph 7#a7 shall be available
 to the ,secretary1 without further     

appropriation and until expended1 for   
the acquisition of land or interests in 
land from willing sellers in the ,state 
for resource protection that is         
consistent with the purposes for which  
the ,bald ,eagle ,area of ,critical     
,environmental ,concern in the ,state   
was established4  7e7 ,additional terms 
and conditions ,the ,secretary may      
require such additional terms and       
conditions for a conveyance under       
subsection 7a7 as the ,secretary        
determines to be appropriate to protect 
the interests of the ,united ,states4   
7f7 ,withdrawal ,subject to valid       
existing rights1 the ,federal land is   
withdrawn from-- 7#a7 location1 entry1  
and patent under the mining laws2 and   
7#b7 disposition under all laws relating
 to mineral and geothermal leasing or   
mineral materials4  ,passed the ,senate
