,permanent resident status for ,alicia  
,aranda de ,buendia and ,ana ,laura     
,buendia ,aranda  7a7 ,in ,general      
,notwithstanding subsections 7a7 and 7b7
 of section #bja of the ,immigration and
 ,nationality ,act 7#h ,u4,s4,c4 #aaea71
 ,alicia ,aranda ,de ,buendia and ,ana  
,laura ,buendia ,aranda shall each be   
eligible for issuance of an immigrant   
visa or for adjustment of status to that
 of an alien lawfully admitted for      
permanent residence upon filing an      
application for issuance of an immigrant
 visa under section #bjd of such ,act   
7#h ,u4,s4,c4 #aaed7 or for adjustment  
of status to lawful permanent resident4 

7b7 ,adjustment of ,status ,if ,alicia  
,aranda ,de ,buendia or ,ana ,laura     
,buendia ,aranda enter the ,united      
,states before the filing deadline      
specified in subsection 7c71 ,alicia    
,aranda ,de ,buendia or ,ana ,laura     
,buendia ,aranda1 as appropriate1 shall 
be considered to have entered and       
remained lawfully in the ,united ,states
 and shall be eligible for adjustment of
 status under section #bde of the       
,immigration and ,nationality ,act 7#h  
,u4,s4,c4 #abee7 as of the date of the  
enactment of this ,act4  7c7            
,application and ,payment of ,fees      
,subsections 7a7 and 7b7 shall apply    
only if the application for the issuance
 of an immigrant visa or the application
 for adjustment of status is filed with 
appropriate fees not later than #b years
 after the date of the enactment of this
 ,act4  7d7 ,reduction of ,immigrant    
,visa ,numbers ,upon the granting of an 
immigrant visa or permanent residence to
 ,alicia ,aranda ,de ,buendia and ,ana  

,laura ,buendia ,aranda1 the ,secretary 
of ,state shall instruct the proper     
officer to reduce by #b1 during the     
current or next following fiscal year-- 
7#a7 the total number of immigrant visas
 that are made available to natives of  
the country of birth of ,alicia ,aranda 
,de ,buendia and ,ana ,laura ,buendia   
,aranda under section #bjc7;a7 of the   
,immigration and ,nationality ,act 7#h  
,u4,s4,c4 #aaec7;a772 or  7#b7 if       
applicable1 the total number of         
immigrant visas that are made available 
to natives of the country of birth of   
,alicia ,aranda ,de ,buendia and ,ana   
,laura ,buendia ,aranda under section   
#bjb7;e7 of such ,act 7#h ,u4,s4,c4     
#aaeb7;e774  7e7 ,,paygo ,the budgetary 
effects of this ,act1 for the purpose of
 complying with the ,statutory          
,pay-,as-,you-,go ,act of #bjaj1 shall  
be determined by reference to the latest
 statement titled ,budgetary ,effects of
 ,,paygo ,legislation for this ,act1    
submitted for printing in the           

,congressional ,record by the ,chairman 
of the ,senate ,budget ,committee1      
provided that such statement has been   
submitted prior to the vote on passage4
