,congress finds the following3  7#a7    
,the ,distinguished ,flying ,cross1     
which was created by ,congress in #aibf1
 is the oldest military award in the    
,united ,states for achievements in     
aviation4  7#b7 ,the most reliable      
statistics regarding the number of      

members of the ,armed ,forces who have  
been awarded the ,distinguished ,flying 
,cross indicate that #abf1cah members of
 the ,armed ,forces received the medal  
during ,world ,war ,,ii1 approximately  
#ba1jjj members received the medal      
during the ,korean conflict1 and #ba1fdg
 members received the medal during the  
,vietnam ,war4  7#c7 ,since the end of  
the ,vietnam ,war1 more than #bjc ,armed
 ,forces members have received the medal
 in times of conflict4  7#d7 ,since the 
,national ,personnel ,records ,center in
 ,st4 ,louis1 ,missouri1 burned down in 
#aigc1 many more recipients of the      
,distinguished ,flying ,cross may be    
undocumented4  7#e7 ,currently1 the     
,department of ,defense continues to    
locate and identify members of the      
,armed ,forces whose award of the medal 
has not been documented4  7#f7 ,the     
,united ,states currently lacks a       
national memorial dedicated to the      
bravery and sacrifice of those members  
of the ,armed ,forces who have          

distinguished themselves by heroic deeds
 performed in aerial flight4  7#g7 ,an  
appropriate memorial to current and     
former members of the ,armed ,forces has
 been constructed at ,march ,field ,air 
,museum in ,riverside1 ,california4     
7#h7 ,the ,distinguished ,flying ,cross 
,national ,memorial would honor all     
those members of the ,armed ,forces who 
have distinguished themselves in aerial 
flight1 whether documentation of such   
members who earned the ,distinguished   
,flying ,cross exists or not4  7b7      
,designation ,the memorial to members of
 the ,armed ,forces who have been       
awarded the ,distinguished ,flying      
,cross at ,march ,field ,air ,museum in 
,riverside1 ,california1 is designated  
as the ,distinguished ,flying ,cross    
,national ,memorial4  7c7 ,effect of    
designation ,the national memorial      
designated by this section is not a unit
 of the ,national ,park ,system1 and the
 designation of the national memorial   
shall not be construed to require or    

permit ,federal funds to be expended for
 any purpose related to the national    
memorial4
