following bill2 which was read twice and
 referred to the ,committee on the      
,judiciary  ,a ,,bill  ,for the relief  
of ,alfredo ,plascencia ,lopez and      
,maria ,del ,refugio ,plascencia4  #a4  
,permanent resident status for ,alfredo 
,plascencia ,lopez and ,maria ,del      
,refugio ,plascencia  7a7 ,in general   
,notwithstanding subsections 7a7 and 7b7
 of section #bja of the ,immigration and
 ,nationality ,act 7#h ,u4,s4,c4 #aaea71
 ,alfredo ,plascencia ,lopez and ,maria 
,del ,refugio ,plascencia shall each be 
eligible for the issuance of an         
immigrant visa or for adjustment of     
status to that of an alien lawfully     
admitted for permanent residence upon   
filing an application for issuance of an
 immigrant visa under section #bjd of   
that ,act 7#h ,u4,s4,c4 #aaed7 or for   
adjustment of status to lawful permanent

 resident4  7b7 ,adjustment of status   
,if ,alfredo ,plascencia ,lopez or      
,maria ,del ,refugio ,plascencia enter  
the ,united ,states before the filing   
deadline specified in subsection 7c71   
,alfredo ,plascencia ,lopez or ,maria   
,del ,refugio ,plascencia1 as           
appropriate1 shall be considered to have
 entered and remained lawfully and shall
 be eligible for adjustment of status   
under section #bde of the ,immigration  
and ,nationality ,act 7#h ,u4,s4,c4     
#abee7 as of the date of the enactment  
of this ,act4  7c7 ,application and     
payment of fees ,subsections 7a7 and 7b7
 shall apply only if the application for
 issuance of immigrant visas or the     
application for adjustment of status are
 filed with appropriate fees within #b  
years after the date of the enactment of
 this ,act4  7d7 ,reduction of immigrant
 visa numbers ,upon the granting of     
immigrant visas or permanent residence  
to ,alfredo ,plascencia ,lopez and      
,maria ,del ,refugio ,plascencia1 the   

,secretary of ,state shall instruct the 
proper officer to reduce by #b1 during  
the current or subsequent fiscal year1  
the total number of immigrant visas that
 are made available to natives of the   
country of birth of ,alfredo ,plascencia
 ,lopez and ,maria ,del ,refugio        
,plascencia under section #bjc7;a7 of   
the ,immigration and ,nationality ,act  
7#h ,u4,s4,c4 #aaec7;a77 or1 if         
applicable1 the total number of         
immigrant visas that are made available 
to natives of the country of birth of   
,alfredo ,plascencia ,lopez and ,maria  
,del ,refugio ,plascencia under section 
#bjb7;e7 of that ,act 7#h ,u4,s4,c4     
#aaeb7;e774  7e7 ,,paygo ,the budgetary 
effects of this ,act1 for the purpose of
 complying with the ,statutory          
,pay-,as-,you-,go ,act of #bjaj1 shall  
be determined by reference to the latest
 statement titled ,budgetary ,effects of
 ,,paygo ,legislation for this ,act1    
submitted for printing in the           
,congressional ,record by the ,chairman 

of the ,senate ,budget ,committee1      
provided that such statement has been   
submitted prior to the vote on passage4
