connect1 operate1 and maintain pipeline 
facilities for the import of crude oil  

and other hydrocarbons at the ,united   
,states-,canada ,border at ,phillips    
,county1 ,montana1 in accordance with   
the application filed with the          
,department of ,state on ,may #d1 #bjab4
  7b7 ,presidential permit not required 
,notwithstanding ,executive ,order ,no4

,executive ,order ,no4 #aadbc 7#c       
,u4,s4,c4 #cja note71 section #cja of   
title #c1 ,united ,states ,code1 and any
 other ,executive order or provision of 
law1 no presidential permit shall be    
required for the facilities described in
 subsection 7a74  7c7 ,environmental    
impact statement ,the final             
environmental impact statement issued by
 the ,secretary of ,state on ,august    
#bf1 #bjaa1 the ,final ,evaluation      
,report issued by the ,nebraska         
,department of ,environmental ,quality  
on ,january #c1 #bjac1 and the ,draft   
,supplemental ,environmental ,impact    
,statement issued on ,march #a1 #bjac1  
regarding the crude oil pipeline and    

appurtenant facilities associated with  
the facilities described in subsection  
7a71 shall be considered to satisfy--   
7#a7 all requirements of the ,national  
,environmental ,policy ,act of #aifi    
7#db ,u4,s4,c4 #dcba et seq472 and  7#b7
 any other provision of law that        
requires ,federal agency consultation or
 review with respect to the facilities  
described in subsection 7a7 and the     
related facilities in the ,united       
,states4  7d7 ,permits ,any ,federal    
permit or authorization issued before   
the date of enactment of this ,act for  
the facilities described in subsection  
7a71 and the related facilities in the  
,united ,states shall remain in effect4 
7e7 ,federal judicial review ,the       
facilities described in subsection 7a71 
and the related facilities in the       
,united ,states1 that are approved by   
this section1 and any permit1           
right-of-way1 or other action taken to  
construct or complete the project       
pursuant to ,federal law1 shall only be 

subject to judicial review on direct    
appeal to the ,united ,states ,court of 
,appeals for the ,district of ,columbia 
,circuit4  ,march #ah1 #bjac ,read the  
second time and placed on the calendar
