,act may be cited as the ,dredging for  
,restoration and ,economic ,development 
for ,global ,exports ,act of #bjac or   
the ,,dredge ,act of #bjac4  #b4        
,mississippi ,river ,ship ,channel1     
,gulf of ,mexico to ,baton ,rouge1      
,louisiana  7a7 ,project modification   
,the project for navigation1            
,mississippi ,river ,ship ,channel1     
,gulf of ,mexico to ,baton ,rouge1      
,louisiana1 authorized by the matter    
under the heading ,mississippi ,river   
,ship ,channel1 ,gulf to ,baton ,rouge1 
,louisiana of section #bja7;a7 of the   

,water ,resources ,development ,act of  
#aihf 7#ajj ,stat4 #djij71 is modified  
as follows to direct the ,secretary of  
the ,army1 acting through the ,chief of 
,engineers--  7#a7 to achieve1 operate1 
and maintain a navigation channel of #ej
 feet with respect to the portion of the
 project from ,baton ,rouge to the      
,southwest ,pass sea buoy2  7#b7 to     
complete the work required under        
paragraph 7#a7 not later than the last  
day of the third fiscal year beginning  
after the date of enactment of this ,act
 7completing at least #a_/c of that work
 in each of the first #b fiscal years   
beginning after the date of enactment of
 this ,act72 and  7#c7 to conduct a     
pilot disposal and sediment project in  
the ,southwest ,pass area to determine  
the cost-effectiveness of pump-out      
disposal operations for hopper dredges  
for--  7,a7 environmental enhancement2  
and  7,b7 dredged material disposal4    
7b7 ,consultation ,in carrying out      
subsection 7a77#c71 the ,secretary of   

the ,army1 acting through the ,chief of 
,engineers1 shall consult with          
appropriate ,federal1 ,state1 and local 
agencies and stakeholders to determine  
the safe placement and timing of        
pump-out disposal operations that       
protect1 create1 restore1 and nourish   
coastal wetlands and aquatic habitat4   
7c7 ,treatment of costs ,all costs of   
the work required under subsection 7a7  
shall be treated as operation and       
maintenance costs1 including the first  
costs of achieving a navigation channel 
of #ej feet4  7d7 ,federal share        
,notwithstanding section #aja7;b77#a7 of
 the ,water ,resources ,development ,act
 of #aihf 7#cc ,u4,s4,c4 #bbaa7;b77#a771
 the ,federal share of the cost of the  
work required under subsection 7a7 shall
 be #ajj percent4  7e7 ,funding         
,notwithstanding section #baj of the    
,water ,resources ,development ,act of  
#aihf 7#cc ,u4,s4,c4 #bbch7 or section  
#ieje of the ,internal ,revenue ,code of
 #aihf1 the ,secretary of the ,army1    

acting through the ,chief of ,engineers1
 shall pay #ajj percent of the costs of 
the work required under subsection 7a7  
out of amounts made available to the    
,secretary from the ,harbor ,maintenance
 ,trust ,fund for operation and         
maintenance expenses4  7f7 ,report to   
,congress ,not later than #b years after
 the date of enactment of this ,act1 the
 ,secretary of the ,army1 acting through
 the ,chief of ,engineers1 shall submit 
to ,congress a report on--  7#a7 the    
cost and the environmental1 storm damage
 reduction1 and social benefits of the  
pump-out disposal operation carried out 
under subsection 7a77#c71 as compared to
 standard dredging practices for the    
area2 and  7#b7 the total quantity of   
dredge material produced during         
operation and maintenance activities in 
the ,new ,orleans ,district and the     
quantity that is beneficially used4  7g7
 ,limitation on statutory construction  
,nothing in this section affects the    
authority of the ,secretary of the ,army

 with respect to the width of the       
project referred to in subsection 7a74
