access to ,federal excess and surplus

amended--  7#a7 in subparagraph 7,a71 by
 striking or at the end2  7#b7 in       
subparagraph 7,b7--  7,a7 in clause     
7viii71 by adding or at the end2 and    
7,b7 by striking clause 7x72 and  7#c7  

by adding at the end the following3     
7,c7 for purposes of providing services 
to veterans 7as defined in section #aja 
of title #ch71 to an organization       
whose--  7i7 membership comprises
