,administrator of the ,environmental    
,protection ,agency from awarding any   
grant1 contract1 cooperative agreement1 
or other financial assistance under     
section #ajc of the ,clean ,air ,act for
 any program1 project1 or activity      
outside the ,united ,states4  #a4 ,short
 title ,this ,act may be cited as the   
,accountability in ,grants ,act of      
#bjac4  #b4 ,prohibition against funding
 certain foreign programs1 projects1 and
 activities ,section #ajc of the ,clean 
,air ,act 7#db ,u4,s4,c4 #gdjc7 is      
amended by adding at the end the        
following3  7l7 ,prohibition against    
funding foreign programs1 projects1 and 
activities ,the ,administrator shall not

 award any grant1 contract1 cooperative 
agreement1 or other financial assistance
 under this section for any program1    
project1 or activity that will be       
carried out outside the ,united ,states 
or the territories and possessions of   
the ,united ,states4  4  ,march #ad1
