,house44 7f7 ,effective ,date 7#a7 ,in general ,the amendments made by this section shall take effect on ,march #a1 #bjae4 7#b7 ,agency actions ,effective on and after the date of enactment of this ,act1 each agency shall take such actions as necessary to prepare and submit any plan or report in accordance with the amendments made by this ,act4 #h4 ,biennial appropriations bills 7a7 ,in ,general ,title ,,iii of the ,congressional ,budget ,act of #aigd 7#b ,u4,s4,c4 #fca et seq471 as amended by section #f7;a71 is amended by adding at the end the following3 #cag4 ,consideration of biennial appropriations bills ,it shall not be in order in the ,house of ,representatives or the ,senate in any odd-numbered year to consider any regular bill providing new budget authority or a limitation on obligations under the jurisdiction of any of the subcommittees of the ,committees on ,appropriations for only the first fiscal year of a biennium1 unless the program1 project1 or activity for which the new budget authority or obligation limitation is provided will require no additional authority beyond #a year and will be completed or terminated after the amount provided has been expended4 4 7b7 ,amendment to ,table of ,contents ,the table of contents in section #a7;b7 of the ,congressional ,budget and ,impoundment ,control ,act of #aigd is amended by inserting after the item relating to section #caf1 as added by section #f7;b7 the following3 ,sec4 #cag4 ,consideration of biennial appropriations bills4 4 #i4 ,report on two-year fiscal period ,not later than #ahj days after the date of enactment of this ,act1 the ,director of the ,office of ,management and ,budget shall-- 7#a7 determine the impact and feasibility of changing the definition of a fiscal year and the budget process based on that definition to a #b-year fiscal period with a biennial budget process based on the #b-year period2 and 7#b7 report the findings of the study to the ,committee on the ,budget of the ,house of ,representatives and the ,committee on the ,budget of ,senate4 #aj4 ,effective date ,except as provided in section #g1 this ,act and the amendments made by this ,act shall take effect on ,january #a1 #bjae1 and shall apply to budget resolutions and appropriations for the biennium beginning with fiscal year #bjaf4
