,energy ,review1 and for other purposes4

cited as the ,quadrennial ,energy       
,review ,act of #bjac4  #b4 ,findings   
,congress finds that--  7#a7 the        
,president's ,council of ,advisors on   
,science and ,technology recommends that
 the ,united ,states develop a          
,government wide ,federal energy policy 
and update the policy regularly with    

strategic ,quadrennial ,energy ,reviews 
similar to the reviews conducted by the 
,department of ,defense2  7#b7 as the   
lead agency in support of energy science
 and technology innovation1 the         
,department of ,energy has conducted a  
,quadrennial ,technology ,review of the 
energy technology policies and programs 
of the ,department2  7#c7 the           
,quadrennial ,technology ,review of the 
,department of ,energy serves as the    
basis for coordination with other       
agencies and on other programs for which
 the ,department has a key role2  7#d7 a
 ,quadrennial ,energy ,review would--   
7,a7 establish integrated1 ,government  
wide national energy objectives in the  
context of economic1 environmental1 and 
security priorities2  7,b7 coordinate   
actions across ,federal agencies2  7,c7 
identify the resources needed for the   
invention1 adoption1 and diffusion of   
energy technologies2 and  7,d7 provide a
 strong analytical base for ,federal    
energy policy decisions2  7#e7 a        

,quadrennial ,energy ,review should be  
established taking into account         
estimated ,federal budgetary resources2 
7#f7 the development of an energy policy
 resulting from a ,quadrennial ,energy  
,review would--  7,a7 enhance the energy
 security of the ,united ,states2  7,b7 
create jobs2 and  7,c7 mitigate         
environmental harm2 and  7#g7 while a   
,quadrennial ,energy ,review will be a  
product of the executive branch1 the    
review will have substantial input      
from--  7,a7 ,congress2  7,b7 the energy
 industry2  7,c7 academia2  7,d7        
nongovernmental organizations2 and  7,e7
 the public4  #c4 ,quadrennial ,energy  
,review ,section #hja of the ,department

 ,the term interagency energy           
coordination council means a council

7#d7 ,quadrennial energy review ,the    
term ,quadrennial ,energy ,review means 
a comprehensive multiyear review1       
coordinated across ,federal agencies1   
that--  7,a7 covers all energy programs 
and technologies2  7,b7 establishes     
energy objectives across the ,federal   
,government2 and  7,c7 covers each of   
the areas described in subsection       
7d77#b74  7b7 ,interagency energy       

coordination council  7#a7              
,establishment ,beginning on ,october   
#a1 #bjac1 and every #d years           
thereafter1 the ,president shall        
establish an interagency energy         
coordination council to coordinate the  
,quadrennial ,energy ,review4  7#b7     
,co-chairpersons ,the ,secretary and the
 ,director shall be co-chairpersons of  
the interagency energy coordination     
council4  7#c7 ,membership ,the         
interagency energy coordination council 
shall be comprised of representatives at
 level ,i or ,,ii of the ,executive     
,schedule of--  7,a7 the ,department of 
,commerce2  7,b7 the ,department of     
,defense2  7,c7 the ,department of      
,state2  7,d7 the ,department of the    
,interior2  7,e7 the ,department of     
,agriculture2  7,f7 the ,department of  
the ,treasury2  7,g7 the ,department of 
,transportation2  7,h7 the ,office of   
,management and ,budget2  7,i7 the      
,national ,science ,foundation2  7,j7   
the ,environmental ,protection ,agency2 

and  7,k7 such other ,federal           
organizations1 departments1 and agencies
 that the ,president considers to be

,each ,quadrennial ,energy ,review shall
 be conducted to provide an integrated  
view of national energy objectives and  
,federal energy policy1 including the   
maximum practicable alignment of        
research programs1 incentives1          
regulations1 and partnerships4  7d7     
,submission of ,quadrennial ,energy     
,review to ,congress  7#a7 ,in general  
,not later than ,august #a1 #bjae1 and  
every #d years thereafter1 the          
,secretary1 in cooperation with the     
,director1 shall publish and submit to  
,congress a report on the ,quadrennial  
,energy ,review4  7#b7 ,inclusions ,the 
report described in paragraph 7#a7 shall
 include1 at a minimum--  7,a7 an       
integrated view of short-1              
intermediate-1 and long-term objectives 
for ,federal energy policy in the       
context of economic1 environmental1 and 

security priorities2  7,b7 anticipated  
,federal actions 7including             
programmatic1 regulatory1 and fiscal    
actions7 and resource requirements--    
7i7 to achieve the objectives described 
in subparagraph 7,a72 and  7ii7 to be   
coordinated across multiple agencies2   
7,c7 an analysis of the prospective     
roles of parties 7including academia1   
industry1 consumers1 the public1 and    
,federal agencies7 in achieving the     
objectives described in subparagraph    
7,a71 including--  7i7 an analysis1 by  
energy use sector1 including--  7,i7    
commercial and residential buildings2   
7,,ii7 the industrial sector2  7,,iii7  
transportation2 and  7,,iv7 electric    
power2  7ii7 requirements for invention1
 adoption1 development1 and diffusion of
 energy technologies that are mapped    
onto each of the energy use sectors2 and
  7iii7 other research that inform      
strategies to incentivize desired       
actions2  7,d7 an assessment of policy  
options to increase domestic energy     

supplies and energy efficiency2  7,e7 an
 evaluation of energy storage1          
transmission1 and distribution          
requirements1 including requirements for
 renewable energy2  7,f7 an integrated  
plan for the involvement of the ,federal
 ,laboratories in energy programs2  7,g7
 portfolio assessments that describe the
 optimal deployment of resources1       
including prioritizing financial        
resources for energy programs2  7,h7 a  
mapping of the linkages among basic     
research and applied programs1          
demonstration programs1 and other       
innovation mechanisms across the        
,federal agencies2  7,i7 an             
identification of1 and projections for1 
demonstration projects1 including       
timeframes1 milestones1 sources of      
funding1 and management2  7,j7 an       
identification of public and private    
funding needs for various energy        
technologies1 systems1 and              
infrastructure1 including consideration 
of public-private partnerships1 loans1  

and loan guarantees2  7,k7 an assessment
 of global competitors and an           
identification of programs that can be  
enhanced with international cooperation2
  7,l7 an identification of policy gaps 
that need to be filled to accelerate the
 adoption and diffusion of energy       
technologies1 including consideration   
of--  7i7 ,federal tax policies2 and    
7ii7 the role of ,federal agencies as   
early adopters and purchasers of new    
energy technologies2  7,m7 a priority   
list for implementation of objectives   
and actions taking into account         
estimated ,federal budgetary resources2 
7,n7 an analysis of--  7i7 points of    
maximum leverage for policy intervention
 to achieve outcomes2 and  7ii7 areas of
 energy policy that can be most         
effective in meeting national goals for 
the energy sector2 and  7,o7            
recommendations for executive branch    
organization changes to facilitate the  
development and implementation of       
,federal energy policies4  7e7          

,executive ,secretariat  7#a7 ,in       
general ,the ,secretary shall provide   
the ,executive ,secretariat with the    
necessary analytical1 financial1 and    
administrative support for the conduct  
of each ,quadrennial ,energy ,review    
required under this section4  7#b7      
,cooperation ,the heads of applicable   
,federal agencies shall cooperate with  
the ,secretary and provide such         
assistance1 information1 and resources  
as the ,secretary may require to assist 
in carrying out this section4  4  #d4   
,administration ,nothing in the ,act or 
an amendment made by this ,act          
supersedes1 modifies1 amends1 or repeals
 any provision of ,federal law not      
expressly superseded1 modified1 amended1
 or repealed by this ,act4
