title ,this ,act may be cited as the    
,expanding ,access to ,capital for      
,entrepreneurial ,leaders ,act or the   
,,excel ,act4  #b4 ,program             
authorization ,section #cjc7;b7 of the  
,small ,business ,investment ,act of    
#aieh 7#ae ,u4,s4,c4 #fhc7;b77 is       
amended1 in the matter preceding        
paragraph 7#a71 in the first sentence1  
by inserting after issued by such       
companies the following3 1 in a total   
amount that does not exceed             
#d1jjj1jjj1jjj each fiscal year         
7adjusted annually to reflect increases 

in the ,consumer ,price ,index          
established by the ,bureau of ,labor    
,statistics of the ,department of       
,labor74  #c4 ,family of funds ,section 
#cjc7;b77#b77;,b7 of the ,small         
,business ,investment ,act of #aieh 7#ae
 ,u4,s4,c4 #fhc7;b77#b77;,b77 is amended
 by striking #bbe1jjj1jjj and inserting 
#cej1jjj1jjj4  #d4 ,adjustment for      
inflation ,section #cjc7;b77#b7 of the  
,small ,business ,investment ,act of    
#aieh 7#ae ,u4,s4,c4 #fhc7;b77#b77 is   
amended by adding at the end the        
following3  7,e7 ,adjustments  7i7 ,in  
general ,the dollar amounts in          
subparagraph 7,a77ii71 subparagraph     
7,b71 and subparagraph 7,c77ii77,i7     
shall be adjusted annually to reflect   
increases in the ,consumer ,price ,index
 established by the ,bureau of ,labor   
,statistics of the ,department of ,labor
 7in this subparagraph referred to as   
the ,,cpi74  7ii7 ,applicability ,the   
adjustments required by clause 7i7--    
7,i7 with respect to dollar amounts in  

subparagraphs 7,a77ii7 and 7,c77ii77,i7 
shall initially reflect increases in the
 ,,cpi during the period beginning on   
the effective date of section #eje of   
the ,american ,recovery and             
,reinvestment ,act of #bjji 7#abc ,stat4
 #aef7 through the date of enactment of 
this subparagraph and annually          
thereafter2  7,,ii7 with respect to     
dollar amounts in subparagraph 7,b7     
shall reflect increases in the ,,cpi    
annually on and after the date of       
enactment of this subparagraph4  4  #e4

,investment ,act of #aieh 7#ae ,u4,s4,c4
 #fhc7 is amended by adding at the end  
the following3  7l7 ,access to fund     
information ,annually1 the              
,administrator shall make public on its 
website the following information with  
respect to each small business          
investment company3  7#a7 ,the amount of
 capital deployed since fund inception4 
7#b7 ,the amount of leverage drawn since

 fund inception4  7#c7 ,the number of   
investments since fund inception4  7#d7 
,the number of businesses receiving     
capital since fund inception4  7#e7     
,industry sectors receiving investment  
since fund inception4  7#f7 ,the amount 
of leverage principal repaid by ,,sbic  
since fund inception4  7#g7 ,a basic    
description of investment strategy4  4  
#f4 ,authorized uses of licensing fees  
,section #cja7;e7 of the ,small         
,business ,investment ,act of #aieh 7#ae
 ,u4,s4,c4 #fha7;e77 is amended--  7#a7 
by striking 7e7 and inserting 7d72 and  
7#b7 in paragraph 7#b77;,b71 by         
inserting before the period at the end  
the following3 and other small business 
investment company program needs4  #g4  
,sense of ,congress ,it is the sense of 
,congress that--  7#a7 small business   
investment companies would benefit from 
partnerships with community banks and   
other lenders1 and should work with     
community banks and other lenders1 to   
ensure that if community banks and other

 lenders deny an application by a small 
business concern for a loan1 the        
community banks or other lenders will   
refer the small business concern to     
small business investment companies2 and
  7#b7 the ,administrator should--  7,a7
 increase outreach to community banks   
and other lenders to encourage community
 banks and other lenders to invest in   
small business investment companies2    
7,b7 use the ,internet to make publicly 
available in a timely manner which small
 business investment companies are      
actively soliciting investments and     
making investments in small business    
concerns2  7,c7 partner with governors1 
mayors1 ,states1 and municipalities to  
increase outreach by small business     
investment companies to underserved and 
rural areas2 and  7,d7 continue to make 
changes to the webpage for the small    
business investment company program1 to 
make the webpage--  7i7 a more prominent
 part of the website of the             
,administration2 and  7ii7 more         

user-friendly4
