increase and adjust for inflation the   
maximum value of articles that may be   
imported duty-free by one person on one 
day1 and for other purposes4  #a4 ,short
 title ,this ,act may be cited as the   
,low ,value ,shipment ,regulatory       
,modernization ,act of #bjac4  #b4      
,sense of ,congress on de minimis       
informal entries  7a7 ,findings         
,congress makes the following findings3 
7#a7 ,modernizing international customs 
is critical for ,united ,states         
businesses of all sizes1 consumers in   
the ,united ,states1 and the economic   
growth of the ,united ,states4  7#b7    
,higher thresholds for the value of     
articles that may be entered informally 

and free of duty provide significant    
economic benefits to businesses and     
consumers in the ,united ,states and the
 economy of the ,united ,states through 
costs savings and reductions in trade   
transaction costs4  7b7 ,sense of       
,congress ,it is the sense of ,congress 
that the ,united ,states ,trade         
,representative should encourage other  
countries1 through bilateral1 regional1 
and multilateral fora1 to establish     
commercially meaningful de minimis      
values for express and postal shipments 
that are exempt from customs duties and 
taxes and from certain entry            
documentation requirements1 as          
appropriate4  #c4 ,increase in and      
adjustment for inflation of maximum     
value of articles that may be imported  
duty-free by one person on one day  7a7 
,in general ,section #cba of the ,tariff
 ,act of #aicj 7#ai ,u4,s4,c4 #acba7 is 
amended--  7#a7 in subsection 7a77#b71  
by striking subparagraph 7,c7 and       
inserting the following3  7,c7 in any   

other case1 the dollar amount specified 
in subsection 7c74  2 and  7#b7 by      
adding at the end the following3  7c7   
,annual adjustment of value of articles 
that may enter duty-,free  7#a7 ,dollar 
amount specified ,the dollar amount     
specified in this subsection is--  7,a7 
for calendar year #bjad1 #hjj2 and  7,b7
 subject to paragraph 7#b71 for any     
calendar year after calendar year #bjad1
 an amount equal to #hjj increased by an
 amount equal to--  7i7 #hjj1 multiplied
 by  7ii7 the percentage of the increase
 7if any7 in the ,consumer ,price ,index
 for the preceding calendar year        
compared to the ,consumer ,price ,index 
for calendar year #bjac4  7#b7 ,rounding
 ,any increase under paragraph 7#a7 of  
the dollar amount specified in this     
subsection shall be rounded to the      
nearest increment of #ej4  7#c7         
,consumer ,price ,index for any calendar
 year ,for purposes of this subsection1 
the ,consumer ,price ,index for any     
calendar year is the average of the     

,consumer ,price ,index as of the close 
of the #ab-month period ending on       
,september #cj of that calendar year4   
7#d7 ,consumer ,price ,index defined    
,for purposes of this subsection1 the   
term ,consumer ,price ,index means the  
last ,consumer ,price ,index for ,all   
,urban ,consumers published by the      
,bureau of ,labor ,statistics of the    
,department of ,labor4  4  7b7          
,effective date ,the amendments made by 
this section apply to articles entered1 
or withdrawn from warehouse for         
consumption1 on or after ,january #a1
