,act may be cited as the ,courthouse    
,safety ,act of #bjac4  #b4 ,security   
training ,part ,d of title ,i of the    
,omnibus ,crime ,control and ,safe      
,streets ,act of #aifh 7#db ,u4,s4,c4   
#cgda et seq47 is amended by adding at  
the end the following3  #djc4           
,preventing violence against law        
enforcement and ensuring officer        
resilience and survivability ,the       
,director may carry out a training and  
technical assistance program designed to
 teach employees of ,state1 local1 and  

tribal law enforcement agencies how to  
anticipate1 survive1 and respond to     
violent encounters during the course of 
their duties1 including duties relating 
to security at ,state1 county1 and      
tribal courthouses4 ,if the ,director   
offers a training program specifically  
designed to train participants on       
courthouse security issues1 preference  
for admission into such program shall be
 given to employees of jurisdictions    
that have magnetometers available for   
use at their courthouses4  4  #c4 ,state
 ,justice ,institute ,the ,state        
,justice ,institute ,act of #aihd is    
amended--  7#a7 in section #bjc7;b77#a7 
7#db ,u4,s4,c4 #ajgjb7;b77#a771 in the  
matter preceding subparagraph 7,a71 by  
inserting 1 safe1 after a fair2 and     
7#b7 in section #bjf 7#db ,u4,s4,c4     
#ajgje7--  7,a7 in subsection 7c7--  7i7
 in paragraph 7#ad7--  7,i7 by inserting
 to before conduct2 and  7,,ii7 by      
striking and at the end2  7ii7 by       
redesignating paragraph 7#ae7 as        

paragraph 7#af72 and  7iii7 by inserting
 after paragraph 7#ad7 the following3   
7#ae7 to improve the safety and security
 of ,state and local courts2 and  2 and 
7,b7 by adding at the end the following3
  7g7 ,magnetometers ,in the case of a  
grant awarded under this section to be  
used as described in subsection         
7c77#ae71 if the ,state or local court  
applying for the grant does not have    
magnetometers available for use1 not    
less than #cjj nor more than #a1jjj of  
the matching fund required under        
subsection 7d7 of the ,state or local   
court shall be used to acquire a        
magnetometer4  4  #d4 ,security         
equipment  7a7 ,in general ,subchapter  
,,iii of chapter #e of title #dj1       
,united ,states ,code1 is amended by    
adding after section #eei the following3
  #efj4 ,surplus security equipment for 
,state and local courts  7a7            
,definitions ,in this section--  7#a7   
the term surplus security equipment     
means surplus property that is used to  

detect weapons1 including metal         
detectors1 wands1 and baggage screening 
devices2 and  7#b7 the term qualifying  
,state or local courthouse means a      
courthouse of a ,state or local         
government that has less security       
equipment than the security needs of the
 courthouse require4  7b7 ,disposal of  
surplus security equipment  7#a7 ,in    
general ,notwithstanding any other      
provision of this subchapter1 the       
,administrator of ,general ,services    
shall ensure that a qualifying ,state or
 local courthouse has an opportunity to 
request to receive surplus security     
equipment for use at the qualifying     
,state or local courthouse before the   
surplus security equipment is made      
available to any other individual or    
entity under this subchapter4  7#b7     
,disposal  7,a7 ,in general ,subject to 
subparagraph 7,b71 upon request by      
qualifying ,state or local courthouse   
for surplus security equipment for use  
at a qualifying ,state or local         

courthouse1 the surplus security        
equipment shall be made available to the
 qualifying ,state or local courthouse  
without cost1 except for any costs of   
shipping1 handling1 and maintenance4    
7,b7 ,multiple requests ,if more than #a
 qualifying ,state or local courthouse  
requests a particular piece of surplus  
security equipment1 the surplus security
 equipment shall be distributed based on
 need1 as determined by the             
,administrator of ,general ,services1   
with priority given to a qualifying     
,state or local courthouse that has no  
security equipment4  4  7b7 ,technical  
and conforming amendment ,the table of  
sections for chapter #e of title #dj1   
,united ,states ,code1 is amended by    
inserting after the item relating to    
section #eei the following3  #efj4      
,surplus security equipment for ,state  
and local courts4  4
