to the ,committee on the ,judiciary  ,a 
,,bill  ,to amend the ,omnibus ,crime   
,control and ,safe ,streets ,act of     
#aifh to include human trafficking as a 
part #a violent crime for purposes of   
the ,edward ,byrne ,memorial ,justice   
,assistance ,grant ,program4  #a4 ,short
 title ,this ,act may be cited as the   
,human ,trafficking ,reporting ,act of  
#bjac4  #b4 ,findings ,congress finds   
the following3  7#a7 ,human trafficking 
is a form of modern-day slavery4  7#b7  
,according to the ,trafficking ,victims 
,protection ,act of #bjjj severe forms  
of trafficking in persons means--  7,a7 
sex trafficking in which a commercial   
sex act is induced by force1 fraud1 or  
coercion1 or in which the person induced

 to perform such act has not attained   
#ah years of age2 or  7,b7 the          
recruitment1 harboring1 transportation1 
provision1 or obtaining of a person for 
labor or services1 through the use of   
force1 fraud1 or coercion for the       
purpose of subjection to involuntary    
servitude1 peonage1 debt bondage1 or    
slavery4  7#c7 ,there is an acute need  
for better data collection of incidents 
of human trafficking across the ,united 
,states in order to effectively combat  
severe forms of trafficking in persons4 
7#d7 ,the ,state ,department's #bjab    
,trafficking in ,persons report found   
that--  7,a7 the ,united ,states is a   
source1 transit and destination country 
for men1 women1 and children1 subjected 
to forced labor1 debt bondage1 domestic 
servitude and sex trafficking12 and     
7,b7 the ,united ,states needs to       
improve data collection on human        
trafficking cases at the federal1 state 
and local levels4  7#e7 ,the            
,international ,organization for        

,migration has reported that in order to
 effectively combat human trafficking   
there must be reliable and standardized 
data1 however1 the following barriers   
for data collection exist3  7,a7 ,the   
illicit and underground nature of human 
trafficking4  7,b7 ,the reluctance of   
victims to share information with       
authorities4  7,c7 ,insufficient human  
trafficking data collection and research
 efforts by governments worldwide4  7#f7
 ,a #bjji report to the ,department of  
,health and ,human ,services entitled   
,human ,trafficking ,into and ,within   
the ,united ,states3 ,a ,review of the  
,literature found that the data and     
methodologies for estimating the        
prevalence of human trafficking globally
 and nationally are not well developed1 
and therefore estimates have varied     
widely and changed significantly over   
time4  7#g7 ,the ,federal ,bureau of    
,investigation compiles national crime  
statistics through the ,uniform ,crime  
,reporting ,program4  7#h7 ,under       

current law1 ,state and local           
governments receiving ,edward ,byrne    
,memorial ,justice ,assistance grants   
are required to share data on part #a   
violent crimes with the ,federal ,bureau
 of ,investigation for inclusion in the 
,uniform ,crime ,reporting ,program4    
7#i7 ,the addition of severe forms of   
trafficking in persons to the definition
 of part #a violent crimes will ensure  
that statistics on this heinous crime   
will be compiled and available through  
the ,federal ,bureau of ,investigation's
 ,uniform ,crime ,report4  #c4 ,human   
trafficking to be included in part #a   
violent crimes for purposes of ,byrne   
grants ,section #eje of the ,omnibus    
,crime ,control and ,safe ,streets ,act 
of #aifh 7#db ,u4,s4,c4 #cgee7 is       
amended by adding at the end the        
following new subsection3  7i7 ,part #a 
violent crimes ,to include human        
trafficking ,for purposes of this       
section1 the term part #a violent crimes
 shall include severe forms of          

trafficking in persons1 as defined in   
section #ajc7h7 of the ,trafficking     
,victims ,protection ,act of #bjjj 7#bb
