,clarification of legal authority of    
,green ,mountain ,lookout  7a7 ,legal   
authority of ,lookout ,section #d7;b7 of
 the ,washington ,state ,wilderness ,act
 of #aihd 7,public ,law #ih-cci2 #ih    
,stat4 #cjj2 #af ,u4,s4,c4 #aaca note7  
is amended by striking the period at the
 end and inserting the following3 1 and 
except that with respect to the lands   
described in section #c7e71 the         
designation of such lands as a          
wilderness area shall not preclude the  
operation and maintenance of ,green     
,mountain ,lookout4  7b7 ,effective date
 ,the amendments made by this section   
shall take effect as if included in the 
enactment of the ,washington ,state     

,wilderness ,act of #aihd4  #c4         
,preservation of ,green ,mountain       
,lookout location ,the ,secretary of    
,agriculture1 acting through the ,chief 
of the ,forest ,service1 may not move   
,green ,mountain ,lookout from its      
current location on ,green ,mountain in 
the ,mount ,baker-,snoqualmie ,national 
,forest unless the ,secretary determines
 that moving ,green ,mountain ,lookout  
is necessary to preserve the ,lookout or
 to ensure the safety of individuals on 
or around ,green ,mountain4 ,if the     
,secretary makes such a determination1  
the ,secretary shall move the ,green    
,mountain ,lookout to a location outside
 of the lands described in section #c7e7
 of the ,washington ,state ,wilderness  
,act of #aihd and designated as a       
wilderness area in section #d7;b7 of    
such ,act4  #d4 ,alaska native veteran  
allotment  7a7 ,definitions ,in this    
section3 7#a7 ,application ,the term    
application means the ,alaska ,native   
,veteran ,allotment application numbered

 ,,aa-#jhdjba-;,b4  7#b7 ,federal land  
,the term ,federal land means the #hj   
acres of ,federal land that is-- 7,a7   
described in the application2 and  7,b7 
depicted as ,lot #b in ,u4,s4 ,survey   
,no4 #acieg1 ,alaska1 that was          
officially filed on ,october #i1 #bjji4 
7#c7 ,secretary ,the term ,secretary    
means the ,secretary of the ,interior4  
7b7 ,issuance of patent ,notwithstanding
 section #da of the ,alaska ,native     
,claims ,settlement ,act 7#dc ,u4,s4,c4 
#afbi;g7 and subject to subsection 7c71 
the ,secretary shall-- 7#a7 approve the 
application2 and  7#b7 issue a patent   
for the ,federal land to the person that
 submitted the application4  7c7 ,terms 
and ,conditions  7#a7 ,in general ,the  
patent issued under subsection 7b7      
shall-- 7,a7 only be for the surface    
rights to the ,federal land2 and  7,b7  
be subject to the terms and conditions  
of any certificate issued under section 
#da of the ,alaska ,native ,claims      
,settlement ,act 7#dc ,u4,s4,c4         

#afbi;g71 including terms and conditions
 providing that-- 7i7 the patent is     
subject to valid existing rights1       
including any right of the ,united      
,states to income derived1 directly or  
indirectly1 from a lease1 license1      
permit1 right-of-way1 or easement on the
 ,federal land2 and  7ii7 the ,united   
,states shall reserve an interest in    
deposits of oil1 gas1 and coal on the   
,federal land1 including the right to   
explore1 mine1 and remove the minerals  
on portions of the ,federal land that   
the ,secretary determines to be         
prospectively valuable for development4 
7#b7 ,additional terms and conditions   
,the ,secretary may require any         
additional terms and conditions for the 
issuance of the patent under subsection 
7a7 that the ,secretary determines to be
 appropriate to protect the interests of
 the ,united ,states4  ,passed the      
,senate ,april #c1 #bjad4,secretary
