read twice and referred to the ,committee on ,energy and ,natural ,resources ,a ,,bill ,to establish the ,first ,state ,national ,historical ,park in the ,state of ,delaware1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,first ,state ,national ,historical ,park ,act4 #b4 ,definitions ,in this ,act3 7#a7 ,historical park ,the term historical park means the ,first ,state ,national ,historical ,park established by section #c7;a77#a74 7#b7 ,secretary ,the term ,secretary means the ,secretary of the ,interior4 7#c7 ,state ,the term ,state means-- 7,a7 the ,state of ,delaware2 and 7,b7 in the case of the property described in section #c7;b77#h71 the ,states of ,delaware and ,pennsylvania4 #c4 ,first ,state ,national ,historical ,park 7a7 ,establishment 7#a7 ,in general ,subject to paragraph 7#c71 there is established the ,first ,state ,national ,historical ,park1 to be administered as a unit of the ,national ,park ,system4 7#b7 ,purposes ,the purposes of the historical park are to preserve1 protect1 and interpret the nationally significant cultural and historic resources in the ,state that are associated with-- 7,a7 early ,dutch1 ,swedish1 and ,english settlement of the ,colony of ,delaware and portions of the ,colony of ,pennsylvania2 and 7,b7 the role of ,delaware -- 7i7 in the birth of the ,united ,states2 and 7ii7 as the first ,state to ratify the ,constitution4 7#c7 ,determination by secretary 7,a7 ,in general ,the historical park shall not be established until the date on which the ,secretary determines that sufficient land or interests in land have been acquired from among the sites described in subsection 7b7 to constitute a manageable park unit4 7,b7 ,notice ,not later than #cj days after making a determination under subparagraph 7,a71 the ,secretary shall publish a notice in the ,federal ,register of the establishment of the historical park1 including an official boundary map for the historical park4 7,c7 ,availability of map ,the map published under subparagraph 7,b7 shall be on file and available for public inspection in the appropriate offices of the ,national ,park ,service4 7b7 ,historic sites ,the ,secretary may include the following sites within the boundary of the historical park as generally depicted on the maps numbered #a through #f1 entitled ,first ,state ,national ,historical ,park1 ,new ,castle1 ,kent1 ,sussex ,counties1 ,,de and ,delaware ,county1 ,,pa and ,first ,state ,national ,historical ,park1 ,woodlawn1 numbered ,t#ai_/hj1jjj;,g1 and dated ,february #bjac3 7#a7 ,the ,old ,sherriff's ,house in ,new ,castle ,county1 ,delaware1 as depicted on map #d of #f4 7#b7 ,fort ,christina ,national ,historic ,landmark in ,new ,castle ,county1 ,delaware1 as depicted on map #c of #f4 7#c7 ,old ,swedes ,church ,national ,historic ,landmark in ,new ,castle ,county1 ,delaware1 as depicted on map #c of #f4 7#d7 ,old ,new ,castle ,courthouse in ,new ,castle1 ,delaware1 as depicted on map #d of #f4 7#e7 ,john ,dickinson ,plantation ,national ,historic ,landmark in ,kent ,county1 ,delaware1 as depicted on map #e of #f4 7#f7 ,dover ,green in ,kent ,county1 ,delaware1 as depicted on map #e of #f4 7#g7 ,ryves ,holt ,house in ,sussex ,county1 ,delaware1 as depicted on map #f of #f4 7#h7 ,the ,woodlawn property in ,new ,castle ,county1 ,delaware1 and ,delaware ,county1 ,pennsylvania1 as depicted on map #b of #f4 7#i7 ,old ,new ,castle ,green1 in ,new ,castle1 ,delaware1 as depicted on map #d of #f4 #d4 ,administration 7a7 ,in general ,the ,secretary shall administer the historical park in accordance with-- 7#a7 this ,act2 and 7#b7 the laws generally applicable to units of the ,national ,park ,system1 including-- 7,a7 the ,national ,park ,system ,organic ,act 7#af ,u4,s4,c4 #a et seq472 and 7,b7 the ,act of ,august #ba1 #aice 7#af ,u4,s4,c4 #dfa et seq474 7b7 ,land acquisition 7#a7 ,methods 7,a7 ,in general ,except as provided in subparagraph 7,b71 the ,secretary may acquire all or a portion of any of the sites described in section #c7;b71 including easements or other interests in land1 by purchase from a willing seller1 donation1 or exchange4 7,b7 ,donation only 7i7 ,proposed ,,nps ,site ,the ,secretary may acquire only by donation all or a portion of the property identified as ,proposed ,,nps ,site on map #b of #f entitled ,first ,state ,national ,historical ,park1 ,woodlawn1 numbered ,t#ai_/hj1jjj;,g1 and dated ,february #bjac1 including easements or other interests in land4 7ii7 ,area for potential addition by donation ,the ,secretary may acquire only by donation all or a portion of the property identified as 8,area for ,potential ,addition by ,donation0 on map #b of #f entitled ,first ,state ,national ,historical ,park1 ,woodlawn1 numbered ,t#ai_/hj1jjj;,g1 and dated ,february #bjac4 7#b7 ,boundary adjustment ,on acquisition of land or an interest in land under paragraph 7#a71 the boundary of the historical park shall be adjusted to reflect the acquisition4 7c7 ,interpretive tours ,the ,secretary may provide interpretive tours to sites and resources in the ,state that are located outside the boundary of the historical park and associated with the purposes for which the historical park is established1 including-- 7#a7 ,fort ,casimir2 7#b7 ,de,vries ,monument2 7#c7 ,amstel ,house2 7#d7 ,dutch ,house2 and 7#e7 ,zwaanendael ,museum4 7d7 ,cooperative agreements 7#a7 ,in general ,the ,secretary may enter into a cooperative agreement with the ,state1 political subdivisions of the ,state1 institutions of higher education1 nonprofit organizations1 and individuals to mark1 interpret1 and restore nationally significant historic or cultural resources within the boundaries of the historical park1 if the cooperative agreement provides for reasonable public access to the resources4 7#b7 ,cost-sharing requirement 7,a7 ,federal share ,the ,federal share of the total cost of any activity carried out under a cooperative agreement entered into under paragraph 7#a7 shall be not more than #ej percent4 7,b7 ,form of non-,federal share ,the non-,federal share may be in the form of in-kind contributions or goods or services fairly valued4 7e7 ,management plan 7#a7 ,in general ,not later than #c fiscal years after the date on which funds are made available to carry out this subsection1 the ,secretary shall complete a management plan for the historical park4 7#b7 ,applicable law ,the management plan shall be prepared in accordance with section #ab7;b7 of ,public ,law #ia-chc 7#af ,u4,s4,c4 #a;a-#g7;b77 and other applicable laws4 #e4 ,national landmark study 7a7 ,in general ,not later than #c years after the date on which funds are made available to carry out this section1 the ,secretary shall complete a study assessing the historical significance of additional properties in the ,state that are associated with the purposes of historical park4 7b7 ,requirements ,the study prepared under subsection 7a7 shall include an assessment of the potential for designating the additional properties as ,national ,historic ,landmarks4 #f4 ,authorization of appropriations ,there are authorized to be appropriated such sums as are necessary to carry out this ,act4
