,the term ,map means the map entitled   
,proposed ,pine ,forest ,wilderness

,secretary ,the term ,secretary means   
the ,secretary of the ,interior4  7#d7  
,state ,the term ,state means the ,state

 of ,nevada4  7#e7 ,wilderness ,the term
 ,wilderness means the ,pine ,forest    
,range ,wilderness designated by section
 #c7;a74  #c4 ,addition to ,national    
,wilderness ,preservation ,system  7a7  
,designation ,in furtherance of the     
purposes of the ,wilderness ,act 7#af   
,u4,s4,c4 #aaca et seq471 the           
approximately #bf1jjj acres of ,federal 
land managed by the ,bureau of ,land    
,management1 as generally depicted on   
the ,map1 is designated as wilderness   
and as a component of the ,national     
,wilderness ,preservation ,system1 to be
 known as the ,pine ,forest ,range      
,wilderness4  7b7 ,boundary  7#a7 ,road 
access ,the boundary of any portion of  
the ,wilderness that is bordered by a   
road shall be #ajj feet from the edge of
 the road4  7#b7 ,road adjustments ,the 
,secretary shall--  7,a7 reroute the    
road running through ,long ,meadow to   
the west to remove the road from the    
riparian area2  7,b7 reroute the road   
currently running through ,rodeo        

,flat_/,corral ,meadow to the east to   
remove the road from the riparian area2 
and  7,c7 close1 except for             
administrative use1 the road along      
,lower ,alder ,creek south of ,bureau of
 ,land ,management road #bjhc4  7#c7    
,reservoir access ,the boundary of the  
,wilderness shall be #afj feet          
downstream from the dam at ,little      
,onion ,reservoir4  7c7 ,map and legal  
description  7#a7 ,in general ,as soon  
as practicable after the date of        
enactment of this ,act1 the ,secretary  
shall prepare a map and legal           
description of the ,wilderness4  7#b7   
,effect ,the map and legal description  
prepared under paragraph 7#a7 shall have
 the same force and effect as if        
included in this ,act1 except that the  
,secretary may correct clerical and     
typographical errors in the map or legal
 description4  7#c7 ,availability ,the  
map and legal description prepared under
 paragraph 7#a7 shall be on file and    
available for public inspection in the  

appropriate offices of the ,bureau of   
,land ,management4  7d7 ,withdrawal     
,subject to valid existing rights1 the  
,wilderness is withdrawn from--  7#a7   
all forms of entry1 appropriation1 and  
disposal under the public land laws2    
7#b7 location1 entry1 and patent under  
the mining laws2 and  7#c7 disposition  
under all laws relating to mineral and  
geothermal leasing or mineral materials4
  #d4 ,administration  7a7 ,management  
,subject to valid existing rights1 the  
,wilderness shall be administered by the
 ,secretary in accordance with the      
,wilderness ,act 7#af ,u4,s4,c4 #aaca et
 seq471 except that--  7#a7 any         
reference in the ,wilderness ,act to the
 effective date of that ,act shall be   
considered to be a reference to the date
 of enactment of this ,act2 and  7#b7   
any reference in the ,wilderness ,act to
 the ,secretary of ,agriculture shall be
 considered to be a reference to the    
,secretary4  7b7 ,livestock ,the grazing
 of livestock in the ,wilderness1 if    

established before the date of enactment
 of this ,act1 shall be allowed to      
continue1 subject to such reasonable    
regulations1 policies1 and practices as 
the ,secretary considers to be necessary
 in accordance with--  7#a7 section     
#d7;d77#d7 of the ,wilderness ,act 7#af 
,u4,s4,c4 #aacc7;d77#d772 and  7#b7 the 
guidelines set forth in ,appendix ,a of 
the report of the ,committee on         
,interior and ,insular ,affairs of the  
,house of ,representatives accompanying 
,h4,r4 #begj of the #ajast ,congress    
7,house ,report #aja-dje74  7c7         
,incorporation of acquired land and     
interests ,any land or interest in land 
within the boundary of the ,wilderness  
that is acquired by the ,united ,states 
after the date of enactment of this ,act
 shall be added to and administered as  
part of the ,wilderness4  7d7 ,adjacent 
management  7#a7 ,in general ,congress  
does not intend for the designation of  
the ,wilderness to create a protective  
perimeter or buffer zone around the     

,wilderness4  7#b7 ,nonwilderness       
activities ,the fact that nonwilderness 
activities or uses can be seen or heard 
from areas within the ,wilderness shall 
not preclude the conduct of the         
activities or uses outside the boundary 
of the ,wilderness4  7e7 ,military      
overflights ,nothing in this ,act       
restricts or precludes--  7#a7 low-level
 overflights of military aircraft over  
the ,wilderness1 including military     
overflights that can be seen or heard   
within the ,wilderness2  7#b7 flight    
testing and evaluation2 or  7#c7 the    
designation or creation of new units of 
special use airspace1 or the            
establishment of military flight        
training routes1 over the ,wilderness4  
7f7 ,wildfire1 insect1 and disease      
management ,in accordance with section  
#d7;d77#a7 of the ,wilderness ,act 7#af 
,u4,s4,c4 #aacc7;d77#a771 the ,secretary
 may take such measures in the          
,wilderness as are necessary for the    
control of fire1 insects1 and diseases  

7including1 as the ,secretary determines
 to be appropriate1 the coordination of 
the activities with a ,state or local   
agency74  7g7 ,wildfire management      
operations ,nothing in this ,act        
precludes a ,federal1 ,state1 or local  
agency from conducting wildfire         
management operations 7including        
operations using aircraft or mechanized 
equipment74  7h7 ,climatological data   
collection ,in accordance with the      
,wilderness ,act 7#af ,u4,s4,c4 #aaca et
 seq47 and subject to such terms and    
conditions as the ,secretary may        
prescribe1 the ,secretary may authorize 
the installation and maintenance of     
hydrologic1 meteorologic1 or            
climatological collection devices in the
 ,wilderness if the ,secretary          
determines that the facilities and      
access to the facilities are essential  
to flood warning1 flood control1 or     
water reservoir operation activities4   
7i7 ,water rights  7#a7 ,findings       
,congress finds that--  7,a7 the land   

designated as wilderness by this ,act is
 located--  7i7 in the semiarid region  
of the ,great ,basin2 and  7ii7 at the  
headwaters of the streams and rivers on 
land with respect to which there are    
few1 if any--  7,i7 actual or proposed  
water resource facilities located       
upstream2 and  7,,ii7 opportunities for 
diversion1 storage1 or other uses of    
water occurring outside the land that   
would adversely affect the wilderness   
values of the land2  7,b7 the land      
designated as wilderness by this ,act is
 generally not suitable for use or      
development of new water resource       
facilities2 and  7,c7 because of the    
unique nature of the land designated as 
wilderness by this ,act1 it is possible 
to provide for proper management and    
protection of the wilderness and other  
values of land in ways different from   
those used in other laws4  7#b7 ,purpose
 ,the purpose of this section is to     
protect the wilderness values of the    
land designated as wilderness by this   

,act by means other than a federally    
reserved water right4  7#c7 ,statutory  
construction ,nothing in this ,act--    
7,a7 constitutes an express or implied  
reservation by the ,united ,states of   
any water or water rights with respect  
to the ,wilderness2  7,b7 affects any   
water rights in the ,state 7including   
any water rights held by the ,united    
,states7 in existence on the date of    
enactment of this ,act2  7,c7           
establishes a precedent with regard to  
any future wilderness designations2     
7,d7 affects the interpretation of1 or  
any designation made under1 any other   
,act2 or  7,e7 limits1 alters1 modifies1
 or amends any interstate compact or    
equitable apportionment decree that     
apportions water among and between the  
,state and other ,states4  7#d7 ,nevada 
water law ,the ,secretary shall follow  
the procedural and substantive          
requirements of ,state law in order to  
obtain and hold any water rights not in 
existence on the date of enactment of   

this ,act with respect to the           
,wilderness4  7#e7 ,new projects  7,a7  
,definition of water resource facility  
7i7 ,in general ,in this paragraph1 the 
term water resource facility means      
irrigation and pumping facilities1      
reservoirs1 water conservation works1   
aqueducts1 canals1 ditches1 pipelines1  
wells1 hydropower projects1 transmission
 and other ancillary facilities1 and    
other water diversion1 storage1 and     
carriage structures4  7ii7 ,exclusion   
,in this paragraph1 the term water      
resource facility does not include      
wildlife guzzlers4  7,b7 ,restriction on
 new water resource facilities ,except  
as otherwise provided in this ,act1 on  
or after the date of enactment of this  
,act1 neither the ,president nor any    
other officer1 employee1 or agent of the
 ,united ,states shall fund1 assist1    
authorize1 or issue a license or permit 
for the development of any new water    
resource facility within a wilderness   
area1 any portion of which is located in

 the ,county4  #e4 ,release of          
wilderness study areas  7a7 ,finding    
,congress finds that1 for the purposes  
of section #fjc7;c7 of the ,federal     
,land ,policy and ,management ,act of   
#aigf 7#dc ,u4,s4,c4 #aghb7;c771 the    
portions of the ,blue ,lakes and ,alder 
,creek wilderness study areas not       
designated as wilderness by section     
#c7;a7 have been adequately studied for 
wilderness designation4  7b7 ,release   
,any public land described in subsection
 7a7 that is not designated as          
wilderness by this ,act--  7#a7 is no   
longer subject to section #fjc7;c7 of   
the ,federal ,land ,policy and          
,management ,act of #aigf 7#dc ,u4,s4,c4
 #aghb7;c772 and  7#b7 shall be managed 
in accordance with the applicable land  
use plans adopted under section #bjb of 
that ,act 7#dc ,u4,s4,c4 #agab74  #f4   
,wildlife management  7a7 ,in general   
,in accordance with section #d7;d77#g7  
of the ,wilderness ,act 7#af ,u4,s4,c4  
#aacc7;d77#g771 nothing in this ,act    

affects or diminishes the jurisdiction  
of the ,state with respect to fish and  
wildlife management1 including the      
regulation of hunting1 fishing1 and     
trapping1 in the ,wilderness4  7b7      
,management activities ,in furtherance  
of the purposes and principles of the   
,wilderness ,act 7#af ,u4,s4,c4 #aaca et
 seq471 the ,secretary may conduct any  
management activities in the ,wilderness
 that are necessary to maintain or      
restore fish and wildlife populations   
and the habitats to support the         
populations1 if the activities are      
carried out--  7#a7 consistent with     
relevant wilderness management plans2   
and  7#b7 in accordance with--  7,a7 the
 ,wilderness ,act 7#af ,u4,s4,c4 #aaca  
et seq472 and  7,b7 appropriate         
policies1 such as those set forth in    
,appendix ,b of the report of the       
,committee on ,interior and ,insular    
,affairs of the ,house of               
,representatives accompanying ,h4,r4    
#begj of the #ajast ,congress 7,house   

,report #aja-dje71 including the        
occasional and temporary use of         
motorized vehicles if the use1 as       
determined by the ,secretary1 would     
promote healthy1 viable1 and more       
naturally distributed wildlife          
populations that would enhance          
wilderness values with the minimal      
impact necessary to reasonably          
accomplish those tasks4  7c7 ,existing  
activities ,consistent with section     
#d7;d77#a7 of the ,wilderness ,act 7#af 
,u4,s4,c4 #aacc7;d77#a77 and in         
accordance with appropriate policies    
such as those set forth in ,appendix ,b 
of the report of the ,committee on      
,interior and ,insular ,affairs of the  
,house of ,representatives accompanying 
,h4,r4 #begj of the #ajast ,congress    
7,house ,report #aja-dje71 the ,state   
may continue to use aircraft1 including 
helicopters1 to survey1 capture1        
transplant1 monitor1 and provide water  
for wildlife populations in the         
,wilderness4  7d7 ,hunting1 fishing1 and

 trapping  7#a7 ,in general ,the        
,secretary may designate areas in which1
 and establish periods during which1 for
 reasons of public safety1              
administration1 or compliance with      
applicable laws1 no hunting1 fishing1 or
 trapping will be permitted in the      
,wilderness4  7#b7 ,consultation ,except
 in emergencies1 the ,secretary shall   
consult with the appropriate ,state     
agency and notify the public before     
taking any action under paragraph 7#a74 
7e7 ,cooperative agreement  7#a7 ,in    
general ,the ,state1 including a        
designee of the ,state1 may conduct     
wildlife management activities in the   
,wilderness--  7,a7 in accordance with  
the terms and conditions specified in   
the cooperative agreement between the   
,secretary and the ,state entitled      
,memorandum of ,understanding between   
the ,bureau of ,land ,management and the
 ,nevada ,department of ,wildlife       
,supplement ,no4 #i and signed ,november
 and ,december #bjjc1 including any     

amendments to the cooperative agreement 
agreed to by the ,secretary and the     
,state2 and  7,b7 subject to all        
applicable laws 7including regulations74
  7#b7 ,references2 ,clark ,county ,for 
the purposes of this subsection1 any    
reference to ,clark ,county in the      
cooperative agreement described in      
paragraph 7#a77;,a7 shall be considered 
to be a reference to the ,wilderness4   
#g4 ,land exchanges  7a7 ,definitions   
,in this section3  7#a7 ,federal land   
,the term ,federal land means ,federal  
land in the ,county that is identified  
for disposal by the ,secretary through  
the ,winnemucca ,resource ,management   
,plan4  7#b7 ,non-,federal land ,the    
term non-,federal land means land       
identified on the ,map as non-,federal  
lands for exchange4  7b7 ,acquisition of
 land and interests in land ,consistent 
with applicable law and subject to      
subsection 7c71 the ,secretary may      
exchange the ,federal land for          
non-,federal land4  7c7 ,conditions     

,each land exchange under subsection 7a7
 shall be subject to--  7#a7 the        
condition that the owner of the         
non-,federal land pay not less than #ej 
percent of all costs relating to the    
land exchange1 including the costs of   
appraisals1 surveys1 and any necessary  
environmental clearances2 and  7#b7 such
 additional terms and conditions as the 
,secretary may require4  7d7 ,deadline  
for completion of land exchange ,it is  
the intent of ,congress that the land   
exchanges under this section be         
completed by not later than #e years    
after the date of enactment of this     
,act4  #h4 ,native ,american cultural   
and religious uses ,nothing in this ,act
 alters or diminishes the treaty rights 
of any ,indian tribe 7as defined in     
section #d of the ,indian               
,self-,determination and ,education     
,assistance ,act 7#be ,u4,s4,c4
