 ,home in ,xenia1 ,ohio1 as a unit of   
the ,national ,park ,system1 and for    
other purposes4  #a4 ,short title ,this 
,act may be cited as the ,colonel       
,charles ,young ,home ,study ,act4  #b4 
,findings ,congress finds that--  7#a7  
,colonel ,charles ,young was--  7,a7 a  
distinguished ,african-,american officer
 in the ,united ,states ,army2  7,b7 the
 third ,african-,american to graduate   
from ,west ,point2  7,c7 a commander of 
troops in combat in--  7i7 the          
,spanish-,american ,war2 and  7ii7 the  

,mexican expedition against ,pancho     
,villa2  7,d7 #a of the first military  
attachs in the ,united ,states2 and     
7,e7 a pioneer of techniques in military
 intelligence2  7#b7 the experience of  
,colonel ,young in the ,army between    
#ahhd and #aibb illustrates the changing
 nature of race relations in the ,united
 ,states during a period spanning from  
the end of the ,civil ,war to the       
beginning of the ,civil ,rights         
movement2  7#c7 ,colonel ,young was a   
friend and associate of other           
distinguished ,african-,americans of the
 period1 including poet ,paul ,laurence 
,dunbar from nearby ,dayton1 ,ohio2     
7#d7 as the commander of an ,army unit  
assigned to protect and develop ,sequoia
 ,national ,park and ,general ,grant    
,national ,park in the ,state of        
,california1 ,colonel ,young is         
recognized as the first                 
,african-,american to be the            
,superintendent of a ,national ,park2   
and  7#e7 the home of ,colonel ,young   

located near ,xenia1 ,ohio1 is--  7,a7 a
 ,national ,historic ,landmark2 and     
7,b7 closely associated with--  7i7     
,wilberforce ,university1 a historically
 ,black university at which ,colonel    
,young served as ,professor of ,military
 ,science2 and  7ii7 ,central ,state    
,university1 which is--  7,i7 a         
historically ,black university2 and     
7,,ii7 the location of the ,national    
,afro-,american ,museum and ,cultural   
,center4  #c4 ,special resource study   
7a7 ,study ,the ,secretary of the       
,interior 7referred to in this ,act as  
the ,secretary71 in consultation with   
the ,secretary of the ,army1 shall      
conduct a special resource study of the 
,colonel ,charles ,young ,home1 a       
,national ,historic ,landmark in ,xenia1
 ,ohio 7referred to in this ,act as the 
,home74  7b7 ,contents ,in conducting   
the study under subsection 7a71 the     
,secretary shall--  7#a7 evaluate any   
architectural and archeological         
resources of the ,home2  7#b7 determine 

the suitability and feasibility of      
designating the ,home as a unit of the  
,national ,park ,system2  7#c7 consider 
other alternatives for preservation1    
protection1 and interpretation of the   
,home by ,federal1 ,state1 or local     
governmental entities or private and    
nonprofit organizations1 including the  
use of shared management agreements with
 the ,dayton ,aviation ,heritage        
,national ,historical ,park or specific 
units of that ,park1 such as the ,paul  
,laurence ,dunbar ,home2  7#d7 consult  
with the ,ohio ,historical ,society1    
,central ,state ,university1            
,wilberforce ,university1 and other     
interested ,federal1 ,state1 or local   
governmental entities1 private and      
nonprofit organizations1 or individuals2
 and  7#e7 identify cost estimates for  
any ,federal acquisition1 development1  
interpretation1 operation1 and          
maintenance associated with the         
alternatives considered under the study4
  7c7 ,applicable law ,the study        

required under subsection 7a7 shall be  
conducted in accordance with section #h 
of ,public ,law #ia-chc 7#af ,u4,s4,c4  
#a;a-#e74  7d7 ,report ,not later than  
#c years after the date on which funds  
are first made available for the study  
under subsection 7a71 the ,secretary    
shall submit to the ,committee on       
,natural ,resources of the ,house of    
,representatives and the ,committee on  
,energy and ,natural ,resources of the  
,senate a report that contains--  7#a7  
the results of the study under          
subsection 7a72 and  7#b7 any           
conclusions and recommendations of the  
,secretary4
