  #a4 ,short title ,this ,act may be    
cited as the ,large ,capacity           
,ammunition ,feeding ,device ,act of    
#bjac4  #b4 ,prohibition on transfer or 
possession of large capacity ammunition 
feeding devices  7a7 ,definition        
,section #iba7;a7 of title #ah1 ,united 
,states ,code1 is amended by inserting  

after paragraph 7#bi7 the following3    
7#cj7 ,the term large capacity          
ammunition feeding device--  7,a7 means 
a magazine1 belt1 drum1 feed strip1 or  
similar device1 including any such      
device joined or coupled with another in
 any manner1 that has a capacity of1 or 
that can be readily restored or         
converted to accept1 more than #aj      
rounds of ammunition2 and  7,b7 does not
 include an attached tubular device     
designed to accept1 and capable of      
operating only with1 4#bb caliber       
rimfire ammunition4  4  7b7             
,prohibitions ,section #ibb of title    
#ah1 ,united ,states ,code1 is amended  
by inserting after subsection 7u7 the   
following3  7v7 7#a7 7,a7 7i7 ,except as
 provided in clause 7ii71 it shall be   
unlawful for a person to transfer or    
possess a large capacity ammunition     
feeding device4  7ii7 ,clause 7i7 shall 
not apply to the possession of a large  
capacity ammunition feeding device      
otherwise lawfully possessed within the 

,united ,states on or before the date of
 the enactment of the ,large ,capacity  
,ammunition ,feeding ,device ,act of    
#bjac4  7,b7 ,it shall be unlawful for  
any person to import or bring into the  
,united ,states a large capacity        
ammunition feeding device4  7#b7        
,paragraph 7#a7 shall not apply to--    
7,a7 a manufacture for1 transfer to1 or 
possession by the ,united ,states or a  
department or agency of the ,united     
,states or a ,state or a department1    
agency1 or political subdivision of a   
,state1 or a transfer to or possession  
by a law enforcement officer employed by
 such an entity for purposes of law     
enforcement 7whether on or off duty72   
7,b7 a transfer to a licensee under     
title ,i of the ,atomic ,energy ,act of 
#aied for purposes of establishing and  
maintaining an on-site physical         
protection system and security          
organization required by ,federal law1  
or possession by an employee or         
contractor of such a licensee on-site   

for such purposes or off-site for       
purposes of licensee-authorized training
 or transportation of nuclear materials2
  7,c7 the possession1 by an individual 
who is retired from service with a law  
enforcement agency and is not otherwise 
prohibited from receiving ammunition1 of
 a large capacity ammunition feeding    
device transferred to the individual by 
the agency upon that retirement2 or     
7,d7 a manufacture1 transfer1 or        
possession of a large capacity          
ammunition feeding device by a licensed 
manufacturer or licensed importer for   
the purposes of testing or              
experimentation authorized by the       
,attorney ,general4  4  7c7 ,penalties  
,section #ibd of title #ah1 ,united     
,states ,code1 is amended--  7#a7 in    
subsection 7a71 by adding at the end the
 following3  7#h7 ,whoever knowingly    
violates section #ibb7v7 shall be fined 
under this title1 imprisoned not more   
than #aj years1 or both4  2 and  7#b7 in
 subsection 7d7--  7,a7 in paragraph    

7#a7--  7i7 by striking ,any firearm or 
ammunition and inserting ,any firearm1  
ammunition1 or large capacity ammunition
 feeding device2  7ii7 by striking or   
7k7 and inserting 7k71 or 7v72  7iii7 by
 striking or any firearm or ammunition  
and inserting or any firearm1           
ammunition1 or large capacity ammunition
 feeding device2 and  7iv7 by striking  
firearms or ammunition and inserting    
firearms1 ammunition1 or large capacity 
ammunition feeding devices each place   
the term appears2 and  7,b7 in paragraph
 7#c77;,e71 by inserting #ibb7v71 after 
#ibb7n714  7d7 ,identification and      
markings ,section #ibc7;i7 of title #ah1
 ,united ,states ,code1 is amended--    
7#a7 by striking ,licensed importers and
 inserting the following3 7#a7 ,licensed
 importers2 and  7#b7 by adding at the  
end the following3  7#b7 ,a large       
capacity ammunition feeding device      
manufactured by any person after the    
date of enactment of the ,large         
,capacity ,ammunition ,feeding ,device  

,act of #bjac shall be identified by a  
serial number and the date on which the 
device was manufactured1 and such other 
identification as the ,attorney ,general
 may by regulation prescribe4  4
