,to prevent the #bjac pay adjustment for
 persons holding senior positions in the
 ,federal ,government from being made   
and to prevent pay adjustments for      
,members of ,congress in any year there 
is a budget deficit4  #a4 ,short title  
,this ,act may be cited as the          
,congressional ,pay ,freeze ,act of     
#bjac4  #b4 ,elimination of #bjac pay   
adjustment  7a7 ,in general ,section    
#adg7;b7 of the ,continuing             
,appropriations ,act1 #bjaa 7#e         
,u4,s4,c4 #ecjc note7 is amended--  7#a7
 by redesignating paragraph 7#b7 as     
paragraph 7#c72 and  7#b7 by inserting  
after paragraph 7#a7 the following3     
7#b7 7,a7 ,notwithstanding any other    

provision of law1 except as provided in 
subsection 7e71 for an individual       
described in subparagraph 7,b7 no       
statutory pay adjustment which 7but for 
this subsection7 would otherwise take   
effect during the period beginning on   
the date specified in section #ajf7c7 of
 the ,continuing ,appropriations        
,resolution1 #bjac 7,public ,law        
#aab-age2 #abf ,stat4 #acae71 and ending
 on ,december #ca1 #bjac1 shall be made4
  7,b7 ,an individual described in this 
subparagraph is--  7i7 an employee--    
7,i7 in a ,senior ,executive ,service   
position 7as defined in section         
#cacb7;a7 of title #e1 ,united ,states  
,code72 or  7,,ii7 in a position on an  
,executive ,schedule described in       
section #ecab1 #ecac1 #ecad1 #ecae1 or  
#ecaf of title #e1 ,united ,states ,code
 7including a position placed on level  
,,iv or ,v of the ,executive ,schedule  
under section #ecag of title #e1 ,united
 ,states ,code72 and  7ii7 an individual
 serving as ,vice ,president or a       

,member of ,congress4  4  7b7           
,conforming amendment to delayed        
adjustment ,section #aad7;b7 of the     
,continuing ,appropriations ,resolution1
 #bjac 7,public ,law #aab-age2 #abf     
,stat4 #acaf7 is amended--  7#a7 by     
inserting and except as provided in     
paragraph 7#b7 of section #adg7;b7 of   
the ,continuing ,appropriations ,act1   
#bjaa 7#e ,u4,s4,c4 #ecjc note7 7as     
amended by the ,congressional ,pay      
,freeze ,act of #bjac71 after           
,notwithstanding any other provision of 
law12 and  7#b7 by striking section     
#adg7;b77#b7 and inserting section      
#adg7;b74  #c4 ,no cost-of-living       
adjustments for ,members of ,congress   
,notwithstanding any other provision of 
law1 no adjustment shall be made under  
section #fja7;a7 of the ,legislative    
,reorganization ,act of #aidf 7#b       
,u4,s4,c4 #ca7 7relating to             
cost-of-living adjustments for ,members 
of ,congress7 for any fiscal year in    
which the ,congressional ,budget ,office

 determines there is a ,federal budget  
deficit4
