was read twice and referred to the ,committee on ,health1 ,education1 ,labor1 and ,pensions ,a ,,bill ,to establish the ,national ,prostate ,cancer ,council for improved screening1 early detection1 assessment1 and monitoring of prostate cancer1 and to direct the development and implementation of a national strategic plan to expedite advancement of diagnostic tools and the transfer of such tools to patients4 #a4 ,short title ,this ,act may be cited as the ,national ,prostate ,cancer ,council ,act4 #b4 ,national prostate cancer council 7a7 ,establishment ,there is established in the ,office of the ,secretary of ,health and ,human ,services 7referred to in this section as the ,secretary7 the ,national ,prostate ,cancer ,council on ,screening1 ,early ,detection1 ,assessment1 and ,monitoring of ,prostate ,cancer 7referred to in this ,act as the ,council74 7b7 ,purpose of the council ,the ,council shall-- 7#a7 develop and implement a national strategic plan for the accelerated creation1 advancement1 and testing of diagnostic tools to improve screening1 early detection1 assessment1 and monitoring of prostate cancer1 including-- 7,a7 early detection of aggressive prostate cancer to save lives2 7,b7 monitoring of tumor response to treatment1 including recurrence and progression2 and 7,c7 accurate assessment and surveillance of indolent disease to reduce unnecessary biopsies and treatment2 7#b7 provide information and coordination of prostate cancer research and services across all ,federal agencies2 7#c7 review diagnostic tools and their overall effectiveness at screening1 detecting1 assessing1 and monitoring of prostate cancer2 7#d7 evaluate all programs in prostate cancer that are in existence on the date of enactment of this ,act1 including ,federal budget requests and approvals and public-private partnerships2 7#e7 submit an annual report to the ,secretary and ,congress on the creation and implementation of the national strategic plan under paragraph 7#a72 and 7#f7 ensure the inclusion of men at high-risk for prostate cancer1 including men from ethnic and racial populations and men who are least likely to receive care1 in clinical1 research1 and service efforts1 with the purpose of decreasing health disparities4 7c7 ,membership 7#a7 ,federal members ,the ,council shall be led by the ,secretary or designee and comprised of the following experts3 7,a7 ,two representatives of the ,national ,institutes of ,health1 including #a representative of the ,national ,institute of ,biomedical ,imaging and ,bioengineering and #a representative of the ,national ,cancer ,institute4 7,b7 ,a representative of the ,centers for ,disease ,control and ,prevention4 7,c7 ,a representative of the ,centers for ,medicare and ,medicaid ,services4 7,d7 ,a designee of the ,director of the ,department of ,defense ,congressionally ,directed ,medical ,research ,program4 7,e7 ,a designee of the ,director of the ,office of ,minority ,health4 7,f7 ,a representative of the ,food and ,drug ,administration4 7,g7 ,a representative of the ,agency for ,healthcare ,research and ,quality4 7#b7 ,non-federal members ,in addition to the members described in paragraph 7#a71 the ,council shall include #af expert members from outside the ,federal ,government1 which shall include at least-- 7,a7 #f prostate cancer patient advocates1 including-- 7i7 #b patient-survivors2 7ii7 #b caregivers of prostate cancer patients2 and 7iii7 #b representatives from national prostate cancer disease organizations that fund research or have demonstrated experience in providing assistance to patients1 families1 and medical professionals1 including information on health care options1 education1 and referral2 and 7,b7 #h health care stakeholders with specific expertise in prostate cancer research in the critical areas of clinical expertise1 including medical oncology1 radiology1 radiation oncology1 urology1 and pathology4 7d7 ,meetings ,the ,council shall meet quarterly and meetings shall be open to the public4 7e7 ,advice ,the ,council shall advise the ,secretary1 or the ,secretary's designee4 7f7 ,annual report ,the ,council shall submit annual reports1 beginning not later than #a year after the date of enactment of this ,act1 to the ,secretary or the ,secretary's designee and to ,congress4 ,the annual report shall include-- 7#a7 in the first year-- 7,a7 an evaluation of all federally funded efforts in prostate cancer research and gaps relating to the development and validation of diagnostic tools for prostate cancer2 and 7,b7 recommendations for priority actions to expand1 eliminate1 coordinate1 or condense programs based on the performance1 mission1 and purpose of the programs2 and 7#b7 annually thereafter for #e years-- 7,a7 an outline for the development and implementation of a national research plan for creation and validation of accurate diagnostic tools to improve prostate cancer care in accordance with subsection 7a72 7,b7 roles for the ,national ,cancer ,institute1 ,national ,institute on ,minority ,health and ,health ,disparities1 and the ,office on ,minority ,health of the ,department of ,health and ,human ,services2 7,c7 an analysis of the disparities in the incidence and mortality rates of prostate cancer in men at high risk of the disease1 including individuals with family history1 increasing age1 or ,african-,american heritage2 and 7,d7 a review of the progress towards the realization of the proposed strategic plan4 7g7 ,termination ,the ,council shall terminate on ,december #ca1 #bjai4 7h7 ,authorization of appropriations ,there are authorized to be appropriated to carry out this section #b1jjj1jjj for the period of fiscal years #bjae through #bjai4
