,act is less than #b percent for the quarter ending with the beginning of the fiscal year1 or for any quarter in the fiscal year4 4 #f4 ,dual-use exports ,section #a7;c7 of ,public ,law #ajc-dbh 7#ab ,u4,s4,c4 #fce note7 is amended by striking #bjad and inserting #bjai4 #g4 ,exposure limit business plan 7a7 ,in general ,not later than #ahj days after the date of the enactment of this ,act1 the ,export-,import ,bank of the ,united ,states shall submit to ,congress and the ,comptroller ,general of the ,united ,states a report that contains the following3 7#a7 ,a business plan that includes-- 7,a7 an estimate by the ,bank of the appropriate exposure limits of the ,bank for fiscal years #bjae through #bjai2 7,b7 a justification for the estimate2 and 7,c7 an estimate of any anticipated growth of the ,bank during fiscal years #bjae through #bjai1 disaggregated by-- 7i7 industry sector2 7ii7 whether the products involved are short-term loans1 medium-term loans1 long-term loans1 insurance1 medium-term guarantees1 or long-term guarantees2 and 7iii7 key market4 7#b7 ,an analysis of the potential for increased or decreased risk of loss to the ,bank as a result of the estimated exposure limit1 including an analysis of increased or decreased risks associated with changes in the composition of ,bank exposure1 disaggregated by industry sector1 product offered1 and key market4 7#c7 ,an analysis of the ability of the ,bank to meet its mandates with respect to small business and sub-,saharan ,africa and comply with its carbon policy mandate under the proposed exposure limit1 and an analysis of any increased or decreased risk of loss associated with meeting or complying with the mandates under the proposed exposure limit4 7#d7 ,an analysis of the adequacy of the resources of the ,bank to effectively process1 approve1 and monitor authorizations1 including the conducting of required economic impact analyses1 under the proposed exposure limit4 7b7 ,review of report and business plan by ,government ,accountability ,office ,not later than #ahj days after receiving the report and business plan submitted under subsection 7a71 the ,comptroller ,general of the ,united ,states shall submit to ,congress a report analyzing the report and business plan4 ,the report of the ,comptroller ,general shall include such recommendations with respect to the report and business plan as the ,comptroller ,general considers appropriate4 #h4 ,government ,accountability ,office study on medium-term financing programs 7a7 ,study ,the ,comptroller ,general of the ,united ,states shall conduct a study of the medium-term financing programs of the ,export-,import ,bank of the ,united ,states-- 7#a7 to identify practices that may pose risks to the taxpayer1 the soundness of such programs1 or compliance with ,bank policies2 7#b7 to identify practices that may limit the use of such programs by businesses qualified for such programs2 and 7#c7 to assess any steps the ,bank has taken to address practices identified under paragraph 7#a7 or 7#b74 7b7 ,consideration of past findings ,in conducting the study required by subsection 7a71 the ,comptroller ,general shall consider past findings by the ,inspector ,general of the ,export-,import ,bank of the ,united ,states on the matters covered by the study4 7c7 ,report ,not later than one year after the date of the enactment of this ,act1 the ,comptroller ,general shall submit to the ,committee on ,banking1 ,housing1 and ,urban ,affairs of the ,senate and the ,committee on ,financial ,services of the ,house of ,representatives a report on the results of the study required by subsection 7a74 ,the report shall include such recommendations for additional action as the ,comptroller ,general considers
