,veterans' ,affairs  ,a ,,bill  ,to     
amend title #ch1 ,united ,states ,code1 
to increase the number of graduate      
medical education residency positions at
 medical facilities of the ,department  
of ,veterans ,affairs1 and for other    
purposes4  #a4  ,short title  ,this ,act
 may be cited as the ,veterans ,affairs 
,health ,workforce ,enhancement ,act of 
#bjad4  #b4  ,increase of graduate      
medical education residency positions at
 medical facilities of the ,department  
of ,veterans ,affairs  7a7  ,in general 
,section #gcjb of title #ch1 ,united    
,states ,code1 is amended by adding at  
the end the following new subsection3   
7e7  7#a7 ,in carrying out this section1
 the ,secretary shall establish medical 
residency programs1 or ensure a         

sufficient number of residency positions
 in medical residency programs1 at any  
medical facility of the ,department that
 the ,secretary determines is           
experiencing a shortage of physicians4  
7#b7 ,in carrying out paragraph 7#a71   
the ,secretary shall--  7,a7 determine  
the specialty of health care            
professionals with respect to which each
 medical facility of the ,department for
 which the ,secretary has made a        
determination under paragraph 7#a7 is   
experiencing a shortage of physicians1  
including with respect to primary care  
and mental health2  7,b7 allocate the   
residency programs and residency        
positions under paragraph 7#a7 based on 
the determination required by           
subparagraph 7,a72 and  7,c7 notify     
,congress of the information used by the
 ,secretary to make the determination   
required by subparagraph 7,a74  4  7b7  
,five-,year increase  7#a7 ,in general  
,in carrying out section #gcjb7;e7 of   
title #ch1 ,united ,states ,code1 as    

added by subsection 7a71 during the     
five-year period beginning on the date  
of the enactment of this ,act1 the      
,secretary of ,veterans ,affairs shall  
increase the number of graduate medical 
education residency positions at medical
 facilities of the ,department of       
,veterans ,affairs by not less than     
#b1jjj positions4  7#b7 ,priority ,in   
increasing the number of graduate       
medical education residency positions at
 medical facilities of the ,department  
under paragraph 7#a71 the ,secretary    
shall give priority to medical          
facilities that-- 7,a7 as of the date of
 the enactment of this ,act1 do not have
 a medical residency program2 and  7,b7 
are located in a community in which     
there is a high need for health care for
 veterans4
