the price of ,migratory ,bird ,hunting  
and ,conservation ,stamps to fund the   
acquisition of conservation easements   
for migratory birds1 and for other      
purposes4  #a4  ,short title  ,this ,act
 may be cited as the ,federal ,duck     
,stamp ,act of #bjad4  #b4  ,increase in
 price of ,migratory ,bird ,hunting and 
,conservation ,stamp to fund acquisition
 of conservation easements for migratory
 birds  ,the ,migratory ,bird ,hunting  
and ,conservation ,stamp ,act is        
amended--  7#a7 in section #b7;b7 7#af  

,u4,s4,c4 #gah;b7b77--  7,a7 by striking
 #aiij1 and and inserting #aiij12 and   
7,b7 by striking for each hunting year  
thereafter and inserting for hunting    
years #aiia through #bjac1 and #be for  
each hunting year thereafter2  7#b7 by  
adding at the end of section #b 7#af    
,u4,s4,c4 #gah;b7 the following3  7c7   
,reduction in price of stamp  ,the      
,secretary may reduce the price of each 
stamp sold under the provisions of this 
section for a hunting year if the       
,secretary determines that the increase 
in the price of the stamp after hunting 
year #bjac resulted in a reduction in   
revenues deposited into the fund2  2 and
  7#c7 in section #d 7#af ,u4,s4,c4     
#gah;d7--  7,a7 in subsection 7a77#c71  
by inserting before the period the      
following3 1 in which there shall be a  
subaccount to which the ,secretary of   
the ,treasury shall transfer all amounts
 in excess of #ae that are received from
 the sale of each stamp sold for each   
hunting year after hunting year #bjac2  

7,b7 in subsection 7b77#a71 by striking 
,so much and inserting except as        
provided in paragraph 7#d71 so much2

the ,secretary solely to acquire        
easements in real property for

  ,annual report on expenditures        
,section #d of the ,migratory ,bird     
,hunting and ,conservation ,stamp ,act  
7#af ,u4,s4,c4 #gah;d7 is further       
amended--  7#a7 in subsection 7c7--     
7,a7 by striking so much as precedes    
,the ,secretary may and inserting the   
following3  7c7  ,promotion of ,stamp   
,sales  2 and  7,b7 by striking         
paragraph 7#b72 and  7#b7 by adding at  
the end the following3  7e7  ,annual    
report  ,the ,secretary shall include in

 each annual report of the ,commission  
under section #c of the ,migratory ,bird
 ,conservation ,act 7#af ,u4,s4,c4      
#gae;b7--  7#a7 a description of        
activities conducted under subsection   
7c7 in the year covered by the report2  
and  7#b7 an annual assessment of the   
status of wetlands conservation projects
 for migratory bird conservation        
purposes1 including a clear and accurate
 accounting of--  7,a7 all expenditures 
by ,federal and ,state agencies under   
this section2  7,b7 all expenditures    
made for fee-simple acquisition of      
,federal lands in the ,united ,states1  
including the amount paid and acreage of
 each parcel acquired in each           
acquisition4  4
