the ,environmental ,protection ,agency  
from proposing1 finalizing1 or          
disseminating regulations or assessments
 based upon science that is not         
transparent or reproducible4  #a4       
,short title  ,this ,act may be cited as
 the ,secret ,science ,reform ,act of   
#bjad4  #b4  ,data transparency         
,section #f7;b7 of the ,environmental   
,research1 ,development1 and            
,demonstration ,authorization ,act of   
#aigh 7#db ,u4,s4,c4 #dcfc note7 is     
amended to read as follows3  7b7  7#a7  
,the ,administrator shall not propose1  
finalize1 or disseminate a covered      

action unless all scientific and        
technical information relied on to      
support such covered action is--  7,a7  
specifically identified2 and  7,b7      
publicly available in a manner that is  
sufficient for independent analysis and 
substantial reproduction of research    
results4  7#b7 ,nothing in the          
subsection shall be construed as        
requiring the public dissemination of   
information the disclosure of which is  
prohibited by law4  7#c7 ,in this       
subsection--  7,a7 the term covered     
action means a risk1 exposure1 or hazard
 assessment1 criteria document1         
standard1 limitation1 regulation1       
regulatory impact analysis1 or guidance2
 and  7,b7 the term scientific and      
technical information includes--  7i7   
materials1 data1 and associated         
protocols necessary to understand1      
assess1 and extend conclusions2  7ii7   
computer codes and models involved in   
the creation and analysis of such       
information2  7iii7 recorded factual    

materials2 and  7iv7 detailed           
descriptions of how to access and use   
such information4  4
