,,bill  ,to establish and clarify that  
,congress does not authorize persons    
convicted of dangerous crimes in foreign
 courts to freely possess firearms in   
the ,united ,states4  #a4 ,short title  
,this ,act may be cited as the ,no      
,firearms for ,foreign ,felons ,act of  
#bjac4  #b4 ,no firearms for foreign    
felons  7a7 ,definitions  7#a7 ,courts  
,section #iba7;a7 of title #ah1 ,united 
,states ,code1 is amended by adding at  
the end the following3  7#cf7 ,the term 
any court includes any ,federal1 ,state1
 or foreign court4  4  7#b7 ,exclusion  
of certain felonies ,section            
#iba7;a77#bj7 of title #ah1 ,united     

,states ,code1 is amended--  7,a7 in    
subparagraph 7,a71 by striking any      
,federal or ,state offenses and         
inserting any ,federal1 ,state1 or      
foreign offenses2  7,b7 in subparagraph 
7,b71 by striking any ,state offense    
classified by the laws of the ,state and
 inserting any ,state or foreign offense
 classified by the laws of that         
jurisdiction2 and  7,c7 in the matter   
following subparagraph 7,b71 in the     
first sentence1 by inserting before the 
period the following3 1 except that a   
foreign conviction shall not constitute 
a conviction of such a crime if the     
convicted person establishes that the   
foreign conviction resulted from a      
denial of fundamental fairness that     
would violate due process if committed  
in the ,united ,states or from conduct  
that would be legal if committed in the 
,united ,states4  7b7 ,domestic violence
 crimes ,section #iba7;a77#cc7 of title 
#ah1 ,united ,states ,code1 is amended--
  7#a7 in subparagraph 7,a7--  7,a7 in  

the matter preceding clause 7i71 by     
striking subparagraph 7,c7 and inserting
 subparagraph 7,b72 and  7,b7 in clause 
7i7--  7i7 by inserting 7,i7 after 7i72 
7ii7 by striking and and inserting or2  
and  7iii7 by adding at the end the     
following3  7,,ii7 is a crime under     
foreign law that is punishable by       
imprisonment for a term of not more than
 #a year2 and  2 and  7#b7 in           
subparagraph 7,b77ii71 by striking if   
the conviction has and inserting the    
following3  if the conviction-- 7,i7    
occurred in a foreign jurisdiction and  
the convicted person establishes that   
the foreign conviction resulted from a  
denial of fundamental fairness that     
would violate due process if committed  
in the ,united ,states or from conduct  
that would be legal if committed in the 
,united ,states2 or  7,,ii7 has  4  7c7 
,penalties ,section

,united ,states ,code1 is amended--     
7#a7 by striking an offense under ,state

 law and inserting an offense under     
,state or foreign law2 and  7#b7 by     
inserting before the semicolon the      
following3 1 except that a foreign      
conviction shall not constitute a       
conviction of such a crime if the       
convicted person establishes that the   
foreign conviction resulted from a      
denial of fundamental fairness that     
would violate due process if committed  
in the ,united ,states or from conduct  
that would be legal if committed in the
