  ,a ,,bill  ,establishing the          
,committee to ,reduce ,government       
,waste4  #a4 ,establishment ,there shall
 be a ,senate committee known as the    
,committee to ,reduce ,government ,waste
 7referred to in this resolution as the 
committee74  #b4 ,membership  7a7       
,composition ,the committee shall be    
composed of #ab members as follows3     
7#a7 ,four members from the ,committee  
on ,finance1 #b selected by the majority
 leader and #b selected by the minority 
leader4  7#b7 ,four members from the    
,committee on ,appropriations1 #b       
selected by the majority leader and #b  
selected by the minority leader4  7#c7  
,four members from the ,committee on the

 ,budget1 #b selected by the majority   
leader and #b selected by the minority  
leader4  7b7 ,tenure of ,office  7#a7   
,period of ,appointment ,members shall  
be appointed for a period not to exceed 
#f years4  7#b7 ,exceptions ,no person  
shall continue to serve as a member of  
the committee after that person has     
ceased to be a member of the ,committee 
from which the member was chosen4  7c7  
,vacancies ,any vacancy in the committee
 shall not affect its powers1 but shall 
be filled in the same manner as the     
original appointment4  7d7 ,chairman and
 ,vice ,chairman ,the committee shall   
select a ,chairman and ,vice ,chairman  
from among its members4  7e7 ,quorum ,a 
majority of the members of the committee
 shall constitute a quorum1 but a lesser
 number of members may hold hearings4   
,the powers conferred upon them under   
section #d may be exercised by a        
majority vote4  #c4 ,duties  7a7 ,in    
general ,the committee shall have the   
following duties3  7#a7 ,study ,the     

committee shall--  7,a7 research1       
review1 and study ,federal programs that
 are underperforming or nonessential2   
and  7,b7 determine which ,federal      
programs should be modified or          
eliminated4  7#b7 ,recommendations ,the 
committee shall develop recommendations 
to the ,senate for actions designed to  
modify or eliminate underperforming or  
nonessential ,federal programs4  7#c7   
,reports and legislation ,the committee 
shall submit to the ,senate--  7,a7 at  
least once a year1 reports including--  
7i7 a detailed statement of the findings
 and conclusions of the committee2 and  
7ii7 a list of underperforming or       
nonessential ,federal programs2 and     
7,b7 such legislation and administrative
 actions as the committee considers     
appropriate4  7b7 ,consideration of     
legislation ,any legislation submitted  
to the ,senate by the committee shall be
 considered under the provisions of     
section #caj of the ,congressional      
,budget ,act of #aigd 7#b ,u4,s4,c4

committee or1 at its direction1 any     
subcommittee or member of the committee1
 may1 for the purpose of carrying out   
the provisions of section #c--  7#a7 sit
 and act1 at any time1 during the       
sessions1 recesses1 and adjourned       
periods of ,congress2  7#b7 require as  
the committee considers necessary1 by   
subpoena or otherwise1 the attendance of
 witnesses and the production of books1 
papers1 and documents2  7#c7 administer 
oaths and take testimony2 and  7#d7     
procure necessary printing and binding4 
7b7 ,witness ,allowances and ,fees ,the 
provisions of section #ahba of title    
#bh1 ,united ,states ,code1 shall apply 
to witnesses requested to appear at any 
hearing of the committee4 ,the per diem 
and mileage allowances for witnesses    
shall be paid from funds available to   
pay the expenses of the committee4  7c7 
,expenditures ,the committee1 or any    
subcommittee thereof1 is authorized to  
make such expenditures as it deems      

advisable4  #e4 ,appointment and        
,compensation of ,staff ,except as      
otherwise provided by law1 the committee
 shall have the power to appoint and fix
 the compensation of the ,chief of      
,staff of the committee and such experts
 and clerical1 stenographic1 and other  
assistants as the committee deems       
advisable4  #f4 ,payment of ,expenses   
,the expenses of the committee shall be 
paid from the contingent fund of the    
,senate4
