7b7 and inserting the following3 7b7 ,studies and ,activities on ,preterm ,birth 7#a7 ,in general ,the ,secretary of ,health and ,human ,services1 acting through the ,director of the ,centers for ,disease ,control and ,prevention1 may1 subject to the availability of appropriations-- 7,a7 conduct epidemiological studies on the clinical1 biological1 social1 environmental1 genetic1 and behavioral factors relating to prematurity1 as appropriate2 7,b7 conduct activities to improve national data to facilitate tracking the burden of preterm birth2 and 7,c7 continue efforts to prevent preterm birth1 including late preterm birth1 through the identification of opportunities for prevention and the assessment of the impact of such efforts4 7#b7 ,report ,not later than #b years after the date of enactment of the ,,preemie ,reauthorization ,act1 and every #b years thereafter1 the ,secretary of ,health and ,human ,services1 acting through the ,director of the ,centers for ,disease ,control and ,prevention1 shall submit to the appropriate committees of ,congress reports concerning the progress and any results of studies conducted under paragraph 7#a74 4 7b7 ,reauthorization ,section #c7;e7 of the ,prematurity ,research ,expansion and ,education for ,mothers who deliver ,infants ,early ,act 7#db ,u4,s4,c4 #bdg;b-#d;f7e77 is amended by striking #e1jjj1jjj and all that follows services1 or prenatal care for high-risk pregnancies2 7b7 ,public and health care provider education ,section #cii,q of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bhj;g-#e7 is amended-- 7#a7 in subsection 7b7-- 7,a7 in paragraph 7#a71 by striking subparagraphs 7,a7 through 7,f7 and inserting the following3 7,a7 the core risk factors for preterm labor and delivery2 7,b7 medically indicated deliveries before full term2 7,c7 the importance of preconception and prenatal care1 including-- 7i7 smoking cessation2 7ii7 weight maintenance and good nutrition1 including folic acid2 7iii7 the screening for and the treatment of infections2 and 7iv7 stress management2 7,d7 treatments and outcomes for premature infants1 including late preterm infants2 7,e7 the informational needs of families during the stay of an infant in a neonatal intensive care unit2 and 7,f7 utilization of evidence-based strategies to prevent birth injuries2 2 and 7,b7 by striking paragraph 7#b7 and inserting the following3 7#b7 programs to increase the availability1 awareness1 and use of pregnancy and post-term information services that provide evidence-based1 clinical information through counselors1 community outreach efforts1 electronic or telephonic communication1 or other appropriate means regarding causes associated with prematurity1 birth defects1 or health risks to a post-term infant2 2 and 7#b7 in subsection 7c71 by striking #e1jjj1jjj and all that follows through #bjaa4 and inserting #a1ijj1jjj for each of fiscal years #bjad through #bjah44 #ajd4 ,other activities 7a7 ,interagency ,coordinating ,council on ,prematurity and ,low ,birthweight ,the ,prematurity ,research ,expansion and ,education for ,mothers who deliver ,infants ,early ,act is amended by striking section #e 7#db ,u4,s4,c4 #bdg;b-#d;g74 7b7 ,advisory ,committee on ,infant ,mortality 7#a7 ,establishment ,the ,secretary of ,health and ,human ,services 7referred to in this section as the ,secretary7 may establish an advisory committee known as the ,advisory ,committee on ,infant ,mortality 7referred to in this section as the ,advisory ,committee74 7#b7 ,duties ,the ,advisory ,committee shall provide advice and recommendations to the ,secretary concerning the following activities3 7,a7 ,programs of the ,department of ,health and ,human ,services that are directed at reducing infant mortality and improving the health status of pregnant women and infants4 7,b7 ,strategies to coordinate the various ,federal programs and activities with ,state1 local1 and private programs and efforts that address factors that affect infant mortality4 7,c7 ,implementation of the ,healthy ,start program under section #ccj;,h of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bed;c-#h7 and ,healthy ,people #bjbj infant mortality objectives4 7,d7 ,strategies to reduce preterm birth rates through research1 programs1 and education4 7#c7 ,plan for ,,hhs preterm birth activities ,not later than #a year after the date of enactment of this section1 the ,advisory ,committee 7or an advisory committee in existence as of the date of enactment of this ,act and designated by the ,secretary7 shall develop a plan for conducting and supporting research1 education1 and programs on preterm birth through the ,department of ,health and ,human ,services and shall periodically review and revise the plan1 as appropriate4 ,the plan shall-- 7,a7 examine research and educational activities that receive ,federal funding in order to enable the plan to provide informed recommendations to reduce preterm birth and address racial and ethnic disparities in preterm birth rates2 7,b7 identify research gaps and opportunities to implement evidence-based strategies to reduce preterm birth rates among the programs and activities of the ,department of ,health and ,human ,services regarding preterm birth1 including opportunities to minimize duplication2 and 7,c7 reflect input from a broad range of scientists1 patients1 and advocacy groups1 as appropriate4 7#d7 ,membership ,the ,secretary shall ensure that the membership of the ,advisory ,committee includes the following3 7,a7 ,representatives provided for in the original charter of the ,advisory ,committee4 7,b7 ,a representative of the ,national ,center for ,health ,statistics4 7c7 ,patient ,safety ,studies and report 7#a7 ,in general ,the ,secretary shall designate an appropriate agency within the ,department of ,health and ,human ,services to coordinate existing studies on hospital readmissions of preterm infants4 7#b7 ,report to ,secretary and ,congress ,not later than #a year after the date of the enactment of this ,act1 the agency designated under paragraph 7#a7 shall submit to the ,secretary and to ,congress a report containing the findings and recommendations resulting from the studies coordinated under such paragraph1 including recommendations for hospital discharge and followup procedures designed to reduce rates of preventable hospital readmissions for preterm infants4 ,,ii ,national ,pediatric ,research ,network #bja4 ,short title ,this title may be cited as the ,national ,pediatric ,research ,network ,act of #bjac4 #bjb4 ,national ,pediatric ,research ,network ,section #dji;,d of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bhd;h2 relating to the ,pediatric ,research ,initiative7 is amended-- 7#a7 by redesignating subsection 7d7 as subsection 7f72 and 7#b7 by inserting after subsection 7c7 the following3 7d7 ,national ,pediatric ,research ,network 7#a7 ,network ,in carrying out the ,initiative1 the ,director of ,,nih1 in consultation with the ,director of the ,eunice ,kennedy ,shriver ,national ,institute of ,child ,health and ,human ,development and in collaboration with other appropriate national research institutes and national centers that carry out activities involving pediatric research1 may provide for the establishment of a ,national ,pediatric ,research ,network in order to more effectively support pediatric research and optimize the use of ,federal resources4 ,such ,national ,pediatric ,research ,network may be comprised of1 as appropriate-- 7,a7 the pediatric research consortia receiving awards under paragraph 7#b72 or 7,b7 other consortia1 centers1 or networks focused on pediatric research that are recognized by the ,director of ,,nih and established pursuant to the authorities vested in the ,national ,institutes of ,health by other sections of this ,act4 7#b7 ,pediatric research consortia 7,a7 ,in general ,the ,director of ,,nih may award funding1 including through grants1 contracts1 or other mechanisms1 to public or private nonprofit entities for providing support for pediatric research consortia1 including with respect to-- 7i7 basic1 clinical1 behavioral1 or translational research to meet unmet needs for pediatric research2 and 7ii7 training researchers in pediatric research techniques in order to address unmet pediatric research needs4 7,b7 ,research ,the ,director of ,,nih shall1 as appropriate1 ensure that-- 7i7 each consortium receiving an award under subparagraph 7,a7 conducts or supports at least one category of research described in subparagraph 7,a77i7 and collectively such consortia conduct or support such categories of research2 and 7ii7 one or more such consortia provide training described in subparagraph 7,a77ii74 7,c7 ,organization of consortium ,each consortium receiving an award under subparagraph 7,a7 shall-- 7i7 be formed from a collaboration of cooperating institutions2 7ii7 be coordinated by a lead institution or institutions2 7iii7 agree to disseminate scientific findings1 including from clinical trials1 rapidly and efficiently1 as appropriate1 to-- 7,i7 other consortia2 7,,ii7 the ,national ,institutes of ,health2 7,,iii7 the ,food and ,drug ,administration2 7,,iv7 and other relevant agencies2 and 7iv7 meet such requirements as may be prescribed by the ,director of ,,nih4 7,d7 ,supplement1 not supplant ,any support received by a consortium under subparagraph 7,a7 shall be used to supplement1 and not supplant1 other public or private support for activities authorized to be supported under this paragraph4 7,e7 ,duration of support ,support of a consortium under subparagraph 7,a7 may be for a period of not to exceed #e years4 ,such period may be extended at the discretion of the ,director of ,,nih4 7#c7 ,coordination of consortia activities ,the ,director of ,,nih shall1 as appropriate-- 7,a7 provide for the coordination of activities 7including the exchange of information and regular communication7 among the consortia established pursuant to paragraph 7#b72 and 7,b7 require the periodic preparation and submission to the ,director of reports on the activities of each such consortium4 7#d7 ,assistance with registries ,each consortium receiving an award under paragraph 7#b77;,a7 may provide assistance1 as appropriate1 to the ,centers for ,disease ,control and ,prevention for activities related to patient registries and other surveillance systems upon request by the ,director of the ,centers for ,disease ,control and ,prevention4 7e7 ,research on pediatric rare diseases or conditions ,in making awards under subsection 7d77#b7 for pediatric research consortia1 the ,director of ,,nih shall ensure that an appropriate number of such awards are awarded to such consortia that agree to-- 7#a7 consider pediatric rare diseases or conditions1 or those related to birth defects2 and 7#b7 conduct or coordinate one or more multisite clinical trials of therapies for1 or approaches to1 the prevention1 diagnosis1 or treatment of one or more pediatric rare diseases or conditions4 4 ,,iii ,,chimp ,act ,amendments #cja4 ,short title ,this title may be cited as the ,,chimp ,act ,amendments of #bjac4 #cjb4 ,care for ,,nih chimpanzees 7a7 ,in general ,section #djd,k7g7 of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bhcm7g77 is amended-- 7#a7 by amending paragraph 7#a7 to read as follows3 7#a7 ,in general ,of the amount appropriated for the ,national ,institutes of ,health1 there are authorized to be appropriated to carry out this section and for the care1 maintenance1 and transportation of all chimpanzees otherwise under the ownership or control of the ,national ,institutes of ,health1 and to enable the ,national ,institutes of ,health to operate more efficiently and economically by decreasing the overall ,federal cost of providing for the care1 maintenance1 and transportation of chimpanzees-- 7,a7 for fiscal year #bjad1 #ab1djj1jjj2 7,b7 for fiscal year #bjae1 #aa1fej1jjj2 7,c7 for fiscal year #bjaf1 #aj1ijj1jjj2 7,d7 for fiscal year #bjag1 #aj1aej1jjj2 and 7,e7 for fiscal year #bjah1 #i1djj1jjj4 2 7#b7 by striking paragraph 7#b72 7#c7 by redesignating paragraph 7#c7 as paragraph 7#b72 and 7#d7 in paragraph 7#b71 as so redesignated-- 7,a7 by striking ,with respect to amounts reserved under paragraph 7#a7 and inserting ,with respect to amounts authorized to be appropriated by paragraph 7#a72 and 7,b7 by striking board of directors and inserting ,secretary in consultation with the board of directors4 7b7 ,,gao study ,not later than #b years after the date of enactment of this ,act1 the ,comptroller ,general of the ,united ,states shall conduct an independent evaluation1 and submit to the appropriate committees of ,congress a report1 regarding chimpanzees under the ownership or control the ,national ,institutes of ,health4 ,such report shall review and assess-- 7#a7 the research status of such chimpanzees2 7#b7 the cost for the care1 maintenance1 and transportation of such chimpanzees1 including the cost broken down by-- 7,a7 research or retirement status2 7,b7 services included in the care1 maintenance1 and transportation2 and 7,c7 location2 7#c7 the extent to which matching requirements have been met pursuant to section #djd,k7e77#d7 of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bhcm7e77#d772 and 7#d7 any options for cost savings for the support and maintenance of such chimpanzees4 7c7 ,biennial report ,section #djd,k7g7 of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bhcm7g77 is amended by adding at the end the following3 7#c7 ,biennial report ,not later than #ahj days after the date enactment of this ,act1 the ,director of the ,national ,institutes of ,health shall submit to the ,committee on ,health1 ,education1 ,labor1 and ,pensions and the ,committee on ,appropriations of the ,senate and the ,committee on ,energy and ,commerce and the ,committee on ,appropriations in the ,house of ,representatives a report1 to be updated biennially1 regarding-- 7,a7 the care1 maintenance1 and transportation of the chimpanzees under the ownership or control of the ,national ,institutes of ,health2 7,b7 costs related to such care1 maintenance1 and transportation1 and any other related costs2 and 7,c7 the research status of such chimpanzees4 4 ,amend the title so as to read3 ,an ,act to reduce preterm labor and delivery and the risk of pregnancy-related deaths and complications due to pregnancy1 and to reduce infant mortality caused by prematurity1 and for other purposes44 ,clerk4
