,historical ,park in ,caroline1 ,dorchester1 and ,talbot ,counties1 ,maryland1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,harriet ,tubman ,national ,historical ,parks ,act4 #b4 ,harriet ,tubman ,underground ,railroad ,national ,historical ,park1 ,maryland 7a7 ,definitions ,in this section3 7#a7 ,historical park ,the term historical park means the ,harriet ,tubman ,underground ,railroad ,national ,historical ,park established by subsection 7b77#a77;,a74 7#b7 ,map ,the term map means the map entitled ,authorized ,acquisition ,area for the ,proposed ,harriet ,tubman ,underground ,railroad ,national ,historical ,park1 numbered ,t#bj_/hj1jja1 and dated ,july #bjaj4 7#c7 ,secretary ,the term ,secretary means the ,secretary of the ,interior4 7#d7 ,state ,the term ,state means the ,state of ,maryland4 7b7 ,harriet tubman underground railroad national historical park 7#a7 ,establishment 7,a7 ,in general ,subject to subparagraph 7,b71 there is established the ,harriet ,tubman ,underground ,railroad ,national ,historical ,park in ,caroline1 ,dorchester1 and ,talbot ,counties1 ,maryland1 as a unit of the ,national ,park ,system4 7,b7 ,determination by secretary ,the historical park shall not be established until the date on which the ,secretary determines that a sufficient quantity of land1 or interests in land1 has been acquired to constitute a manageable park unit4 7,c7 ,notice ,not later than #cj days after the date on which the ,secretary makes a determination under subparagraph 7,b71 the ,secretary shall publish in the ,federal ,register notice of the establishment of the historical park1 including an official boundary map for the historical park4 7,d7 ,availability of map ,the official boundary map published under subparagraph 7,c7 shall be on file and available for public inspection in appropriate offices of the ,national ,park ,service4 7#b7 ,purpose ,the purpose of the historical park is to preserve and interpret for the benefit of present and future generations the historical1 cultural1 and natural resources associated with the life of ,harriet ,tubman and the ,underground ,railroad4 7#c7 ,land acquisition 7,a7 ,in general ,the ,secretary may acquire land and interests in land within the areas depicted on the map as ,authorized ,acquisition ,areas by purchase from willing sellers1 donation1 or exchange4 7,b7 ,boundary adjustment ,on acquisition of land or an interest in land under subparagraph 7,a71 the boundary of the historical park shall be adjusted to reflect the acquisition4 7c7 ,administration 7#a7 ,in general ,the ,secretary shall administer the historical park in accordance with this section and the laws generally applicable to units of the ,national ,park ,system1 including-- 7,a7 the ,national ,park ,system ,organic ,act 7#af ,u4,s4,c4 #a et seq472 and 7,b7 the ,act of ,august #ba1 #aice 7#af ,u4,s4,c4 #dfa et seq474 7#b7 ,interagency agreement ,not later than #a year after the date on which the historical park is established1 the ,director of the ,national ,park ,service and the ,director of the ,united ,states ,fish and ,wildlife ,service shall enter into an agreement to allow the ,national ,park ,service to provide for public interpretation of historic resources located within the boundary of the ,blackwater ,national ,wildlife ,refuge that are associated with the life of ,harriet ,tubman1 consistent with the management requirements of the ,refuge4 7#c7 ,interpretive tours ,the ,secretary may provide interpretive tours to sites and resources located outside the boundary of the historical park in ,caroline1 ,dorchester1 and ,talbot ,counties1 ,maryland1 relating to the life of ,harriet ,tubman and the ,underground ,railroad4 7#d7 ,cooperative agreements 7,a7 ,in general ,the ,secretary may enter into a cooperative agreement with the ,state1 political subdivisions of the ,state1 colleges and universities1 non-profit organizations1 and individuals-- 7i7 to mark1 interpret1 and restore nationally significant historic or cultural resources relating to the life of ,harriet ,tubman or the ,underground ,railroad within the boundaries of the historical park1 if the agreement provides for reasonable public access2 or 7ii7 to conduct research relating to the life of ,harriet ,tubman and the ,underground ,railroad4 7,b7 ,visitor center ,the ,secretary may enter into a cooperative agreement with the ,state to design1 construct1 operate1 and maintain a joint visitor center on land owned by the ,state-- 7i7 to provide for ,national ,park ,service visitor and interpretive facilities for the historical park2 and 7ii7 to provide to the ,secretary1 at no additional cost1 sufficient office space to administer the historical park4 7,c7 ,cost-sharing requirement 7i7 ,federal share ,the ,federal share of the total cost of any activity carried out under this paragraph shall not exceed #ej percent4 7ii7 ,form of non-federal share ,the non-,federal share of the cost of carrying out an activity under this paragraph may be in the form of in-kind contributions or goods or services fairly valued4 7d7 ,general management plan 7#a7 ,in general ,not later than #c years after the date on which funds are made available to carry out this section1 the ,secretary shall prepare a general management plan for the historical park in accordance with section #ab7;b7 of the ,national ,park ,service ,general ,authorities ,act 7#af ,u4,s4,c4 #a;a-#g7;b774 7#b7 ,consultation ,the general management plan shall be prepared in consultation with the ,state 7including political subdivisions of the ,state74 7#c7 ,coordination ,the ,secretary shall coordinate the preparation and implementation of the management plan with-- 7,a7 the ,blackwater ,national ,wildlife ,refuge2 7,b7 the ,harriet ,tubman ,national ,historical ,park established by section #c7;b77#a77;,a72 and 7,c7 the ,national ,underground ,railroad ,network to ,freedom4 7e7 ,authorization of appropriations ,there are authorized to be appropriated such sums as are necessary to carry out this section4 #c4 ,harriet tubman national historical park1 auburn1 ,new ,york 7a7 ,definitions ,in this section3 7#a7 ,historical park ,the term historical park means the ,harriet ,tubman ,national ,historical ,park established by subsection 7b77#a77;,a74 7#b7 ,home ,the term ,home means ,the ,harriet ,tubman ,home1 ,inc41 located in ,auburn1 ,new ,york4 7#c7 ,map ,the term map means the map entitled ,harriet ,tubman ,national ,historical ,park1 numbered ,t#ah_/hj1jjj1 and dated ,march #bjji4 7#d7 ,secretary ,the term ,secretary means the ,secretary of the ,interior4 7#e7 ,state ,the term ,state means the ,state of ,new ,york4 7b7 ,harriet tubman national historical park 7#a7 ,establishment 7,a7 ,in general ,subject to subparagraph 7,b71 there is established the ,harriet ,tubman ,national ,historical ,park in ,auburn1 ,new ,york1 as a unit of the ,national ,park ,system4 7,b7 ,determination by secretary ,the historical park shall not be established until the date on which the ,secretary determines that a sufficient quantity of land1 or interests in land1 has been as identified in the area entitled ,national ,historical ,park ,proposed ,boundary on the map4 7#c7 ,purpose ,the purpose of the historical park is to preserve and interpret for the benefit of present and future generations the historical1 cultural1 and natural resources associated with the life of ,harriet ,tubman4 7#d7 ,land acquisition ,the ,secretary may acquire land and interests in land within the areas depicted on the map by purchase from a willing seller1 donation1 or exchange4 7c7 ,administration 7#a7 ,in general ,the ,secretary shall administer the historical park in accordance ,auburn1 ,new ,york1 relating to the life of ,harriet ,tubman4 7#c7 ,cooperative agreements 7,a7 ,in general ,the ,secretary may enter into a cooperative agreement with the owner of any land within the historical park to mark1 interpret1 or restore nationally significant historic or cultural resources relating to the life of ,harriet ,tubman1 if the agreement provides that-- 7i7 the ,secretary shall have the right of access to any public portions of the land covered by the agreement to allow for-- 7,i7 access at reasonable times by historical park visitors to the land2 and 7,,ii7 interpretation of the land for the public2 and 7ii7 no changes or alterations shall be made to the land except by mutual agreement of the ,secretary and the owner of the land4 7,b7 ,research ,the ,secretary may enter into a cooperative agreement with the ,state1 political subdivisions of the ,state1 institutions of higher education1 the ,home and other nonprofit organizations1 and individuals to conduct research relating to the life of ,harriet ,tubman4 7,c7 ,cost-sharing requirement 7i7 ,federal share ,the ,federal share of the total cost of any activity carried out under this paragraph shall not exceed #ej percent4 7ii7 ,form of non-,federal share ,the non-,federal share may be in the form of in-kind contributions or goods or services fairly valued4 7,d7 ,attorney general 7i7 ,in general ,the ,secretary shall submit to the ,attorney ,general for review any cooperative agreement under this paragraph involving religious property or property owned by a religious institution4 7ii7 ,finding ,no cooperative agreement subject to review under this subparagraph shall take effect until the date on which the ,attorney ,general issues a finding that the proposed agreement does not violate the ,establishment ,clause of the first amendment to the ,constitution4 7d7 ,general management plan 7#a7 ,in general ,not later than #c years after the date on which funds are made available to carry out this section1 the ,secretary shall prepare a general management plan for the historical park in accordance with section #ab7;b7 of the ,national ,park ,service ,general ,authorities ,act 7#af ,u4,s4,c4 #a;a-#g7;b774 7#b7 ,coordination ,the ,secretary shall coordinate the preparation and implementation of the management plan with-- 7,a7 the ,harriet ,tubman ,underground ,railroad ,national ,historical ,park established by section #b7;b77#a72 and 7,b7 the ,national ,underground ,railroad ,network to ,freedom4 7e7 ,authorization of appropriations ,there are authorized to be appropriated such sums as are necessary to carry out this ,act1 except that not more than #g1ejj1jjj shall be available to provide financial assistance under subsection 7c77#c74 #d4 ,offset ,section #aja7;b77#ab7 of the ,water ,resources ,development ,act of #aiif 7,public ,law #ajd-cjc2 #aaj ,stat4 #cffg7 is amended by striking #ec1heb1jjj and inserting #bi1heb1jjj4 ,passed the ,senate ,july #i1 #bjad4,secretary
