project until such assistance has remained unused for a period of #ab consecutive months1 if such project has a waiting list of tenants seeking such assistance or the project has rental assistance eligible tenants who are not receiving such assistance3 ,provided further1 ,that such recaptured rental assistance shall1 to the extent practicable1 be applied to another farm labor multi-family housing project financed under section #ead or #eaf of the ,act4 ,multi-family housing revitalization program account ,for the rural housing voucher program as authorized under section #edb of the ,housing ,act of #aidi1 but notwithstanding subsection 7b7 of such section1 and for additional costs to conduct a demonstration program for the preservation and revitalization of multi-family rental housing properties described in this paragraph1 #bh1jjj1jjj1 to remain available until expended3 ,provided1 ,that of the funds made available under this heading1 #h1jjj1jjj1 shall be available for rural housing vouchers to any low-income household 7including those not receiving rental assistance7 residing in a property financed with a section #eae loan which has been prepaid after ,september #cj1 #bjje3 ,provided further1 ,that the amount of such voucher shall be the difference between comparable market rent for the section #eae unit and the tenant paid rent for such unit3 ,provided further1 ,that funds made available for such vouchers shall be subject to the availability of annual appropriations3 ,provided further1 ,that the ,secretary shall1 to the maximum extent practicable1 administer such vouchers with current regulations and administrative guidance applicable to section #h housing vouchers administered by the ,secretary of the ,department of ,housing and ,urban ,development3 ,provided further1 ,that if the ,secretary determines that the amount made available for vouchers in this or any other ,act is not needed for vouchers1 the ,secretary may use such funds for the demonstration program for the preservation and revitalization of multi-family rental housing properties described in this paragraph3 ,provided further1 ,that of the funds made available under this heading1 #bj1jjj1jjj shall be available for a demonstration program for the preservation and revitalization of the sections #ead1 #eae1 and #eaf multi-family rental housing properties to restructure existing ,,usda multi-family housing loans1 as the ,secretary deems appropriate1 expressly for the purposes of ensuring the project has sufficient resources to preserve the project for the purpose of providing safe and affordable housing for low-income residents and farm laborers including reducing or eliminating interest2 deferring loan payments1 subordinating1 reducing or reamortizing loan debt2 and other financial assistance including advances1 payments and incentives 7including the ability of owners to obtain reasonable returns on investment7 required by the ,secretary3 ,provided further1 ,that the ,secretary shall as part of the preservation and revitalization agreement obtain a restrictive use agreement consistent with the terms of the restructuring3 ,provided further1 ,that if the ,secretary determines that additional funds for vouchers described in this paragraph are needed1 funds for the preservation and revitalization demonstration program may be used for such vouchers3 ,provided further1 ,that if ,congress enacts legislation to permanently authorize a multi-family rental housing loan restructuring program similar to the demonstration program described herein1 the ,secretary may use funds made available for the demonstration program under this heading to carry out such legislation with the prior approval of the ,committees on ,appropriations of both ,houses of ,congress3 ,provided further1 ,that in addition to any other available funds1 the ,secretary may expend not more than #a1jjj1jjj total1 from the program funds made available under this including ,federal funds for related activities1 in an amount not less than funds provided3 ,provided further1 ,that #e1ggh1jjj of the amount appropriated under this heading shall be to provide grants for facilities in rural communities with extreme unemployment and severe economic depression 7,public ,law #ajf-chg71 with up to #e percent for administration and capacity building in the ,state rural pursuant to section #cbe of ,public ,law #aje-hc for training and technical assistance programs3 ,provided further1 ,that not to exceed #ai1jjj1jjj of the amount appropriated under this heading shall be for technical assistance grants for rural water and waste systems pursuant to section #cjf7;a77#ad7 of such ,act1 unless the ,secretary makes a determination of extreme need1 of which #f1jjj1jjj shall be made available for a grant to a qualified non-profit multi-state regional technical assistance organization1 with experience in working with small communities on water and waste water problems1 the principal purpose of such grant shall be to assist rural communities with populations of #c1cjj or less1 in improving the planning1 financing1 development1 operation1 and management of water and waste water systems1 and of which not less than #hjj1jjj shall be for a qualified national ,native ,american organization to provide technical assistance for rural water systems for tribal communities3 ,provided further1 ,that not to exceed #ae1iai1jjj of the amount appropriated under this heading shall be for contracting with qualified national organizations for a circuit rider program to provide technical assistance for rural water systems3 ,provided further1 ,that not to exceed #d1jjj1jjj shall be for solid waste management grants3 ,provided further1 ,that #aj1jjj1jjj of the amount appropriated under this heading shall be transferred to1 and merged with1 the ,rural ,utilities ,service1 ,high ,energy ,cost ,grants ,account to provide grants authorized under section #ai of ,houses of ,congress3 ,provided further1 ,that none of the funds available to the ,department of ,agriculture for information technology shall be obligated for projects over #be1jjj prior to receipt of written approval by the ,chief ,information ,officer4 #gjg4 ,funds made available under section #abdj;,i and section #abda7;a7 of the ,food ,security ,act of #aihe and section #ebd7;b7 of the ,federal ,crop ,insurance ,act 7#g ,u4,s4,c4 #aebd7;b77 in the current fiscal year shall remain available until expended to disburse obligations made in the current fiscal year4 #gjh4 ,hereafter1 notwithstanding any other provision of law1 any former ,,rus borrower that has repaid or prepaid an insured1 direct or guaranteed loan under the ,rural ,electrification ,act of #aicf1 or any not-for-profit utility that is eligible to receive an insured or direct loan under such ,act1 shall be eligible for assistance under section #cac7;b77#b77;,b7 of such ,act in the same manner as a borrower under such ,act4 #gji4 ,none of the funds appropriated or otherwise made available by this or any other ,act shall be used to pay the salaries and expenses of personnel to carry out section #cjg7;b7 of division ,c of the ,omnibus ,consolidated and ,emergency ,supplemental ,appropriations ,act1 #aiii 7,public ,law #aje-bgg2 #aab ,stat4 #bfha-fdj7 in excess of #d1jjj1jjj4 #gaj4 ,except as otherwise specifically provided by law1 unobligated balances from appropriations made available for salaries and expenses in this ,act for the ,farm ,service ,agency and the ,rural ,development mission area1 shall remain available through ,september #cj1 #bjaf1 for information technology expenses4 #gaa4 ,the ,secretary of ,agriculture may authorize a ,state agency to use funds provided in this ,act to exceed the maximum amount of liquid infant formula specified in #g ,,cfr #bdf4aj when issuing liquid infant formula to participants4 #gab4 ,none of the funds appropriated or otherwise made available by this ,act may be used for first-class travel by the employees of agencies funded by this ,act in contravention of sections #cja-aj4abb through #cja-aj4abd of title #da1 ,code of ,federal ,regulations4 #gac4 ,in the case of each program established or amended by the ,agricultural ,act of #bjad 7,public ,law #aac-gi71 other than by title ,i or subtitle ,a of title ,,iii of such ,act1 or programs for which indefinite amounts were provided in that ,act1 that is authorized or required to be carried out using funds of the ,commodity ,credit ,corporation-- 7#a7 such funds shall be available for salaries and related administrative expenses1 including technical assistance1 associated with the implementation of the program1 without regard to the limitation on the total amount of allotments and fund transfers contained in section #aa of the ,commodity ,credit ,corporation ,charter ,act 7#ae ,u4,s4,c4 #gad;i72 and 7#b7 the use of such funds for such purpose shall not be considered to be a fund transfer or allotment for purposes of applying the limitation on the total amount of allotments and fund transfers contained in such section4 #gad4 ,none of the funds made available in fiscal year #bjae or preceding fiscal years for programs authorized under the ,food for ,peace ,act 7#g ,u4,s4,c4 #afia et seq47 in excess of #bj1jjj1jjj shall be used to reimburse the ,commodity ,credit ,corporation for the release of eligible commodities under section #cjb7;f77#b77;,a7 of the ,bill ,emerson ,humanitarian ,trust ,act 7#g ,u4,s4,c4 #agcf;f-#a73 ,provided1 ,that any such funds made available to reimburse the ,commodity ,credit ,corporation shall only be used pursuant to section #cjb7;b77#b77;,b77i7 of the ,bill ,emerson ,humanitarian ,trust ,act4 #gae4 ,of the funds made available by this ,act1 not more than #b1jjj1jjj shall be used to cover necessary expenses of activities related to all advisory committees1 panels1 commissions1 and task forces of the ,department of ,agriculture1 except for panels used to comply with negotiated rule makings and panels used to evaluate competitively awarded grants4 #gaf4 ,none of the funds in this ,act shall be available to pay indirect costs charged against any agricultural research1 education1 or extension grant awards issued by the ,national ,institute of ,food and ,agriculture that exceed #cj percent of total ,federal funds provided under each award3 ,provided1 ,that notwithstanding section #adfb of the ,national ,agricultural ,research1 ,extension1 and ,teaching ,policy ,act of #aigg 7#g ,u4,s4,c4 #ccaj71 funds provided by this ,act for grants awarded competitively by the ,national ,institute of ,food and ,agriculture shall be available to pay full allowable indirect costs for each grant awarded under section #i of the ,small ,business ,act 7#ae ,u4,s4,c4 #fch74 #gag4 ,for loans and loan guarantees that do not require budget authority and the program level has been established in this ,act1 the ,secretary of ,agriculture may increase the program level for such loans and loan guarantees by not more than #be percent3 ,provided1 ,that prior to the ,secretary implementing such an increase1 the ,secretary notifies1 in writing1 the ,committees on ,appropriations of both ,houses of ,congress at least #ae days in advance4 #gah4 ,none of the funds appropriated or otherwise made available by this or any other ,act shall be used to pay the salaries and expenses of personnel to carry out the following3 7#a7 ,the ,watershed ,rehabilitation program authorized by section #ad7;h77#a7 of the ,watershed ,protection and ,flood ,prevention ,act 7#af ,u4,s4,c4 #ajab7;h77#a772 7#b7 ,the ,environmental ,quality ,incentives ,program as authorized by sections #abdj-abdj;,h of the ,food ,security ,act of #aihe 7#af ,u4,s4,c4 #chci;aa-#chci;aa-#h7 in excess of #a1cej1jjj1jjj4 ,of the funds available under section #abda7;a77#e77;,b7 of such ,act1 #acf1jjj1jjj are hereby permanently cancelled4 #gai4 ,none of the funds appropriated or otherwise made available by this or any other ,act shall be used to pay the salaries and expenses of personnel to carry out a program under subsection 7b77#b77;,a77vii7 of section #adbbb of ,public ,law #aaj-bdf in excess of #iei1jjj1jjj1 as follows3 ,child ,nutrition ,programs ,entitlement ,commodities--#dfe1jjj1jjj2 ,state ,option ,contracts--#e1jjj1jjj2 ,removal of ,defective ,commodities--#b1ejj1jjj3 ,provided1 ,that none of the funds made available in this ,act or any other ,act shall be used for salaries and expenses to carry out in this fiscal year section #ai7;i77#a77;,e7 of the ,richard ,b4 ,russell ,national ,school ,lunch ,act1 as amended1 except in an amount that excludes the transfer of #abb1jjj1jjj of the funds to be transferred under subsection 7c7 of section #adbbb of ,public ,law #aaj-bdf1 until ,october #a1 #bjae3 ,provided further1 ,that #abb1jjj1jjj made available on ,october #a1 #bjae1 to carry out section #ai7;i77#a77;,e7 of the ,richard ,b4 ,russell ,national ,school ,lunch ,act1 as amended1 shall be excluded from the limitation described in subsection 7b77#b77;,a77viii7 of section #adbbb of ,public ,law #aaj-bdf3 ,provided further1 ,that none of the funds appropriated or otherwise made available by this or any other ,act shall be used to pay the salaries or expenses of any employee of the ,department of ,agriculture or officer of the ,commodity ,credit ,corporation to carry out clause #c of section #cb of the ,agricultural ,adjustment ,act of #aice 7,public ,law #gd-cbj1 #g ,u4,s4,c4 #fab;c1 as amended71 or for any surplus removal activities or price support activities under section #e of the ,commodity ,credit ,corporation ,charter ,act3 ,provided further1 ,that of the available unobligated balances under 7b77#b77;,a77vii7 of section #adbbb of ,public ,law #aaj-bdf1 #bjc1jjj1jjj are hereby rescinded4 #gbj4 ,none of the funds appropriated by this or any other ,act shall be used to pay the salaries and expenses of personnel who prepare or submit appropriations language as part of the ,president's budget submission to the ,congress of the ,united ,states for programs under the jurisdiction of the ,appropriations ,subcommittees on ,agriculture1 ,rural ,development1 ,food and ,drug ,administration1 and ,related ,agencies that assumes revenues or reflects a reduction from the previous year due to user fees proposals that have not been enacted into law prior to the submission of the budget unless such budget submission identifies which additional spending reductions should occur in the event the user fees proposals are not enacted prior to the date of the convening of a committee of conference for the fiscal year #bjaf appropriations ,act4 #gba4 7a7 ,none of the funds provided by this ,act1 or provided by previous ,appropriations ,acts to the agencies funded by this ,act that remain available for obligation or expenditure in the current fiscal year1 or provided from any accounts in the ,treasury of the ,united ,states derived by the collection of fees available to the agencies funded by this ,act1 shall be available for obligation or expenditure through a reprogramming1 transfer of funds1 or reimbursements as authorized by the ,economy ,act1 or in the case of the ,department of ,agriculture1 through use of the authority provided by section #gjb7;b7 of the ,department of ,agriculture ,organic ,act of #aidd 7#g ,u4,s4,c4 #bbeg7 or section #h of ,public ,law #hi-ajf 7#g ,u4,s4,c4 #bbfc71 that-- 7#a7 creates new programs2 7#b7 eliminates a program1 project1 or activity2 7#c7 increases funds or personnel by any means for any project or activity for which funds have been denied or restricted2 7#d7 relocates an office or employees2 7#e7 reorganizes offices1 programs1 or activities2 or 7#f7 contracts out or privatizes any functions or activities presently performed by ,federal employees2 unless the ,secretary of ,agriculture or the ,secretary of ,health and ,human ,services 7as the case may be7 notifies1 in writing1 the ,committees on ,appropriations of both ,houses of ,congress at least #cj days in advance of the reprogramming of such funds or the use of such authority4 7b7 ,none of the funds provided by this ,act1 or provided by previous ,appropriations ,acts to the agencies funded by this ,act that remain available for obligation or expenditure in the current fiscal year1 or provided from any accounts in the ,treasury of the ,united ,states derived by the collection of fees available to the agencies funded by this ,act1 shall be available for obligation or expenditure for activities1 programs1 or projects through a reprogramming or use of the authorities referred to in subsection 7a7 involving funds in excess of #ejj1jjj or #aj percent1 whichever is less1 that-- 7#a7 augments existing programs1 projects1 or activities2 7#b7 reduces by #aj percent funding for any existing program1 project1 or activity1 or numbers of personnel by #aj percent as approved by ,congress2 or 7#c7 results from any general savings from a reduction in personnel which would result in a change in existing programs1 activities1 or projects as approved by ,congress2 unless the ,secretary of ,agriculture or the ,secretary of ,health and ,human ,services 7as the case may be7 notifies1 in writing1 the ,committees on ,appropriations of both ,houses of ,congress at least #cj days in advance of the reprogramming or transfer of such funds or the use of such authority4 7c7 ,the ,secretary of ,agriculture or the ,secretary of ,health and ,human ,services shall notify in writing the ,committees on ,appropriations of both ,houses of ,congress before implementing any program or activity not carried out during the previous fiscal year unless the program or activity is funded by this ,act or specifically funded by any other ,act4 7d7 ,as described in this section1 no funds may be used for any activities unless the ,secretary of ,agriculture or the ,secretary of ,health and ,human ,services receives from the ,committee on ,appropriations of both ,houses of ,congress written or electronic mail confirmation of receipt of the notification as required in this section4 #gbb4 ,notwithstanding section #caj;,b7g77#e7 of the ,consolidated ,farm and ,rural ,development ,act 7#g ,u4,s4,c4 #aicb7;g77#e771 the ,secretary may assess a one-time fee for any guaranteed business and industry loan in an amount that does not exceed #c percent of the guaranteed principal portion of the loan4 #gbc4 ,none of the funds appropriated or otherwise made available to the ,department of ,agriculture1 the ,food and ,drug ,administration1 or the ,farm ,credit ,administration shall be used to transmit or otherwise make available to any non-,department of ,agriculture1 non-,department of ,health and ,human ,services1 or non-,farm ,credit ,administration employee questions or responses to questions that are a result of information requested for the appropriations hearing process4 #gbd4 ,unless otherwise authorized by existing law1 none of the funds provided in this ,act1 may be used by an executive branch agency to produce any prepackaged news story intended for broadcast or distribution in the ,united ,states unless the story includes a clear notification within the text or audio of the prepackaged news story that the prepackaged news story was prepared or funded by that executive branch agency4 #gbe4 ,no employee of the ,department of ,agriculture may be detailed or assigned from an agency or office funded by this ,act or any other ,act to any other agency or office of the ,department for more than #cj days unless the individual's employing agency or office is fully reimbursed by the receiving agency or office for the salary and expenses of the employee for the period of assignment4 #gbf4 ,there is hereby appropriated #a1iif1jjj to carry out section #afba of ,public ,law #aaj-bdf4 #gbg4 ,there is hereby appropriated #fjj1jjj for the purposes of section #gbg of division ,a of ,public ,law #aab-ee4 #gbh4 ,not later than #cj days after the date of enactment of this ,act1 the ,secretary of ,agriculture1 the ,commissioner of the ,food and ,drug ,administration1 and the ,chairman of the ,farm ,credit ,administration shall submit to the ,committees on ,appropriations of the ,house of ,representatives and the ,senate a detailed spending plan by program1 project1 and activity for the funds made available under this ,act1 as outlined under the heading ,program1 ,project1 and ,activity in the report accompanying this ,act4 #gbi4 ,hereafter1 the ,secretary may charge a fee for lenders to access ,department loan guarantee systems in connection with such lenders' participation in loan guarantee programs of the ,rural ,housing ,service3 ,provided1 ,that the funds collected from such fees shall be made available to the ,secretary without further appropriation and such funds shall be deposited into the ,rural ,development ,salaries and ,expense ,account and shall remain available until expended for obligation and expenditure by the ,secretary for administrative expenses of the ,rural ,housing ,service ,loan ,guarantee ,program in addition to other available funds3 ,provided further1 ,that such fees collected shall not exceed #ej per loan4 #gcj4 ,in addition to amounts otherwise made available by this ,act and notwithstanding the last sentence of #af ,u4,s4,c4 #acaj1 there is appropriated #d1jjj1jjj1 to remain available until expended1 to implement non-renewable agreements on eligible lands1 including flooded agricultural lands1 as determined by the ,secretary1 under the ,water ,bank ,act 7#af ,u4,s4,c4 #acja-acaa74 #gca4 7a7 ,the ,secretary of ,agriculture and the ,commissioner of the ,food and ,drug ,administration shall submit annual reports to the ,inspector ,general or senior ethics official for any entity without an ,inspector ,general1 regarding the costs and contracting procedures related to each conference held by any such ,department1 agency1 board1 commission1 or office during fiscal year #bjae for which the cost to the ,united ,states ,government was more than #ajj1jjj4 7b7 ,each report submitted shall include1 for each conference described in subsection 7a7 held during the applicable period-- 7#a7 a description of its purpose2 7#b7 the number of participants attending2 7#c7 a detailed statement of the costs to the ,united ,states ,government1 including-- 7,a7 the cost of any food or beverages2 7,b7 the cost of any audio-visual services2 7,c7 the cost of employee or contractor travel to and from the conference2 and 7,d7 a discussion of the methodology used to determine which costs relate to the conference2 and 7#d7 a description of the contracting procedures used including-- 7,a7 whether contracts were awarded on a competitive basis2 and 7,b7 a discussion of any cost comparison conducted by the departmental component or office in evaluating potential contractors for the conference4 7c7 ,within #ae days of the date of a conference held by any executive branch department1 agency1 board1 commission1 or office funded by this ,act during fiscal year #bjae for which the cost to the ,united ,states ,government was more than #bj1jjj1 the head of any such ,department1 agency1 board1 commission1 or office shall notify the ,inspector ,general or senior ethics official for any entity without an ,inspector ,general1 of the date1 location1 and number of employees attending such conference4 7d7 ,a grant or contract funded by amounts appropriated by this ,act to an executive branch agency may not be used for the purpose of defraying the costs of a conference described in subsection 7c7 that is not directly and programmatically related to the purpose for which the grant or contract was awarded1 such as a conference held in connection with planning1 training1 assessment1 review1 or other routine purposes related to a project funded by the grant or contract4 7e7 ,none of the funds made available in this ,act may be used for travel and conference activities that are not in compliance with ,office of ,management and ,budget ,memorandum ,m-#ab-ab dated ,may #aa1 #bjab4 #gcb4 7a7 ,in general ,the ,secretary of ,health and ,human ,services1 on behalf of the ,united ,states may hereafter1 whenever the ,secretary deems desirable1 relinquish to the ,state of ,arkansas all or part of the jurisdiction of the ,united ,states over the lands and properties encompassing the ,jefferson ,labs campus in the ,state of ,arkansas that are under the supervision or control of the ,secretary4 7b7 ,terms ,relinquishment of jurisdiction under this section may be accomplished1 under terms and conditions that the ,secretary deems advisable-- 7#a7 by filing with the ,governor of the ,state of ,arkansas a notice of relinquishment to take effect upon acceptance thereof2 or 7#b7 as the laws of such ,state may otherwise provide4 7c7 ,definition ,in this section1 the term ,jefferson ,labs campus means the lands and properties of the ,national ,center for ,toxicological ,research and the ,arkansas ,regional ,laboratory4 7d7 ,agreement regarding jefferson county technology research and commercialization center 7#a7 ,in general ,the ,secretary may hereafter enter into an agreement with the ,state of ,arkansas or an agency of such ,state or a public or private entity with respect to the establishment or operation of a technology research and commercialization center in ,jefferson ,county1 ,arkansas1 proximate to the ,jefferson ,labs campus4 7#b7 ,receipt and expenditure of funds ,pursuant to such agreement1 the ,secretary may hereafter receive and retain funds from such entity and use such funds1 in addition to such other funds as are made available by this act or future acts for the operation of the ,national ,center for ,toxicological ,research1 for the purposes listed in paragraph 7#c74 ,funds received from such entity shall be deemed to be appropriated for such purposes and shall remain available until expended4 7#c7 ,purposes 7,a7 ,in general ,funds described by paragraph 7#b7 shall be available to defray-- 7i7 the costs of creating1 upgrading1 and maintaining connections between such center and roads1 communications facilities1 and utilities that are on the ,jefferson ,labs campus2 and 7ii7 the costs of upgrades1 relocation1 repair1 and new constructions of roads1 communications facilities1 and utilities on such campus as may be necessary for such agreement4 7,b7 ,other acts ,for purposes of this and any subsequent ,act1 the operation of the ,national ,center for ,toxicological ,research shall be deemed to include the purposes listed in subparagraph 7,a74 #gcc4 ,the ,secretary shall set aside for ,rural ,economic ,area ,partnership 7,,reap7 ,zones1 until ,august #ae1 #bjae1 an amount of funds made available in title ,,iii as follows3 7a7 with respect to funds under the headings of ,rural ,housing ,insurance ,fund ,program ,account1 ,mutual and ,self-,help ,housing ,grants1 ,rural ,community ,facilities ,program ,account1 ,rural ,development ,loan ,fund ,program ,account1 and ,rural ,water and ,waste ,disposal ,program ,account the set aside shall equal the amount obligated in ,,reap ,zones with respect to funds provided under such headings during the #bjjh fiscal year2 and 7b7 with respect to funds under the headings of ,rural ,business ,program ,account1 and ,rural ,housing ,assistance ,grants the set aside shall equal the amount obligated in ,,reap ,zones with respect to funds provided under such headings in the most recent fiscal year funds were obligated under the heading4 #gcd4 ,in response to an eligible community where the drinking water supplies are inadequate due to a natural disaster1 as determined by the ,secretary1 including drought or severe weather1 the ,secretary may provide potable water through the ,emergency ,community ,water ,assistance ,grant ,program for an additional period of time not to exceed #abj days beyond the established period provided under the ,program in order to protect public health4 #gce4 ,hereafter1 none of the funds appropriated by this or any other ,act may be used to carry out section #dja of the ,federal ,meat ,inspection ,act 7#ba ,u4,s4,c4 #fgi;a7 or section #cj of the ,poultry ,products ,inspection ,act 7#ba ,u4,s4,c4 #dga74 #gcf4 ,the ,secretary of ,agriculture and the ,secretary's designees are hereby granted the same access to information and subject to the same requirements applicable to the ,secretary of ,housing and ,urban ,development as provided in section #dec7;j7 of the ,social ,security ,act 7#db ,u4,s4,c4 #fec7;j77 and section #fajc7l77#g77;,d77ix7 of the ,internal ,revenue ,code of #aihf 7#bf ,u4,s4,c4 #fajc7l77#g77;,d77ix77 to verify the income for individuals participating in sections #ejb1 #ejd1 or #eba of the ,housing ,act of #aidi 7#db ,u4,s4,c4 #adgb1 #adgd1 and #adij;a74 #gcg4 ,there is hereby established in the ,treasury of the ,united ,states a fund to be known as the ,nonrecurring expenses fund 7the ,fund73 ,provided1 ,that unobligated balances of expired discretionary funds appropriated in this or any succeeding fiscal year from the ,general ,fund of the ,treasury to the ,department of ,agriculture 7except the ,forest ,service7 by this or any other ,act may be transferred 7not later than the end of the fifth fiscal year after the last fiscal year for which such funds are available for the purposes for which appropriated7 into the ,fund3 ,provided further1 ,that amounts deposited in the ,fund shall be available until expended1 and in addition to such other funds as may be available for such purposes1 for capital acquisition necessary for the operation of the ,department of ,agriculture1 including facilities infrastructure and information technology infrastructure1 subject to approval by the ,office of ,management and ,budget3 ,provided further1 ,that amounts in the ,fund may be obligated only after the ,committees on ,appropriations of the ,house of ,representatives and the ,senate are notified at least #ae days in advance of the planned use of funds4 #gch4 ,there is hereby appropriated for the 8,emergency ,watershed ,protection ,program01 #aji1igh1jjj1 to remain available until expended2 for the ,emergency ,forestry ,restoration ,program1 #ae1jjj1jjj1 to remain available until expended2 and for the ,emergency ,conservation ,program1 #aa1gee1jjj1 to remain available until expended3 ,provided1 ,that #he1jjj1jjj made available for the ,emergency ,watershed ,protection ,program and #ae1jjj1jjj made available for the ,emergency ,forestry ,restoration ,program under this section are for necessary expenses resulting from a major disaster declared pursuant to the ,robert ,t4 ,stafford ,disaster ,relief and ,emergency ,assistance ,act 7#db ,u4,s4,c4 #eaba et seq471 and are designated by the ,congress as being for disaster relief pursuant to section #bea7;b77#b77;,d7 of the ,balanced ,budget and ,emergency ,deficit ,control ,act of #aihe4 #gci4 ,the ,secretary1 within #ahj days of enactment1 shall conduct a pre-hearing1 public information session patterned on ,part #ijj of the ,,cfr to consider proposals developed within the ,department or submitted by interested persons of alternatives to end product pricing formulae3 ,provided1 ,that following this pre-hearing process1 the ,secretary retains discretion over whether to proceed to a full1 formal hearing3 ,provided further1 ,that should the ,secretary decide at the conclusion of the pre-hearing process not to proceed to a formal hearing1 the ,secretary shall submit a report to the ,committee within #fj days of that decision setting forth in detail the rationale for that decision4 #gdj4 ,none of the funds made available in this ,act may be used to pay for the painting of a portrait of an officer or employee of the ,federal ,government1 including the ,president1 the ,vice ,president1 a ,member of ,congress 7including a ,delegate or a ,resident ,commissioner to ,congress71 the head of an executive branch agency 7as defined in section #acc of title #da1 ,united ,states ,code71 or the head of an office of the legislative branch4 #gda4 ,the ,secretary shall report to the ,committee on rural housing loans provided under section #ejb of the ,housing ,act of #aidi 7#db ,u4,s4,c4 #adgb71 for each of the five preceding years1 including3 7#a7 the total number of loans provided by the ,secretary that are equal to or more than #ejj1jjj2 7#b7 the total number of guarantees provided by the ,secretary on loans with an original principal obligation that is equal to or more than #ejj1jjj2 7#c7 the location1 including the city and ,state1 of each property for which the ,secretary provided such a loan or loan guarantee2 and 7#d7 the number of loans and loan guarantees that have resulted in losses to the ,secretary as a result of defaults1 and the total amount of such losses4 #gdb4 ,none of the funds made available in this ,act may be used for other than coach-class transportation accommodations 7within the meaning given that term under the ,federal ,travel ,regulation7 by an agency that fails to submit the report relating to the use of other than coach-class transportation accommodations by the agency required under subpart ,b of part #cjj-gj of the ,federal ,travel ,regulation for fiscal 7a7 ,the ,senate finds that-- 7#a7 ,october #bj1 #bjad1 marks the twentieth anniversary of the signing into law of the ,equity in ,educational ,land-,grant ,status ,act of #aiid 7#g ,u4,s4,c4 #cja note2 ,public ,law #ajc-chb71 which granted ,federal land-grant status to ,tribal ,colleges and ,universities 7,t,c,us7 known as the #aiid land-grant institutions2 7#b7 the ,equity in ,educational ,land ,grant ,status ,act of #aiid addresses the essential need for ,native ,americans to explore and adopt new and evolving technologies for managing tribal land1 with the hope of continued improvement of reservation land2 7#c7 the extension programs of the #aiid land-grant institutions strengthen communities through outreach programs designed to bolster economic development1 community resources1 family and youth development1 natural resources development1 agriculture1 and health and nutrition education2 7#d7 the #aiid land-grant institutions are helping to address the epidemic rates of diabetes and cardiovascular disease that plague ,indian reservations through the promotion of healthful food systems and food science and nutrition education programs2 and 7#e7 the mission and successes of the #aiid land-grant institutions deserve national recognition4 7b7 ,it is the sense of the ,senate that-- 7#a7 the outstanding contributions of the #aiid land-grant institutions to the work of the great land-grant system of the ,united ,states should be recognized2 7#b7 expanded collaboration and cooperation within the land-grant system is encouraged to advance and sustain academic and community programs that serve all people of the ,united ,states2 and 7#c7 the people of the ,united ,states are encouraged to observe and celebrate the twentieth anniversary of the signing into law of the ,equity in ,educational ,land-,grant ,status ,act of #aiid 7#g ,u4,s4,c4 #cja note2 ,public ,law #ajc-chb71 including efforts to advance the growth and sustainability of the #aiid land-grant institutions and communities served by those institutions4 #gde4 7a7 ,in general ,none of the funds made available by this or any other ,act may be used to exclude or restrict1 or to pay the salaries and expenses of personnel to exclude or restrict1 the eligibility of any variety of fresh1 whole1 or cut vegetables1 except for vegetables with added sugars1 fats1 or oils1 from being provided under the ,special ,supplemental ,nutrition ,program for ,women1 ,infants1 and ,children under section #ag of the ,child ,nutrition ,act of #aiff 7#db ,u4,s4,c4 #aghf74 7b7 ,within #ij days of enactment of this ,act the ,secretary shall commence the next scheduled regular review of the ,special ,supplemental ,nutrition ,program for ,women1 ,infants1 and ,children food package1 including the nutrient value of all fresh fruits and vegetables4 7c7 ,if the review in subsection 7b7 recommends that a fresh fruit or vegetable shall be eligible for purchase under the ,special ,supplemental ,nutrition ,program for ,women1 ,infants1 and ,children1 none of the funds made available under this or any other subsequent ,act may be used to exclude or restrict the eligibility of that variety of fresh fruit or vegetable1 except for a fruit or vegetable with added sugars1 fats1 or oils1 from being provided under the ,special ,supplemental ,nutrition ,program for ,women1 ,infants1 and ,children under section #ag of the ,child ,nutrition ,act of #aiff 7#db ,u4,s4,c4 #aghf74 7d7 ,if the review in subsection 7b7 recommends that any fresh fruit or vegetable shall not be available for purchase under the ,special ,supplemental ,nutrition ,program for ,women1 ,infants1 and ,children1 subsection 7a7 shall expire upon the publication of the regularly scheduled review in the ,federal ,register4 7e7 ,the ,secretary shall explain the results of the review conducted under subsection 7b7 in a report to the ,senate ,committee on ,agriculture1 ,nutrition and ,forestry and the ,house ,committee on ,education and ,workforce1 and the ,committees on ,appropriations in both ,houses of ,congress within #abj days after completion4 #gdf4 ,none of the funds made available in this ,act may be used to pay the salaries or expenses of personnel-- 7#a7 to inspect horses under section #c of the ,federal ,meat ,inspection ,act 7#ba ,u4,s4,c4 #fjc72 7#b7 to inspect horses under section #ijc of the ,federal ,agriculture ,improvement and ,reform ,act of #aiif 7#g ,u4,s4,c4 #aija note2 ,public ,law #ajd-abg72 or 7#c7 to implement or enforce section #ceb4ai of title #i1 ,code of ,federal ,regulations 7or a successor regulation74 #gdg4 7a7 ,none of the funds appropriated or otherwise made available by this ,act shall be used to implement1 or to pay the salaries and expenses of personnel to implement1 any regulations under the ,richard ,b4 ,russell ,national ,school ,lunch ,act 7#db ,u4,s4,c4 #agea et seq471 the ,child ,nutrition ,act of #aiff 7#db ,u4,s4,c4 #agga et seq471 the ,healthy1 ,hunger-,free ,kids ,act of #bjaj 7,public ,law #aaa-bif71 or any other law that would require a reduction in the quantity of sodium contained in federally reimbursed meals and snacks below ,target #a 7as described in section #bbj4h7;f77#c7 of title #g1 ,code of ,federal ,regulations 7or successor regulations77 until scientific research supports the reduction for children4 7b7 7#a7 ,not later than #ahj days after the date of enactment of this ,act1 the ,secretary of ,agriculture shall submit to ,congress a report that assesses whether there is an acceptable range of whole grain products currently available to allow schools to plan menus that are compliant with the whole grain requirements in effect as of ,july #a1 #bjad1 as described in section #baj4aj of title #g1 ,code of ,federal ,regulations 7as in effect on the date of enactment of this ,act74 7#b7 ,if under paragraph 7#a71 the ,secretary determines a whole grain product to be of insufficient quantity or unacceptable quality1 the ,secretary shall identify alternative products that would be considered to meet the requirements until such time as the ,secretary determines that whole grain products are of sufficient quantity and quality4 7c7 7#a7 ,not later than #ij days after the date of enactment of this ,act1 the ,secretary of ,agriculture shall submit to ,congress a report that contains a comprehensive plan to provide enhanced training and technical assistance to schools1 school food authorities1 and ,state agencies to meet the requirements of the final rule entitled ,nutrition ,standards in the ,national ,school ,lunch and ,school ,breakfast ,programs 7#gg ,fed4 ,reg4 #djhh2 ,january #bf1 #bjab74 7#b7 ,the plan shall include strategies to help schools reduce plate waste and maintain or improve participation in the school lunch program established under the ,richard ,b4 ,russell ,national ,school ,lunch ,act 7#db ,u4,s4,c4 #agea et seq47 and the school breakfast program established by section #d of the ,child ,nutrition ,act of #aiff 7#db ,u4,s4,c4 #aggc74 ,this ,act may be cited as the ,agriculture1 ,rural ,development1 ,food and ,drug ,administration1 and ,related ,agencies ,appropriations ,act1 #bjae4 ,may #bb1 #bjad,read twice and placed on the calendar
