,services ,act4 #b4 ,findings ,congress makes the following findings3 7#a7 ,fetal ,alcohol ,spectrum ,disorders 7,,fasd7 are the spectrum of serious1 life-long disorders caused by prenatal exposure to alcohol1 which include ,fetal ,alcohol ,syndrome1 ,alcohol-,related ,neurodevelopmental ,disorder1 and ,alcohol-,related ,birth ,defects4 7#b7 ,in the decades that have passed since ,fetal ,alcohol ,syndrome was first recognized in the ,united ,states1 this fully preventable condition has continued to affect ,american children and families4 7#c7 ,prenatal alcohol exposure can cause brain damage that produces cognitive and behavioral impairments4 ,prenatal alcohol exposure can cause intellectual disabilities or low ,,iq and difficulties with learning1 memory1 attention1 and problem solving4 ,it can also create problems with executive functioning and adaptive behavior that impairs mental health and social interaction4 ,prenatal alcohol exposure does not always result in below average ,,iq or visible birth defects1 which makes ,fetal ,alcohol ,spectrum ,disorders difficult to identify1 leading to improper treatment or denial of support services4 7#d7 ,prenatal alcohol exposure also can cause growth retardation1 birth defects involving the heart1 kidney1 vision and hearing1 and a characteristic pattern of facial abnormalities4 ,prenatal alcohol exposure can also result in secondary behavioral characteristics that may include mental health disorders and learning and behavioral problems resulting in disrupted school experience1 trouble with the law1 incarceration1 inappropriate sexual behavior1 alcohol or drug problems1 dependent living1 and problems with employment4 7#e7 ,according to the ,substance ,abuse and ,mental ,health ,services ,administration1 more than #a in #e women report drinking alcohol in the first trimester of pregnancy1 #a in #ad in the second trimester1 and #a in #bj in the third trimester1 even though there is no known safe level of alcohol consumption during pregnancy4 7#f7 ,the incidence rate for all ,fetal ,alcohol ,spectrum ,disorders is estimated in a publication of the ,national ,institute on ,alcohol ,abuse and ,alcoholism to be about #aj out of #a1jjj births 7#a percent of births7 or #dj1jjj newborns each year4 ,it is estimated that as many as #b per #a1jjj1 or #bj percent of alcohol exposed newborns1 have ,fetal ,alcohol ,syndrome1 the most serious and identifiable of the ,fetal ,alcohol ,spectrum ,disorders4 7#g7 ,as measured by the ,fetal ,alcohol ,syndrome ,surveillance ,network1 a partnership between the ,centers for ,disease ,control and ,prevention and #e different ,states1 prevalence of ,fetal ,alcohol ,spectrum ,disorders can be even higher in certain populations1 such as ,american ,indians and ,alaska ,natives1 foster care children1 adoptive children from the ,united ,states and from countries where alcohol consumption is more prevalent1 and in certain areas1 such as those characterized by low socioeconomic status4 7#h7 ,fetal ,alcohol ,spectrum ,disorders pose extraordinary financial costs to the ,nation1 including the cost of specialized health care1 education1 foster care1 incarceration1 job training1 and general support services for individuals affected by ,fetal ,alcohol ,spectrum ,disorders4 7#i7 ,lifetime health costs for an individual with ,fetal ,alcohol ,syndrome ranges from #hfj1jjj to #d1jjj1jjj4 ,the cost of ,fetal ,alcohol ,syndrome in the ,united ,states is estimated to be at least #f1jjj1jjj1jjj in #bjjg4 ,total economic costs would be even higher for all ,fetal ,alcohol ,spectrum ,disorders4 7#aj7 ,there is a great need for research1 surveillance1 prevention1 treatment1 and support services for individuals with ,fetal ,alcohol ,spectrum ,disorders and their families4 7#aa7 ,the ,national ,institutes of ,health1 in coordination with other ,federal agencies1 the ,interagency ,coordinating ,committee on ,fetal ,alcohol ,syndrome1 and the ,national ,task ,force on ,fetal ,alcohol ,syndrome and ,fetal ,alcohol ,effect1 has an opportunity to advance research on ,fetal ,alcohol ,spectrum ,disorders in many areas1 including the following3 7,a7 ,the identification of the mechanisms that produce the cognitive and behavioral problems associated with fetal alcohol exposure4 7,b7 ,the identification of a neurocognitive and neurobehavioral phenotype for prenatal alcohol-related conditions other than ,fetal ,alcohol ,syndrome4 7,c7 ,the identification of biological markers that can be used to indicate fetal alcohol exposure4 7,d7 ,the identification of fetal and maternal risk factors that increase susceptibility to ,fetal ,alcohol ,spectrum ,disorders4 7,e7 ,the investigation of behavioral and pharmacotherapies for alcohol-dependent women to determine new approaches for sustaining recovery4 7,f7 ,the development of scientific-based pharmacologic and nutrient augmentation-based pre- and post-natal interventions to antagonize or mitigate the effects of prenatal alcohol exposure4 7,g7 ,the development of neurocognitive interventions to address deficits in neurocognitive function for individuals with ,fetal ,alcohol ,spectrum ,disorders4 7,h7 ,the development of standards for measuring1 reporting1 and analyzing alcohol consumption patterns in pregnant women4 7,i7 ,the development of enhanced technological approaches for the diagnosis of ,fetal ,alcohol ,spectrum ,disorders including investigation of prenatal ultrasound1 non-invasive imaging1 three-dimensional facial feature imaging and their application in telemedicine to aid in remote diagnosis4 7,j7 ,the evaluation of the role of alcohol in ,sudden ,infant ,death ,syndrome 7,,sids71 unexplained stillbirth1 and premature birth4 7,k7 ,the collection and banking of biomaterials for future analyses to aid in the identification of genetic and other biological and environmental risk factors contributing in the development of ,fetal ,alcohol ,spectrum ,disorders4 7,l7 ,the identification of barriers to implementing alcohol screening in primary care and obstetric practice1 and explore the acceptability of new screening technologies1 such as computer assisted interviewing4 7,m7 ,the development of approaches for selected and indicated prevention1 to decrease the potential for ,,fasd births among the women at greatest
