,democratic ,party and the ,patriotic   
,union of ,kurdistan from treatment as  
terrorist organizations and for other   
purposes4  #a4 ,treatment of the        
,kurdistan ,democratic ,party and the   
,patriotic ,union of ,kurdistan under   
the ,immigration and ,nationality ,act  
7a7 ,exemption of the ,kurdistan        
,democratic ,party and the ,patriotic   
,union of ,kurdistan from treatment as  
terrorist organizations  7#a7 ,in       
general ,except as provided in paragraph
 7#b71 the ,kurdistan ,democratic ,party
 and the ,patriotic ,union of ,kurdistan
 shall not be considered to be terrorist
 organizations 7as defined in section   
#bab7;a77#c77;,b77vi77,,iii7 of the     

,immigration and ,nationality ,act 7#h  
,u4,s4,c4                               
#aahb7;a77#c77;,b77vi77,,iii777 for     
purposes of such section                
#bab7;a77#c77;,b74  7#b7 ,exception ,the
 ,secretary of ,state1 after            
consultation with the ,secretary of     
,homeland ,security and the ,attorney   
,general1 or the ,secretary of ,homeland
 ,security1 after consultation with the 
,secretary of ,state and the ,attorney  
,general1 may suspend the application of
 paragraph 7#a7 for either or both of   
the groups referred to in paragraph 7#a7
 in such ,secretary's sole and          
unreviewable discretion4  7b7 ,relief   
regarding admissibility of nonimmigrant 
aliens associated with the ,kurdistan   
,democratic ,party and the ,patriotic   
,union of ,kurdistan  7#a7 ,in general  
,subject to paragraph 7#b71 section     
#bab7;a77#c77;,b7 of the ,immigration   
and ,nationality ,act 7#h ,u4,s4,c4     
#aahb7;a77#c77;,b77 shall not apply to  
an alien1 with respect to the alien's   

activities undertaken in association    
with the ,kurdistan ,democratic ,party  
or the ,patriotic ,union of ,kurdistan1 
if the alien is applying for a          
nonimmigrant visa1 presents himself or  
herself for inspection to an immigration
 officer at a port of entry as a        
nonimmigrant1 or is applying in the     
,united ,states for nonimmigrant status1
 unless a consular officer or the       
,secretary of ,homeland ,security-- 7,a7
 knows1 or has reasonable grounds to    
believe1 that the alien poses a threat  
to the safety and security of the       
,united ,states2 or  7,b7 otherwise     
believes1 in his or her discretion1 that
 the alien does not warrant a visa1     
admission to the ,united ,states1 or a  
grant of nonimmigrant status in the     
totality of the circumstances4  7#b7    
,exception ,the ,secretary of ,state1   
after consultation with the ,secretary  
of ,homeland ,security and the ,attorney
 ,general1 or the ,secretary of         
,homeland ,security1 after consultation 

with the ,secretary of ,state and the   
,attorney ,general1 may suspend the     
application of paragraph 7#a7 in such   
,secretary's sole and unreviewable      
discretion4  7#c7 ,consultation         
requirement ,the ,secretary of ,state   
and the ,secretary of ,homeland         
,security shall implement this          
subsection in consultation with the     
,attorney ,general4  7#d7 ,construction 
,nothing in this subsection may be      
construed to alter an alien's burden of 
demonstrating admissibility under the   
immigration laws of the ,united ,states4
  #b4 ,prohibition on judicial review   
,notwithstanding any other provision of 
law 7whether statutory or nonstatutory71
 section #bdb of the ,immigration and   
,nationality ,act 7#h ,u4,s4,c4 #abeb71 
sections #acfa and #afea of title #bh1  
,united ,states ,code1 section #bbda of 
such title1 and any other habeas corpus 
provision of law1 no court shall have   
jurisdiction to review any determination
 made pursuant to this ,act4
