amend the ,national ,alzheimer's        
,project ,act to require the ,director  
of the ,national ,institutes of ,health 
to prepare and submit1 directly to the  
,president for review and transmittal to
 ,congress1 an annual budget estimate   
7including an estimate of the number and
 type of personnel needs for the        
,institutes7 for the initiatives of the 
,national ,institutes of ,health        
pursuant to such ,act4  #a4 ,short title
  ,this ,act may be cited as the        
,alzheimer's ,accountability ,act of    
#bjad44  #b4 ,findings ,the ,congress   
finds as follows3 7#a7 ,alzheimer's     
disease is the most expensive disease in
 the ,united ,states today4 ,its costs  

are set to increase like the costs of no
 other disease and will be carried in   
substantial measure through the         
,medicare and ,medicaid programs4  7#b7 
,through the unanimous1 bipartisan      
passage of the ,national ,alzheimer's   
,project ,act 7,public ,law #aaa-cge71  
the #aaath ,congress recognized the     
national imperative to act and          
instructed the ,nation's scientists to  
develop a plan to change the trajectory 
of this disease4  7#c7 ,scientists at   
the ,national ,institutes of ,health    
have prepared and presented to ,congress
 a national plan to prevent and         
effectively treat ,alzheimer's disease  
by #bjbe1 including the underlying      
specification of milestones and         
timelines to achieve this goal4  7#d7   
,capital budgeting is a universally     
accepted best practice for the          
successful management of such a         
multiyear project1 but such projections 
have not been prepared and provided to  
,congress to achieve the #bjbe goal1    

preventing ,congress from exercising    
truly effective oversight over a venture
 of profound importance to the ,nation4 
#c4 ,professional judgment budget for   
initiatives of ,,nih under national     
alzheimer's project ,section #b of the  
,national ,alzheimer's ,project ,act    
7,public ,law #aaa-cge7 7#da ,u4,s4,c4  
#aabbe7 is amended-- 7#a7 by            
redesignating subsection 7h7 as         
subsection 7i72 and  7#b7 by inserting  
after subsection 7g7 the following3  7h7
 ,professional judgment budget ,for each
 fiscal year through fiscal year #bjbe1 
the ,director of the ,national          
,institutes of ,health shall prepare and
 submit1 directly to the ,president for 
review and transmittal to ,congress1    
after reasonable opportunity for comment
 7but without change7 by the ,secretary 
of ,health and ,human ,services and the 
,advisory ,council1 an annual budget    
estimate 7including an estimate of the  
number and type of personnel needs for  
the ,institutes7 for the initiatives of 

the ,national ,institutes of ,health    
pursuant to this ,act4  4
