,act prohibits all forms of ,internet   
gambling1 and for other purposes4  #a4  
,short title ,this ,act may be cited as 
the ,restoration of ,america's ,wire    
,act4  #b4 ,wire ,act clarification     
,section #ajhd of title #ah1 ,united    
,states ,code1 is amended-- 7#a7 in     
subsection 7a7-- 7,a7 by striking bets  
or wagers or information assisting in   
the placing of bets or wagers on any    
sporting event or contest1 and inserting
 any bet or wager1 or information       
assisting in the placing of any bet or  
wager12  7,b7 by striking result of bets
 or wagers and inserting result of any  

bet or wager2 and  7,c7 by striking     
placing of bets or wagers and inserting 
placing of any bet or wager2 and  7#b7  
by striking subsection 7e7 and inserting
 the following3  7e7 ,as used in this   
section-- 7#a7 the term bet or wager    
does not include any activities set     
forth in section #ecfb7a77;,e7 of title 
#ca2  7#b7 the term ,state means a      
,state of the ,united ,states1 the      
,district of ,columbia1 the             
,commonwealth of ,puerto ,rico1 or a    
commonwealth1 territory1 or possession  
of the ,united ,states2  7#c7 the term  
uses a wire communication facility for  
the transmission in interstate or       
foreign commerce of any bet or wager    
includes any transmission over the      
,internet carried interstate or in      
foreign commerce1 incidentally or       
otherwise2 and  7#d7 the term wire      
communication has the meaning given the 
term in section #c of the               
,communications ,act of #aicd 7#dg      
,u4,s4,c4 #aec74  4  #c4 ,rule of       

construction ,nothing in this ,act1 or  
the amendments made by this ,act1 shall 
be construed-- 7#a7 to preempt any      
,state law prohibiting gambling2 or     
7#b7 to alter1 limit1 or extend-- 7,a7  
the relationship between the ,interstate
 ,horseracing ,act of #aigh 7#ae        
,u4,s4,c4 #cjja et seq47 and other      
,federal laws in effect on the date of  
enactment of this ,act2  7,b7 the       
ability of a ,state licensed lottery    
retailer to make in-person1             
computer-generated retail lottery sales 
under applicable ,federal and ,state    
laws in effect on the date of the       
enactment of this ,act2 or  7,c7 the    
relationship between ,federal laws and  
,state charitable gaming laws in effect 
on the date of the enactment of this
