may be cited as the ,support for the ,sovereignty1 ,integrity1 ,democracy1 and ,economic ,stability of ,ukraine ,act of #bjad4 #b4 ,definitions ,in this ,act3 7#a7 ,alien ,the term alien has the meaning given that term in section #aja7;a7 of the ,immigration and ,nationality ,act 7#h ,u4,s4,c4 #aaja7;a774 7#b7 ,appropriate congressional committees ,the term appropriate congressional committees means-- 7,a7 the ,committee on ,foreign ,relations and the ,committee on ,appropriations of the ,senate2 and 7,b7 the ,committee on ,foreign ,affairs and the ,committee on ,appropriations of the ,house of ,representatives4 7#c7 ,materially assisted ,the term materially assisted means the provision of assistance that is significant and of a kind directly relevant to acts described in paragraph 7#a71 7#b71 or 7#c7 of section #h7;a7 or acts described in section #i7;a77#a74 7#d7 ,united states person ,the term ,united ,states person means-- 7,a7 a ,united ,states citizen or an alien lawfully admitted for permanent residence to the ,united ,states2 or 7,b7 an entity organized under the laws of the ,united ,states or of any jurisdiction within the ,united ,states1 including a foreign branch of such an entity4 #c4 ,united states policy toward ,ukraine ,it is the policy of the ,united ,states-- 7#a7 to condemn the unjustified military intervention of the ,russian ,federation in the ,crimea region of ,ukraine and its concurrent occupation of that region1 as well as any other form of political1 economic1 or military aggression against ,ukraine2 7#b7 to reaffirm the commitment of the ,united ,states to1 and to remind ,russia of its ongoing commitment to1 the #aiid ,budapest ,memorandum on ,security ,assurances1 which was executed jointly with the ,russian ,federation and the ,united ,kingdom and explicitly secures the independence1 sovereignty1 and territorial integrity and borders of ,ukraine1 and to demand the immediate cessation of improper activities1 including the seizures of airfields and other locations1 and the immediate return of ,russian forces to their barracks2 7#c7 to work with ,united ,states partners in the ,european ,union1 the ,north ,atlantic ,treaty ,organization1 and at the ,united ,nations to ensure that all nations recognize and not undermine1 nor seek to undermine1 the independence1 sovereignty1 or territorial or economic integrity of ,ukraine2 7#d7 to use all appropriate economic elements of ,united ,states national power1 in coordination with ,united ,states allies1 to protect the independence1 sovereignty1 and territorial and economic integrity of ,ukraine2 7#e7 to support the people of ,ukraine in their desire to forge closer ties with ,europe1 including signing an ,association ,agreement with the ,european ,union as a means to address endemic corruption1 consolidate democracy1 and achieve sustained prosperity2 7#f7 to use the voice and vote of the ,united ,states to secure sufficient resources through the ,international ,monetary ,fund to support needed economic structural reforms in ,ukraine under conditions that will reinforce a sovereign decision by the ,government of ,ukraine to sign and implement an association agreement with the ,european ,union2 7#g7 to help the ,government of ,ukraine prepare for the presidential election in ,may #bjad2 7#h7 to reinforce the efforts of the ,government of ,ukraine to bring to justice those responsible for the acts of violence against peaceful protestors and other unprovoked acts of violence related to the antigovernment protests in that began on ,november #ba1 #bjac2 7#i7 to support the efforts of the ,government of ,ukraine to recover and return to the ,ukrainian state funds stolen by former ,president ,yanukovych1 his family1 and other current and former members of the ,ukrainian government and elites2 7#aj7 to support the continued professionalization of the ,ukrainian military2 7#aa7 to condemn economic extortion by the ,russian ,federation against ,ukraine1 ,moldova1 ,lithuania1 and other countries in the region designed to obstruct closer ties between the ,european ,union and the countries of the ,eastern ,partnership and to reduce the harmful consequences of such extortion2 7#ab7 to condemn the continuing and long-standing pattern and practice by the ,government of the ,russian ,federation of physical and economic aggression toward neighboring countries2 7#ac7 to enhance and extend our security cooperation with1 security assistance to1 and military exercises conducted with1 states in ,central and ,eastern ,europe1 including ,north ,atlantic ,treaty ,organization 7,,nato7 member countries1 ,,nato aspirants1 and appropriate ,eastern ,partnership countries2 7#ad7 to reaffirm ,united ,states defense commitments to its treaty allies under ,article ,v of the ,north ,atlantic ,treaty2 7#ae7 that the continued participation of the ,russian ,federation in the ,group of ,eight 7,g-#h7 nations should be conditioned on the ,government of the ,russian ,federation respecting the territorial integrity of its neighbors and accepting and adhering to the norms and standards of free1 democratic societies as generally practiced by every other member nation of the ,g-#h nations2 7#af7 to explore ways for the ,united ,states ,government to assist the countries of ,central and ,eastern ,europe to diversify their energy sources and achieve energy security2 and 7#ag7 to ensure the ,united ,states maintains its predominant leadership position and influence within the ,international ,monetary ,fund1 and to guarantee the ,international ,monetary ,fund has the resources and governance structure necessary to support structural reforms in ,ukraine and respond to and prevent a potentially serious financial crisis in ,ukraine or other foreign economic crises that threatens ,united ,states national security4 #d4 ,provision of costs of loan guarantees for ,ukraine 7a7 ,in general ,from the unobligated balance of amounts appropriated or otherwise made available under the heading ,economic ,support ,fund under the heading ,funds ,appropriated to the ,president in title ,,iii of the ,department of ,state1 ,foreign ,operations1 and ,related ,programs ,appropriations ,act1 #bjad 7division ,k of ,public ,law #aac-gf7 and in ,acts making appropriations for the ,department of ,state1 foreign operations1 and related programs for preceding fiscal years 7other than amounts designated pursuant to section #bea7;b77#b77;,a7 of the ,balanced ,budget and ,emergency ,deficit ,control ,act of #aihe 7#b ,u4,s4,c4 #ija7;b77#b77;,a7771 amounts shall be made available for the costs 7as defined in section #ejb of the ,congressional ,budget ,act of #aigd 7#b ,u4,s4,c4 #ffa;a77 of loan guarantees for ,ukraine that are hereby authorized to be provided under this ,act4 7b7 ,inapplicability of certain limitations ,amounts made available for the costs of loan guarantees for ,ukraine pursuant to subsection 7a7 shall not be considered assistance for the purpose of provisions of law limiting assistance to ,ukraine4 #e4 ,recovery of assets linked to governmental corruption in ,ukraine 7a7 ,asset recovery ,the ,secretary of ,state1 in coordination with the ,attorney ,general and the ,secretary of the ,treasury1 shall assist1 on an expedited basis as appropriate1 the ,government of ,ukraine to identify1 secure1 and recover assets linked to acts of corruption by ,viktor ,yanukovych1 members of his family1 or other former or current officials of the ,government of ,ukraine or their accomplices in any jurisdiction through appropriate programs1 including the ,kleptocracy ,asset ,recovery ,initiative of the ,department of ,justice4 7b7 ,coordination ,any asset recovery efforts undertaken pursuant to subsection 7a7 shall be coordinated through the relevant bilateral or multilateral entities1 including1 as appropriate1 the ,egmont ,group of ,financial ,intelligence ,units1 the ,stolen ,asset ,recovery ,initiative of the ,world ,bank ,group and the ,united ,nations ,office on ,drugs and ,crime1 the ,camden ,asset ,recovery ,inter-,agency ,network1 and the ,global ,focal ,point ,initiative of the ,international ,criminal ,police ,organization 7,,interpol74 7c7 ,investigative assistance ,the ,secretary of ,state1 in coordination with the ,attorney ,general1 shall assist the ,government of ,ukraine1 the ,european ,union1 and other appropriate countries1 on an expedited basis1 with formal and informal investigative assistance and training1 as appropriate1 to support the identification1 seizure1 and return to the ,government of ,ukraine of assets linked to acts of corruption4 7d7 ,priority assigned ,the ,secretary of the ,treasury shall ensure that the ,financial ,crimes ,enforcement ,network of the ,department of the ,treasury assists the ,government of ,ukraine1 the ,european ,union1 and other appropriate countries under section #cad7;a7 of the ,uniting and ,strengthening ,america by ,providing ,appropriate ,tools ,required to ,intercept and ,obstruct ,terrorism ,act of #bjja 7#ca ,u4,s4,c4 #ecaa note74 #f4 ,democracy1 civil society1 governance1 and technical assistance for ukraine and other states in ,central and ,eastern ,europe 7a7 ,in general ,the ,secretary of ,state shall1 subject to the availability of appropriations1 directly or through nongovernmental organizations-- 7#a7 improve democratic governance1 transparency1 accountability1 rule of law1 and anti-corruption efforts in ,ukraine2 7#b7 support efforts by the ,government of ,ukraine to foster greater unity among the people and regions of the country2 7#c7 support the people and ,government of ,ukraine in preparing to conduct and contest free and fair elections1 including through domestic and international election monitoring2 7#d7 assist in diversifying ,ukraine's economy1 trade1 and energy supplies1 including at the national1 regional1 and local levels2 7#e7 strengthen democratic institutions and political and civil society organizations in ,ukraine2 7#f7 expand free and unfettered access to independent media of all kinds in ,ukraine and assist with the protection of journalists and civil society activists who have been targeted for free speech activities2 7#g7 support political and economic reform initiatives by ,eastern ,partnership countries2 and 7#h7 support the efforts of the ,government of ,ukraine1 civil society1 and international organizations to enhance the economic and political empowerment of women in ,ukraine and to prevent and address violence against women and girls in ,ukraine1 and support the inclusion of women in ,ukraine in any negotiations to restore ,ukraine's security1 independence1 sovereignty1 or territorial or economic integrity4 7b7 ,authorization of appropriations ,there is authorized to be appropriated to the ,secretary of ,state #ej1jjj1jjj for fiscal year #bjae to carry out the activities set forth in subsection 7a74 ,amounts appropriated for the activities set forth in subsection 7a7 shall be used pursuant to the authorization and requirements contained in this section4 ,additional amounts may be authorized to be appropriated under other provisions of law4 7c7 ,strategy requirement ,not later than #fj days after the date of the enactment of this ,act1 the ,president shall submit to the appropriate congressional committees a strategy to carry out the activities set forth in subsection 7a74 7d7 ,notification requirement 7#a7 ,in general ,funds appropriated or otherwise made available pursuant to subsection 7b7 may not be obligated until #ae days after the date on which the ,president has provided notice of intent to obligate such funds to the appropriate congressional committees4 7#b7 ,waiver ,the ,president may waive the notification requirement under paragraph 7#a7 if the ,president determines that failure to do so would pose a substantial risk to human health or welfare1 in which case notification shall be provided as early as practicable1 but in no event later than three days after taking the action to which such notification requirement was applicable in the context of the circumstances necessitating such waiver4 #g4 ,enhanced security cooperation with ,ukraine and other countries in ,central and ,eastern ,europe 7a7 ,in general ,the ,president shall1 subject to the availability of appropriations-- 7#a7 enhance security cooperation efforts and relationships amongst countries in ,central and ,eastern ,europe and among the ,united ,states1 the ,european ,union1 and countries in ,central and ,eastern ,europe2 7#b7 provide additional security assistance1 including defense articles and defense services 7as those terms are defined in section #dg of the ,arms ,export ,control ,act 7#bb ,u4,s4,c4 #bgid77 and military training1 to countries in ,central and ,eastern ,europe1 including ,ukraine2 and 7#c7 support greater reform1 professionalism1 and capacity-building efforts within the military1 intelligence1 and security services in ,central and ,eastern ,europe1 including ,ukraine4 7b7 ,authorization of appropriations ,there is authorized to be appropriated to the ,president a total of #ajj1jjj1jjj for fiscal years #bjae through #bjag to carry out this section4 ,amounts appropriated for the activities set forth in subsection 7a7 shall be used pursuant to the authorization and requirements contained in this section4 ,additional amounts may be authorized to be appropriated under other provisions of law4 7c7 ,strategy requirement ,not later than #fj days after the date of the enactment of this ,act1 the ,president shall submit to the appropriate congressional committees a strategy to carry out the activities set forth in subsection 7a74 7d7 ,notification requirement 7#a7 ,in general ,funds appropriated or otherwise made available pursuant to subsection 7b7 may not be obligated until #ae days after the date on which the ,president has provided notice of intent to obligate such funds to the appropriate congressional committees and the ,committees on ,armed ,services of the ,senate and the ,house of ,representatives4 7#b7 ,waiver ,the ,president may waive the notification requirement under paragraph 7#a7 if the ,president determines that failure to do so would pose a substantial risk to human health or welfare1 in which case notification shall be provided as early as practicable1 but in no event later than three days after taking the action to which such notification requirement was applicable in the context of the circumstances necessitating such waiver4 #h4 ,sanctions on persons responsible for violence or undermining the peace1 security1 stability1 sovereignty1 or territorial integrity of ,ukraine 7a7 ,in general ,the ,president shall impose the sanctions described in subsection 7b7 with respect to-- 7#a7 any person1 including a current or former official of the ,government of ,ukraine or a person acting on behalf of that ,government1 that the ,president determines has perpetrated1 or is responsible for ordering1 controlling1 or otherwise directing1 significant acts of violence or gross human rights abuses in ,ukraine against persons associated with the antigovernment protests in ,ukraine that began on ,november #ba1 #bjac2 7#b7 any person that the ,president determines has perpetrated1 or is responsible for ordering1 controlling1 or otherwise directing1 significant acts that are intended to undermine the peace1 security1 stability1 sovereignty1 or territorial integrity of ,ukraine1 including acts of economic extortion2 7#c7 any official of the ,government of the ,russian ,federation1 or a close associate or family member of such an official1 that the ,president determines is responsible for1 complicit in1 or responsible for ordering1 controlling1 or otherwise directing1 acts of significant corruption in ,ukraine1 including the expropriation of private or public assets for personal gain1 corruption related to government contracts or the extraction of natural resources1 bribery1 or the facilitation or transfer of the proceeds of corruption to foreign jurisdictions2 and 7#d7 any individual that the ,president determines materially assisted1 sponsored1 or provided financial1 material1 or technological support for1 or goods or services in support of1 the commission of acts described in paragraph 7#a71 7#b71 or 7#c74 7b7 ,sanctions described 7#a7 ,in general ,the sanctions described in this subsection are the following3 7,a7 ,asset blocking ,the exercise of all powers granted to the ,president by the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja et seq47 to the extent necessary to block and prohibit all transactions in all property and interests in property of a person determined by the ,president to be subject to subsection 7a7 if such property and interests in property are in the ,united ,states1 come within the ,united ,states1 or are or come within the possession or control of a ,united ,states person4 7,b7 ,exclusion from the united states and revocation of visa or other documentation ,in the case of an alien determined by the ,president to be subject to subsection 7a71 denial of a visa to1 and exclusion from the ,united ,states of1 the alien1 and revocation in accordance with section #bba7;i7 of the ,immigration and ,nationality ,act 7#h ,u4,s4,c4 #abja7;i771 of any visa or other documentation of the alien4 7#b7 ,penalties ,a person that violates1 attempts to violate1 conspires to violate1 or causes a violation of paragraph 7#a77;,a7 or any regulation1 license1 or order issued to carry out paragraph 7#a77;,a7 shall be subject to the penalties set forth in subsections 7b7 and 7c7 of section #bjf of the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agje7 to the same extent as a person that commits an unlawful act described in subsection 7a7 of that section4 7#c7 ,exception to comply with ,united ,nations ,headquarters ,agreement ,sanctions under paragraph 7#a77;,b7 shall not apply to an alien if admitting the alien into the ,united ,states is necessary to permit the ,united ,states to comply with the ,agreement regarding the ,headquarters of the ,united ,nations1 signed at ,lake ,success ,june #bf1 #aidg1 and entered into force ,november #ba1 #aidg1 between the ,united ,nations and the ,united ,states1 or other applicable international obligations4 7c7 ,waiver ,the ,president may waive the application of sanctions under subsection 7b7 with respect to a person if the ,president-- 7#a7 determines that such a waiver is in the national security interests of the ,united ,states2 and 7#b7 on or before the date on which the waiver takes effect1 submits to the ,committee on ,foreign ,relations and the ,committee on ,banking1 ,housing1 and ,urban ,affairs of the ,senate and the ,committee on ,foreign ,affairs and the ,committee on ,financial ,services of the ,house of ,representatives a notice of and a justification for the waiver4 7d7 ,regulatory authority ,the ,president shall issue such regulations1 licenses1 and orders as are necessary to carry out this section4 #i4 ,sanctions on persons in the ,russian ,federation complicit in or responsible for significant corruption 7a7 ,in general ,the ,president is authorized and encouraged to impose the sanctions described in subsection 7b7 with respect to-- 7#a7 any official of the ,government of the ,russian ,federation1 or a close associate or family member of such an official1 that the ,president determines is responsible for1 or complicit in1 or responsible for ordering1 controlling1 or otherwise directing1 acts of significant corruption in the ,russian ,federation1 including the expropriation of private or public assets for personal gain1 corruption related to government contracts or the extraction of natural resources1 bribery1 or the facilitation or transfer of the proceeds of corruption to foreign jurisdictions2 and 7#b7 any individual who has materially assisted1 sponsored1 or provided financial1 material1 or technological support for1 or goods or services in support of1 an act described in paragraph 7#a74 7b7 ,sanctions described 7#a7 ,in general ,the sanctions described in this subsection are the following3 7,a7 ,asset blocking ,the exercise of all powers granted to the ,president by the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja et seq47 to the extent necessary to block and prohibit all transactions in all property and interests in property of a person determined by the ,president to be subject to subsection 7a7 if such shall be subject to the penalties set forth in subsections 7b7 and 7c7 of section #bjf of the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agje7 to the same extent as a person that commits an unlawful act described in subsection 7a7 of that section4 7#c7 ,exception to comply with ,united ,nations headquarters agreement ,sanctions under paragraph 7#a77;,b7 shall not apply to an alien if admitting the alien into the ,united ,states is necessary to permit the ,united ,states to comply with the ,agreement regarding the ,headquarters of the ,united ,nations1 signed at ,lake ,success ,june #bf1 #aidg1 and entered into force ,november #ba1 #aidg1 between the ,united ,nations and the ,united ,states1 or other applicable international obligations4 7c7 ,waiver ,the ,president may waive the application of sanctions under subsection 7b7 with respect to a person if the ,president-- 7#a7 determines that such a waiver is in the national security interests of the ,united ,states2 and 7#b7 on or before the date on which the waiver takes effect1 submits to the ,committee on ,foreign ,relations and the ,committee on ,banking1 ,housing1 and ,urban ,affairs of the ,senate and the ,committee on ,foreign ,affairs and the ,committee on ,financial ,services of the ,house of ,representatives a notice of and a justification for the waiver4 7d7 ,regulatory authority ,the ,president shall issue such regulations1 licenses1 and orders as are necessary to carry out this section4 #aj4 ,united ,states leadership in the ,international ,monetary ,fund 7a7 ,united ,states quota for ,international ,monetary ,fund direct loan program account 7#a7 ,appropriation ,there are appropriated1 for an increase in the quota of the ,united ,states in the ,international ,monetary ,fund1 the dollar equivalent of #dj1hga1hjj1jjj ,special ,drawing ,rights1 to remain available until expended4 7#b7 ,cost estimation 7,a7 ,in general ,notwithstanding the provisos under the heading ,united ,states ,quota1 ,international ,monetary ,fund under the heading ,international monetary programs under the heading ,international assistance programs in title ,,xiv of the ,supplemental ,appropriations ,act1 #bjji 7,public ,law #aaa-cb2 #abc ,stat4 #aiaf71 the costs of the amounts appropriated under such headings and by paragraph 7#a7 shall be estimated on a present value basis1 excluding administrative costs and any incidental effects on governmental receipts or outlays4 7,b7 ,discount rate ,the discount rate for a present value calculation under subparagraph 7,a7 shall be the appropriate interest rate on marketable ,treasury securities4 7#c7 ,adjustments under sequestration reports ,section #bea7;b77#b77;,a7 of the ,balanced ,budget and ,emergency ,deficit ,control ,act of #aihe 7#b ,u4,s4,c4 #ija7;b77#b77;,a77 shall not apply to amounts appropriated by paragraph 7#a74 7b7 ,loans to ,international ,monetary ,fund direct loan program account 7#a7 ,rescission ,of amounts appropriated under the heading ,loans to ,international ,monetary ,fund under the heading international monetary programs under the heading international assistance programs in title ,,xiv of the ,supplemental ,appropriations ,act1 #bjji 7,public ,law #aaa-cb2 #abc ,stat4 #aiaf7 that are available for obligation1 the dollar equivalent of #dj1hga1hjj1jjj ,special ,drawing ,rights is rescinded effective-- 7,a7 on the date on which the rollback of the credit arrangement of the ,united ,states in the ,new ,arrangements to ,borrow of the ,international ,monetary ,fund takes effect2 but 7,b7 not earlier than the increase in the quota of the ,united ,states authorized by section #gb of the ,bretton ,woods ,agreements ,act1 as added by subsection 7c77#b74 7#b7 ,cost estimation 7,a7 ,in general ,notwithstanding the second through fourth provisos under the heading ,loans to ,international ,monetary ,fund under the heading international monetary programs under the heading international assistance programs in title ,,xiv of the ,supplemental ,appropriations ,act1 #bjji 7,public ,law #aaa-cb2 #abc ,stat4 #aiaf71 the costs of the amounts appropriated under such headings and rescinded by paragraph 7#a7 shall be estimated on a present value basis1 excluding administrative costs and any incidental effects on governmental receipts or outlays4 7,b7 ,discount rate ,the discount rate for a present value calculation under subparagraph 7,a7 shall be the appropriate interest rate on marketable ,treasury securities4 7#c7 ,adjustments under sequestration reports ,section inserting before the end period the following3 only to the extent that such amounts are not rescinded by an ,act of ,congress4 7#b7 ,acceptance of amendments to articles of agreement2 quota increase ,the ,bretton ,woods ,agreements ,act 7#bb ,u4,s4,c4 #bhf et seq47 is amended by adding at the end the following3 #ga4 ,acceptance of amendments to the ,articles of ,agreement of the ,fund ,the ,united ,states ,governor of the ,fund may accept the amendments to the ,articles of ,agreement of the ,fund as proposed in resolution #ff-b of the ,board of ,governors of the ,fund4 #gb4 ,quota increase 7a7 ,in general ,the ,united ,states ,governor of the ,fund may consent to an increase in the quota of the ,united ,states in the ,fund equivalent to #dj1hga1hjj1jjj ,special ,drawing ,rights4 7b7 ,subject to appropriations ,the authority provided by subsection 7a7 shall be effective only to such extent or in such amounts as are appropriated in advance4 4 #aa4 ,annual report on submit to the specified congressional committees a report1 in both classified and unclassified form1 on the current and future military power of the ,russian ,federation 7in this section referred to as ,russia74 ,the report shall address the current and probable future course of military-technological development of the ,russian military1 the tenets and probable development of the security ,organization1 the ,middle ,east1 or the ,people's ,republic of ,china4 7#e7 ,a detailed assessment of the sizes1 locations1 and capabilities of the nuclear1 special operations1 land1 sea1 and air forces of the ,government of ,russia4 7#f7 ,developments in ,russian military doctrine and training4 7#g7 ,an assessment of the proliferation activities of the ,government of ,russia and ,russian entities1 as a supplier of materials1 technologies1 or expertise relating to nuclear weapons or other weapons of mass destruction or missile systems4 7#h7 ,developments in the asymmetric capabilities of the ,government of ,russia1 including its strategy and efforts to develop and deploy cyberwarfare and electronic warfare capabilities1 details on the number of malicious cyber incidents originating from ,russia against ,department of ,defense infrastructure1 and associated activities originating or suspected of originating from ,russia4 7#i7 ,the strategy and capabilities of space and counterspace programs in ,russia1 including trends1 global and regional activities1 the involvement of military and civilian organizations1 including state-owned enterprises1 academic institutions1 and commercial entities1 and efforts to develop1 acquire1 or gain access to advanced technologies that would enhance ,russian military capabilities4 7#aj7 ,developments in ,russia's nuclear program1 including the size and state of ,russia's stockpile1 its nuclear strategy and associated doctrines1 its civil and military production capacities1 and projections of its future arsenals4 7#aa7 ,a description of the anti-access and area denial capabilities of the ,government of ,russia4 7#ab7 ,a description of ,russia's command1 control1 communications1 computers1 intelligence1 surveillance1 and reconnaissance modernization program and its applications for ,russia's precision guided weapons4 7#ac7 ,in consultation with the ,secretary of ,energy and the ,secretary of ,state1 developments regarding ,united ,states-,russian engagement and cooperation on security matters4 7#ad7 ,other military and security developments involving ,russia that the ,secretary of ,defense considers relevant to ,united ,states national security4 7c7 ,specified congressional committees defined ,in this section1 the term specified congressional committees means-- 7#a7 the ,committee on ,foreign ,relations
