 and referred to the ,committee on      
,commerce1 ,science1 and ,transportation
  ,a ,,bill  ,to direct the             
,administrator of the ,federal ,aviation
 ,administration to issue or revise     
regulations with respect to the medical 
certification of certain small aircraft 
pilots1 and for other purposes4  #a4    
,short title ,this ,act may be cited as 
the ,general ,aviation ,pilot           
,protection ,act of #bjad4  #b4 ,medical
 certification of certain small aircraft
 pilots  7a7 ,in general ,not later than
 #ahj days after the date of enactment  
of this ,act1 the ,administrator of the 
,federal ,aviation ,administration shall
 issue or revise medical certification  
regulations to ensure that an individual
 may operate as pilot in command of a   

covered aircraft without regard to any  
medical certification or proof of health
 requirement otherwise applicable under 
,federal law if-- 7#a7 the individual   
possesses a valid ,state driver's       
license and complies with any medical   
requirement associated with that        
license2  7#b7 the individual is        
transporting not more than #e           
passengers2  7#c7 the individual is     
operating under visual flight rules2 and
  7#d7 the relevant flight1 including   
each portion thereof1 is not carried    
out-- 7,a7 for compensation1 including  
that no passenger or property on the    
flight is being carried for             
compensation2  7,b7 at an altitude that 
is more than #ad1jjj feet above mean sea
 level2  7,c7 outside the ,united       
,states1 unless authorized by the       
country in which the flight is          
conducted2 or  7,d7 at a speed exceeding
 #bej knots4  7b7 ,covered aircraft     
defined ,in this section1 the term      
covered aircraft means an aircraft      

that-- 7#a7 is not authorized under     
,federal law to carry more than #f      
occupants2 and  7#b7 has a maximum      
certificated takeoff weight of not more 
than #fjjj pounds4  #c4 ,report ,not    
later than #e years after the date of   
enactment of this ,act1 the             
,administrator of the ,federal ,aviation
 ,administration shall submit to        
,congress a report that describes the   
impact that the regulations issued or   
revised under section #b have had1      
including statistics with respect to    
changes in small aircraft activity and  
safety incidents4
