#a4 ,short title ,this ,act may be cited as the ,,score for ,small ,business ,act of #bjad4 #b4 ,,score ,reauthorization ,section #bj of the ,small ,business ,act 7#ae ,u4,s4,c4 #fca note7 is amended-- 7#a7 by redesignating subsection 7j7 as subsection 7f72 and 7#b7 by adding at the end the following3 7g7 ,,score program ,there are authorized to be appropriated to the ,administrator to carry out the ,,score program authorized by section #h7;b77#a7 such sums as are necessary for the ,administrator to make grants or enter into cooperative agreements in a total amount that does not exceed-- 7#a7 #i1ajj1jjj in fiscal year #bjae2 7#b7 #aj1ejj1jjj in fiscal year #bjaf2 and 7#c7 #aj1ejj1jjj in fiscal year #bjag4 4 #c4 ,,score program ,section #h of the ,small ,business ,act 7#ae ,u4,s4,c4 #fcg7 is amended-- 7#a7 in subsection 7b77#a77;,b71 by striking a ,service ,corps of ,retired ,executives 7,,score7 and inserting the ,,score program described in subsection 7c72 and 7#b7 by striking subsection 7c7 and inserting the following3 7c7 ,,score program 7#a7 ,definition ,in this subsection1 the term ,,score program means the ,,score program authorized by subsection 7b77#a77;,b74 7#b7 ,volunteers ,a volunteer participating in the ,,score program shall-- 7,a7 based on the business experience and knowledge of the volunteer-- 7i7 provide at no cost to individuals who own1 or aspire to own1 small business concerns personal counseling1 mentoring1 and coaching relating to the process of starting1 expanding1 managing1 buying1 and selling a business2 and 7ii7 facilitate low-cost education workshops for individuals who own1 or aspire to own1 small business concerns2 and 7,b7 as appropriate1 use tools1 resources1 and expertise of other organizations to carry out the ,,score program4 7#c7 ,plans and goals ,the ,administrator1 in consultation with the ,,score ,association1 shall ensure that the ,,score program and each chapter of the ,,score program develop and implement plans and goals to more effectively and efficiently provide services to individuals in rural areas1 economically disadvantaged communities1 and other traditionally underserved communities1 including plans for electronic initiatives1 web-based initiatives1 chapter expansion1 partnerships1 and the development of new skills by volunteers participating in the ,,score program4 7#d7 ,annual report ,the ,,score ,association shall submit to the ,administrator an annual report that contains-- 7,a7 the number of individuals counseled or trained under the ,,score program2 7,b7 the number of hours of counseling provided under the ,,score program2 and 7,c7 to the extent possible-- 7i7 the number of small business concerns formed with assistance from the ,,score program2 7ii7 the number of small business concerns expanded with assistance from the ,,score program2 and 7iii7 the number of jobs created with assistance from the ,,score program4 7#e7 ,privacy requirements 7,a7 ,in general ,neither the ,administrator nor the ,,score ,association may disclose the name1 address1 or telephone number of any individual or small business concern receiving assistance from the ,,score ,association without the consent of such individual or small business concern1 unless-- 7i7 the ,administrator is ordered to make such a disclosure by a court in any civil or criminal enforcement action initiated by a ,federal or ,state agency2 or 7ii7 the ,administrator determines such a disclosure to be necessary for the purpose of conducting a financial audit of the ,,score program1 in which case disclosure shall be limited to the information necessary for the audit4 7,b7 ,administrator use of information ,this paragraph shall not-- 7i7 restrict the access of the ,administrator to program activity data2 or 7ii7 prevent the ,administrator from using client information to conduct client surveys4 7,c7 ,regulations 7i7 ,in general ,the ,administrator shall issue regulations to establish standards for-- 7,i7 disclosures with respect to financial audits under subparagraph 7,a77,,ii72 and 7,,ii7 conducting client surveys1 including standards for oversight of the surveys and for dissemination and use of client information4 7ii7 ,maximum privacy protection ,the regulations issued under this subparagraph shall1 to the extent practicable1 provide for the maximum amount of privacy protection4 7iii7 ,inspector general ,until the effective date of the regulations issued under this subparagraph1 any client survey and the use of any client information shall be approved by the ,inspector ,general of the ,administration1 who shall include any such approval in the semi-annual report of the ,inspector ,general4 4 #d4 ,repeal of authority for the ,program for ,investment in ,microentrepreneurs 7a7 ,repeal ,subtitle ,c of title ,i of the ,riegle ,community ,development and ,regulatory ,improvement ,act of #aiid 7#ae ,u4,s4,c4 #fija et seq47 is repealed4 7b7 ,rule of construction ,nothing in this section shall affect any grant or assistance provided under subtitle ,c of title ,i of the ,riegle ,community ,development and ,regulatory ,improvement ,act of #aiid 7#ae ,u4,s4,c4 #fija et seq47 before the date of enactment of this ,act1 and any such grant or assistance shall be subject to such subtitle ,c1 as in effect on the day before the date of enactment of this
