,,ii #aacth ,,congress #b;d ,session ,s4 #bjjb ,,in ,,the ,,senate ,,of ,,the ,,united ,,states ,february #f1 #bjad,mr4 ,pryor 7for himself and ,mr4 ,enzi7 introduced the following bill2 which was read twice and referred to the ,committee on ,energy and ,natural ,resources ,a ,,bill ,to require the ,secretary of ,energy to conduct a motor and motor-driven systems market assessment and public awareness program1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,motor ,systems ,market ,awareness ,act of #bjad4 #b4 ,findings ,congress finds that-- 7#a7 motors and motor-driven systems account for a significant quantity of the electricity used in the ,united ,states2 7#b7 motor electrical energy use is determined by the efficiency of the motor and the design of the motor-driven system in which the motor and the drive operate2 7#c7 ,federal ,government research on commercial and industrial motors and motor-driven system use and efficiency is outdated2 7#d7 the ,bureau of the ,census has discontinued collection of data on motor and generator importation1 manufacture1 shipment1 and sales2 7#e7 the last ,department of ,energy motor market assessment was conducted in #bjjb2 7#f7 motor and motor-driven systems have changed dramatically during the #ab-year period ending on the date of enactment of this ,act2 and 7#g7 a new motor and motor-driven system market assessment will help ,united ,states manufacturers better understand the commercial marketplace and become more globally competitive4 #c4 ,definitions ,in this ,act3 7#a7 ,department ,the term ,department means the ,department of ,energy4 7#b7 ,interested parties ,the term interested parties includes-- 7,a7 trade associations2 7,b7 motor manufacturers2 7,c7 manufacturers of variable speed drives1 including variable frequency drives2 7,d7 motor end users1 including original equipment manufacturers that use motors to drive machinery2 7,e7 permanent magnetic material manufacturers2 7,f7 electric utilities2 and 7,g7 individuals and entities that conduct energy efficiency programs4 7#c7 ,secretary ,the term ,secretary means the ,secretary of ,energy4 #d4 ,motor market assessment 7a7 ,in general ,the ,secretary1 in consultation with interested parties1 shall conduct a market assessment of motors and motor-driven systems used in the ,united ,states4 7b7 ,assessment ,in conducting the assessment under subsection 7a71 the ,secretary shall-- 7#a7 develop a detailed profile of the stock of motors and motor-driven systems in commercial and industrial facilities of the ,united ,states 7as of the date of enactment of this ,act72 7#b7 develop a profile of commercial and industrial motor and motor-driven system purchase and maintenance practices2 7#c7 analyze the opportunities 7by market segment7 for improved energy efficiency and cost savings available through-- 7,a7 the use of energy efficient motors1 variable speed drives1 servo drives1 and other control technologies2 7,b7 optimization of motor-driven systems2 and 7,c7 substitution of existing motor designs with new and future advanced motor and motor-driven system designs1 including-- 7i7 electronically commutated permanent magnet motors2 7ii7 interior permanent magnet motors2 7iii7 switched reluctance motors2 7iv7 synchronous reluctance motors2 and 7v7 variable speed drives2 and 7#d7 evaluate the state of the global supply chain that supports motor and drive technologies 7as of the date of enactment of this ,act71 including-- 7,a7 the accessibility and sustainability of key materials2 7,b7 the progress of research and development directed at decreasing the quantity of heavy rare earth materials required in high energy density permanent magnets2 and 7,c7 factors that may lead to an increase in domestic manufacturing of motor and drive technologies4 7c7 ,report ,not later than #edj days after the date of enactment of this ,act1 the ,secretary shall publish and make available on the website of the ,department a report on the assessment conducted under this section4 7d7 ,recommendations ,the ,secretary shall use the assessment and report required under this section-- 7#a7 to develop recommendations to update the detailed motor and motor-driven system profile on a periodic basis using readily available market information2 and 7#b7 to identify technology and research needs that could be met through joint industry and government partnership4 #e4 ,public awareness program ,not later than #b years after the date of enactment of this ,act1 the ,secretary1 in consultation with interested parties1 shall establish a program targeted at motor end-users to increase the awareness of the end-users of-- 7#a7 the energy efficiency and cost saving opportunities available to commercial and industrial facilities from using higher efficiency motors and motor-driven system technologies2 7#b7 motor and motor-driven system procurement and management procedures2 and 7#c7 criteria for making decisions for new1 replacement1 or repair of motor and motor-driven system components4
