,native1 ,native ,hawaiian1 and ,tribal ,college or ,university adult education and literacy4 #a4 ,short title ,this ,act may be cited as the ,native ,adult ,education and ,literacy ,act of #bjad4 #b4 ,american ,indian1 ,alaska ,native1 ,native ,hawaiian1 and ,tribal ,college or ,university adult education and literacy ,the ,adult ,education and ,family ,literacy ,act 7#bj ,u4,s4,c4 #ibja et seq47 is amended-- 7#a7 in section #bjc-- 7,a7 in paragraph 7#e77;,d71 by inserting 1 including a ,tribal ,college or ,university after education2 7,b7 in paragraph 7#ae77;,b71 by striking tribally controlled community college and inserting ,tribal ,college or ,university2 7,c7 by redesignating paragraph 7#ah7 as paragraph 7#ai72 and 7,d7 by inserting after paragraph 7#ag7 the following3 7#ah7 ,tribal ,college or ,university ,the term ,tribal ,college or ,university has the meaning given the term in section #caf7;b7 of the ,higher ,education ,act of #aife 7#bj ,u4,s4,c4 #ajei;c7b774 2 7#b7 in section #baa7;a7-- 7,a7 in paragraph 7#b71 by striking and after the semicolon2 7,b7 by redesignating paragraph 7#c7 as paragraph 7#d72 and 7,c7 by inserting after paragraph 7#b7 the following3 7#c7 shall reserve #b4c percent to carry out section #bdd2 and 2 and 7#c7 by inserting after section #bdc the following3 #bdd4 ,american ,indian1 ,alaska ,native1 ,native ,hawaiian1 and ,tribal ,college or ,university adult education and literacy 7a7 ,grants and purpose ,from the amount reserved under section #baa7;a77#c7 for a fiscal year1 the ,secretary shall award grants to ,tribal ,colleges or ,universities and ,native ,hawaiian educational organizations-- 7#a7 to enable the ,tribal ,colleges or ,universities and ,native ,hawaiian educational organizations to develop and implement innovative1 effective1 and replicable programs designed to enhance life skills and transition individuals to employability and postsecondary education2 and 7#b7 to provide technical assistance to such colleges1 universities1 and organizations for program administration4 7b7 ,application ,to be eligible to receive a grant under this section1 a ,tribal ,college or ,university or a ,native ,hawaiian educational organization shall submit to the ,secretary an application at such time and in such manner as the ,secretary may reasonably require4 ,the ,secretary shall1 to the extent practicable1 prescribe a simplified and streamlined format for such applications that takes into account the limited number of colleges1 universities1 and organizations that are eligible for assistance under this section4 7c7 ,grants and contracts ,funding shall be awarded under this section to ,tribal ,colleges or ,universities or ,native ,hawaiian educational organizations on a competitive basis through grants1 contracts1 or cooperative agreements of not less than #c years in duration4 7d7 ,consideration and inclusion ,in making awards under this section1 the ,secretary may take into account the considerations set forth in section #bca7;e74 ,in no case shall the ,secretary make an award to a ,tribal ,college or ,university or ,native ,hawaiian educational organization that does not include in its application a description of a multiyear strategy1 including performance measures1 for increasing the number of adult ,american ,indian1 ,native ,hawaiian1 or ,alaska ,natives that attain a secondary school diploma or its recognized equivalent4 7e7 ,eligible activities ,activities that may be carried out under a grant awarded under this section shall include-- 7#a7 adult education and literacy services1 including workplace literacy services2 7#b7 family literacy services2 7#c7 ,english literacy programs1 including limited ,english proficiency programs2 7#d7 opportunities for ,american ,indians1 ,native ,hawaiians1 and ,alaska ,natives to qualify for a secondary school diploma1 or its recognized equivalent2 and 7#e7 demonstration and research projects and professional development activities designed to develop and identify the most successful methods and techniques for addressing the educational needs of ,american ,indian1 ,native ,hawaiian1 and ,alaska ,native adults4 7f7 ,definition of ,native ,hawaiian educational organization ,the term ,native ,hawaiian educational organization means a private nonprofit organization that-- 7#a7 serves the adult education and literacy needs and interests of ,native ,hawaiians2 7#b7 has ,native ,hawaiians in substantive and policymaking positions within the organization2 7#c7 incorporates ,native ,hawaiian perspective1 values1 language1 culture1 and traditions into the core function of the organization2 7#d7 has demonstrated expertise in the education or training of ,native ,hawaiian children1 youth1 or adults2 and 7#e7 has demonstrated expertise in research and program development4 4
