cited as the ,military ,installations   
,enhancement ,act of #bjac4  #b4 ,sense 
of ,congress on ,united ,states military
 installations  7a7 ,findings ,congress 
makes the following findings3 7#a7 ,the 
,department of ,defense is one of the   
largest ,federal holders of real estate1
 with a global portfolio covering more  
than #bg1gjj1jjj acres4  7#b7 ,the      
,department of ,defense maintains more  
than #e1jjj military sites1 with #abb   
sites considered major military         
installations1 each valued at more than 
#a1gid1jjj1jjj in fiscal year #bjac     
dollars4  7#c7 ,the ,department of      
,defense is working to maximize range   

and training areas on its military      
installations in an effort to promote   
military readiness4  7#d7 ,the          
,department of ,defense is committed to 
ensuring that it is delivering          
cost-effective1 safe1 and               
environmentally sound capabilities and  
capacities to support the national      
defense mission4  7b7 ,sense of         
,congress ,it is the sense of ,congress 
that-- 7#a7 military installations are a
 critical component of the ,united      
,states force capabilities2  7#b7       
military installations should be        
developed to preserve or expand range   
and training areas on bases in order to 
enhance military readiness2  7#c7       
military installations create           
communities of identity for             
servicemembers and their families1 and  
are important to overall wellness and   
quality of life2  7#d7 the ,department  
of ,defense should take into            
consideration opportunities to reduce   
military construction costs on          

installations through cost-effective    
construction and planning2 and  7#e7 the
 ,department of ,defense and ,congress  
should endeavor to promote quality of   
life for servicemembers and military    
families living on military             
installations4  #c4 ,improving master   
plans for major military installations  
,section #bhfd of title #aj1 ,united    
,states ,code1 is amended-- 7#a7 in     
subsection 7a7-- 7,a7 by striking ,at a 
time and inserting 7#a7 ,at a time2 and 
7,b7 by adding at the end the following 
new paragraph3  7#b7 ,to address the    
requirements under paragraph 7#a71 each 
installation master plan shall include  
consideration of-- 7,a7 planning for    
redevelopment and infill development to 
reduce consumption of undeveloped land  
on installations2  7,b7 horizontal and  
vertical mixed-use development2  7,c7   
the full lifecycle costs of planning    
decisions2 and  7,d7 capacity planning  
through the establishment of growth     
boundaries around cantonment areas to   

focus development towards the core and  
preserve range and training space4  2   
7#b7 in subsection 7b7-- 7,a7 by        
striking ,the transportation and        
inserting 7#a7 ,the transportation2 and 
7,b7 by adding at the end the following 
new paragraph3  7#b7 ,to address the    
requirements under subsection 7a7 and   
paragraph 7#a71 each installation master
 plan shall include consideration of    
ways to diversify and connect transit   
systems and increase safety for all road
 users4  2  7#c7 by redesignating       
subsection 7c7 as subsection 7d72 and   
7#d7 by inserting after subsection 7b7  
the following new subsection3  7c7      
,savings clause ,nothing in this section
 shall supersede the requirements of    
section #bhei7;a7 of this title4  4
